I have a whole lot of reading and catching up to do (I was asleep when all this happened), but I think this one and the last one were tests.

Neither failed, both did whatever it was that NK was wanting to check out. Plus, it was not headed towards either coast, so it was done in such a way to make it obvious to mil that it was not a threat.

NOW, the question is....what next?

ETA: also, some big WW3 event is just around the corner in so many parts of the world, it's a coin toss on where who starts it and where it kicks off first

The way the headline was worded, and why I did a double take, it said China and Russia wants to see an end to denuclearizing NK, which would mean they were going to allow NK to have nukes. Which would be a monumental annoucement, but of course the text of the article said the opposite. As for your question, they want to see both sides stopping their provocations - NK to denuclearize and the US/SK to stop their drills.


Well, sloppy or not, it was posted exactly as it was posted on twitter (the tweet and the article) and I showed the source and link and posted the article as it was posted at the news link.

I don't change things I cut and paste; I won't post a direct quote or something as my own (comment or info, etc) when it's not and I try to always link or refer to the source (ie. twitter or the net or a member) if I am just mentioning something in a personal comment.


Of course, as far as personal comments about things I know, I have learned so much over the years form here and the net, that I don't always reference where or how I learned each little nugget of info. HC, PI and several others here have taught me a lot, too bad I don't always absorb and retain everything I read.

Of course! I thought that was obvious so I didn't point it out and certainly wasn't aiming any criticism at you! It was the article's author who got their headline wrong and then it was retweeted incorrectly. I wouldn't expect anyone posting here to change/correct a headline. We post as we find ;)

SECRETARY TILLERSON: Thank you, Secretary General, for that most helpful briefing. I shall now make a statement in my capacity as Secretary of State of the United States, and I thank you for the opportunity to address the Security Council.

According to UN Security Council Resolution 2321, a stated objective of this council is North Korea’s abandonment of its nuclear weapons and ballistic missile programs.

For the past 20 years, well-intentioned diplomatic efforts to halt these programs have failed. It is only by first dismantling them that there can be peace, stability, and economic prosperity for all of Northeast Asia.

With each successive detonation and missile test, North Korea pushes Northeast Asia and the world closer to instability and broader conflict.

The threat of a North Korean nuclear attack on Seoul, or Tokyo, is real.

And it is likely only a matter of time before North Korea develops the capability to strike the U.S. mainland.

Indeed, the D.P.R.K. has repeatedly claimed it plans to conduct such a strike. Given that rhetoric, the United States cannot idly stand by. Nor can other members of this council who are within striking distance of North Korean missiles.

Having for years displayed a pattern of behavior that defies multiple UN Security Council resolutions, including 2321 and 2270, and erodes global progress on nuclear nonproliferation, there is no reason to think that North Korea will change its behavior under the current multilateral sanctions framework.

For too long, the international community has been reactive in addressing North Korea. Those days must come to an end.

Failing to act now on the most pressing security issue in the world may bring catastrophic consequences.

We have said this before and it bears repeating: the policy of strategic patience is over. Additional patience will only mean acceptance of a nuclear North Korea.

The more we bide our time, the sooner we will run out of it.

In light of the growing threat, the time has come for all of us to put new pressure on North Korea to abandon its dangerous path.

I urge this council to act before North Korea does.

We must work together to adopt a new approach and impose increased diplomatic and economic pressures on the North Korean regime.

The new campaign the United States is embarking on is driven by our own national security considerations, and it is welcomed by many nations who are concerned for their own security and question why North Korea clings to nuclear capabilities for which it has no need.

Our goal is not regime change. Nor do we desire to threaten the North Korean people or destabilize the Asia Pacific region. Over the years, we have withdrawn our own nuclear weapons from South Korea and offered aid to North Korea as proof of our intent to de-escalate the situation and normalize relations. Since 1995, the United States has provided over $1.3 billion dollars in aid to North Korea, and we look forward to resuming our contributions once the D.P.R.K. begins to dismantle its nuclear weapons and missile technology programs.

The D.P.R.K., for its own sake, must dismantle its nuclear and missile programs if it wants to achieve the security, economic development, and international recognition that it seeks. North Korea must understand that respect will never follow recklessness. North Korea must take concrete steps to reduce the threat that its illegal weapons programs pose to the United States and our allies before we can even consider talks.

I propose all nations take these three actions beginning today:

First, we call on UN member-states to fully implement the commitments they have made regarding North Korea. This includes all measures required in Resolutions 2321 and 2270.

Those nations which have not fully enforced these resolutions fully discredit this body.

Second, we call on countries to suspend or downgrade diplomatic relations with North Korea. North Korea exploits its diplomatic privileges to fund its illicit nuclear and missile technology programs, and constraining its diplomatic activity will cut off a flow of needed resources. In light of North Korea’s recent actions, normal relations with the D.P.R.K. are simply not acceptable.

Third, we must increase North Korea’s financial isolation. We must levy new sanctions on D.P.R.K. entities and individuals supporting its weapons and missile programs, and tighten those that are already in place. The United States also would much prefer countries and people in question to own up to their lapses and correct their behavior themselves, but we will not hesitate to sanction third-country entities and individuals supporting the D.P.R.K.’s illegal activities.

We must bring maximum economic pressure by severing trade relationships that directly fund the D.P.R.K.’s nuclear and missile program. I call on the international community to suspend the flow of North Korean guest workers and to impose bans on North Korean imports, especially coal.

We must all do our share, but China accounting for 90 percent of North Korean trade, China alone has economic leverage over Pyongyang that is unique, and its role is therefore particularly important. The U.S. and China have held very productive exchanges on this issue, and we look forward to further actions that build on what China has already done.

Lastly, as we have said before, all options for responding to future provocation must remain on the table. Diplomatic and financial levers of power will be backed up by a willingness to counteract North Korean aggression with military action if necessary. We much prefer a negotiated solution to this problem. But we are committed to defending ourselves and our allies against North Korean aggression.

This new pressure campaign will be swiftly implemented and painful to North Korean interest.

I realize some nations for which a relationship with North Korea has been in some ways a net positive may be disinclined to implement the measures of pressure on North Korea.

But the catastrophic effects of a North Korean nuclear strike outweigh any economic benefits. We must be willing to face the hard truths and make hard choices right now to prevent disastrous outcomes in the future.

Business as usual is not an option.

There is also a moral dimension to this problem. Countries must know by now that helping the North Korean regime means enabling cruelty and suffering.

North Korea feeds billions of dollars into a nuclear program it does not need while its own people starve.

The regime’s pursuit of nuclear weapons does not serve its own national security or the well-being of a people trapped in tyranny.

I ask the community of nations to help us preserve security and protect human dignity.

In one of my first trips as America’s Secretary of State, I looked across the DMZ at the haunted land of North Korea. Beyond the border is a nation of sorrow, frozen in time. While the world sees the gleaming buildings of Pyongyang, the blight of oppression and starvation has swept this land for over 60 years.

But even though the present condition of that country is bleak, the United States believes in a future for North Korea. These first steps toward a more hopeful future will happen most quickly if other stakeholders in this – in the region and the global security join us.

For years, North Korea has been dictating the terms of its dangerous course of action.

It is time for us to retake control of the situation.

We ask the members of this council and all other partners to implement a new strategy to denuclearize North Korea.

SEOUL, April 29 (Yonhap) -- The USS Carl Vinson, a U.S. aircraft carrier, on Saturday entered waters right next to the Korean Peninsula hours after North Korea's failed ballistic missile launch, defense officials here said.

The Vinson, leading a high-profile strike group, plans to hold a joint exercise with South Korean warships in the East Sea, they added.

No specific schedule for the rendezvous was released to media yet.

It would mark the Vinson's second operation in South Korean waters in less than two months, an unusual move that comes amid military tensions in Korea.

The nuclear-powered flattop reportedly carries almost 100 aircraft. Its strike group also includes guided-missile destroyers and cruisers.


Earlier this week, the Vinson had joint drills with Japan's naval forces.


North Korea is said to be fearing the powerful U.S. strike group but its state media publicly claimed the communist nation's troops are ready to sink the aircraft carrier with a single strike.

I posted this on the other tread (I agree having two is confusing) but I wanted to repost here because I think it is important to think about and would like other's thoughts on it - it is in answer to Faithful Skeptics asking "what piece of the puzzle are we missing" concerning Kim- and husband and I had just been talking about that half an hour ago and this is what came out of that conversation - I'd really appreciate especially what Housecarl and some of the other folks with military or historical backgrounds think - Melodi

Faithful Skeptic, husband and I were just talking about this and we think the "missing piece" is that that almost no one in the West really understands the concept of a leader who is worshiped as a god and may very well believe themselves to be one.

In the West, we just don't have that concept; it has been a long time since the Roman Empire and even most of the Roman Emperors didn't really internalize their "god head" the way an African Pharaoh did; the Japanese (at least the older ones) probably DO understand what it is like to live under a god-king (and the crushing defeat when he is defeated and made mortal). Sometimes a few Westerner's kind of "get it" (which I think is one reason the Japanese Emperor wasn't executed, it was realized it would do more to change things if he was simply seen to be mortal than as a dead "god").

The only Roman Emperor I can think of that really seemed to internalize being "divine" was Caligula who most historians now believe had a brain tumor and/or head injury; and we know how crazy he got by the end of things.

With Little Kim, we have a third generation "god" whose grandfather probably took on the title because well in Asia that's done sometimes (see Japan) but he would have still deep down been a crusty old general - a dictatorial one with funny ideas but still human.

With is son, things got more strange and more "divine" with various invented myths of "divine" births and such created, along with shrines for the population to visit; but I think the guy still knew deep down it was really a game for the masses.

Then comes young Kimmie; who while he went to a Swiss boarding school and should know how Westerners think; may really believe (or has come to believe) that he is a god-king of the old variety; only unlike most of them (both in ancient Egypt and Japan) he is actually in charge of everything, rather than just performing all the ritual duties that an earthbound "god" needs to do to keep heaven happy with his people (Egyptian kings were expected to excel in war and provide grain to the population during famines, but most of their duties were rituals with others doing the grunt work).

Not only is he "in charge" he has made the seriously stupid "dictator" mistake of getting rid of just about anyone who will tell him he's full of it when he is There is actually a disease called "Dictator Syndrome" medical students study now based on brain studies of executed and dead dictators that show gradual damage to the parts of the brain that control the ability to really think through a decision -Nightwolf can explain it better than me, but it is real and it does exist.

So even if Little Kim wasn't crazy before this all started, he probably is very quickly heading in that direction - combine that with the idea that you think you really are a god (as opposed to your grandfather probably just taking it as a royal title) and the idea that "the godking is the land and his fate is that of the land" (even Westerners can get that one - think the mythos of King Arthur or even Hitler's last days) well you can see the potential for "we are all going down in a divine blaze of glory."

That makes this man super dangerous beyond that of most crazies, especially since he has nukes along with the worship of a good portion of his people.

I'm not sure where that puts the rest of the world when it comes to deal with him, except to NOT expect him to ask in a sane, rational or Western manner; he is not any of those things, not in the slightest.

I'm not sure many of the Nork's really consider Kim as divine. They have had nothing but a diet of poverty and repression and the fear that goes along with it. They venerate him out of fear not because they buy his bovine scatology.

I hope you are correct, the interviews I've seen with people who have escaped are mixed on that point but then people who leave would already have a tendency to have dumped the divine koolaid. Also I mentioned the older Japanese would understand, but right now it seems to be Westerners leading the "charge" to reign Kim in.

But really good point, it may be that most of his people don't really accept him as divine; not the way the Japanese did their emperor or the Ancient Egyptians did with their god-kings.

I've seen suggestions of less than 6 months.

Probably not.

Lately, every time I see an EQ in one of the more remote Japanese Islands I have wondered if they just tested their own, even though "testing" is not likely necessary.

I have no clue how far off they are, but like you, I think it is probably just a matter of "assembling" (for lack of a better word) when ready for use.

After reading everything I could on yesterday's launch I have serious doubts it failed. In fact I think it was extremely successful. I doubt we will be taking this test lightly. In fact the longer we see MSM in the US dismissing the launch, the more serious I think their taking it.

However, the choice to attack and allow South Korea to take a brunt of the first wave is a massive decision.

constitutional revision by setting up a panel to discuss
the supreme law, it has been learned.

"There are inconsistencies in the current Constitution.
There is a need to deepen discussion on security and
the Constitution," Chairman Yoshimitsu Kobayashi said
in a recent interview with media organizations including
the Mainichi Shimbun.

Kobayashi disclosed that the association planned to set up
a committee to discuss constitutional issues for the first time
since fiscal 2009. It will also consider producing suggestions
for government policy. Focus is likely to remain on how far
the committee can go in influencing debate in the political
world.

"I want to start from zero in the discussions, from the question
of whether subsidies for private schools are consistent with
the Constitution," he said.

With tension over the North Korean situation in mind,
he added, "Security is closely related to the economy.
Japan is in a stupor of peace, and it's about time
it thought about the issue seriously."

In April 2003, the association had called for constitutional
revisions, saying that Japan "should cast aside its inactive
single-country pacifism and become a proactive participant
in international peace-making efforts." It later announced
that its committee debating constitutional issues would
cease its activities in fiscal 2009.​

It's just my opinion, but China is the key player/played in this situation. They have insisted on "ownership" or at least "guardianship" of NK all these years. And all these years, the US has insisted that NK is a national security risk to CONUS.

It's turning out, that both these ideas were more "political convenience" than reality. China is losing their influence over NK; and the more they enforce sanctions - the more wayward their little dictator becomes. Like the boy that cried wolf one time too many, the risk that the US has said NK poses is closer to reality than is comfortable now. And there are all kinds of byzantine influence games going on in the ASEAN countries, thanks in no small part to western ideas of "globalization" which China capitalized on in a big way. Yes, Russia is involved... but I sense they don't have enough investment in the continuation of NK, as things stand now, to do more than simply stand next to China and lobs insults at the US.

Unless I'm really wrong, the whole diplomacy machinations that have been going on are sheer "theater"... meant to a) muster public support to settle this situation once and for all... and b) to quell criticism everywhere from the media to the UN. Sheer speculation on my part - but perhaps we are close enough to the long-awaited "global financial reset" and tumult that TPTB have decided they need to cull as many loose cannons as possible now... to make managing that scope of change a little less chaotic. And even China is on board with finally dealing with NK -- because it's their currency that looks to be ascending as the "most trusted" -- out of the financial mess.

Whether things pan out that way or not, remains to be seen.

SEOUL, April 29 (Yonhap) -- The USS Carl Vinson, a U.S. aircraft carrier, on Saturday started a joint naval drill with the South Korean Navy in the East Sea amid heightened tensions from North Korea's failed ballistic missile launch earlier in the morning, defense officials here said.

"South Korea and U.S. strike forces began a drill in the East Sea from 6 p.m. today against the backdrop of the current security situation," the South Korean Navy said.

No specific schedule for the rendezvous was released to the media yet, but the exercise is expected to continue until sometime next week.


At the core of the naval exercise lies the missile warning informational link exercise (LINKEX) that monitors, traces and intercepts any intercontinental ballistic missiles (ICBM) from North Korea.

"The exercise is the follow-up of the naval exercise in the Yellow Sea between the two navies on Tuesday. It is aimed at deterring North Korea's provocations and strengthening the military readiness of the Korea-U.S. alliance," the Navy said.

It would mark the Vinson's second operation in South Korean waters in less than two months, an unusual move that comes amid military tensions in Korea.

The nuclear-powered flattop reportedly carries almost 100 aircraft. Its strike group also includes guided-missile destroyers and cruisers.

Earlier this week, the Vinson had joint drills with Japan's naval forces.

North Korea is said to be fearing the powerful U.S. strike group but its state media publicly claimed the communist nation's troops are ready to sink the aircraft carrier with a single strike.

MANILA, April 29 (Reuters) - Philippine President Rodrigo Duterte on Saturday urged the United States to show restraint after North Korea's latest missile test and to avoid playing into the hands of leader Kim Jong Un, who "wants to end the world".

The notoriously blunt Duterte said the Southeast Asia region was extremely worried about tensions between the United States and North Korea, and said one misstep would be a "catastrophe" and Asia would be the first victim of a nuclear war.

The United States, Japan, South Korea and China, he said, were sparring with a man who was excited about the prospect of firing missiles.

Duterte is current chairman of the Association of South East Asian Nations (ASEAN) and was due to speak by telephone to U.S. President Donald Trump later on Saturday. He said he would urge Trump not to get into a confrontation with Kim.

"There seems to be two countries playing with their toys and those toys are not really to entertain," he told a news conference after the ASEAN summit in Manila, referring to Washington and Pyongyang.

"You know that they are playing with somebody who relishes letting go of missiles and everything. I would not want to go into his (Kim's) mind because I really do not know what's inside but he's putting mother earth, the planet to an edge."

North Korea test-fired a ballistic missile on Saturday shortly after U.S. Secretary of State Rex Tillerson warned that failure to curb Pyongyang's nuclear and ballistic missile programmes could lead to "catastrophic consequences".

U.S. and South Korean officials said the test appeared to have failed, in what would be the North's fourth straight unsuccessful missile test since March.

Duterte said it was incumbent upon the United States as the a responsible country to not rise to Kim's provocations. He said he was sure Trump had cautioned his military not to allow the situation to spiral out of control.

"Who am I to say that you should stop? But I would say 'Mr. President, please see to it that there is no war because my region will suffer immensely'," Duterte said.

"I will just communicate to (Trump), 'just let him play... do not play into his hands'."

He added: "The guy (Kim) simply wants to end the world, that is why he is very happy. He is always smiling. But he really wants to finish everything and he wants to drag us all down." (Writing by Martin Petty; Editing by Ros Russell)

The Japan Association of Corporate Executives (Keizai
Doyukai), which has close ties with the administration
of Prime Minister Shinzo Abe, is moving to support
constitutional revision by setting up a panel to discuss
the supreme law, it has been learned.

"There are inconsistencies in the current Constitution.
There is a need to deepen discussion on security and
the Constitution," Chairman Yoshimitsu Kobayashi said
in a recent interview with media organizations including
the Mainichi Shimbun.

Kobayashi disclosed that the association planned to set up
a committee to discuss constitutional issues for the first time
since fiscal 2009. It will also consider producing suggestions
for government policy. Focus is likely to remain on how far
the committee can go in influencing debate in the political
world.

"I want to start from zero in the discussions, from the question
of whether subsidies for private schools are consistent with
the Constitution," he said.

With tension over the North Korean situation in mind,
he added, "Security is closely related to the economy.
Japan is in a stupor of peace, and it's about time
it thought about the issue seriously."

In April 2003, the association had called for constitutional
revisions, saying that Japan "should cast aside its inactive
single-country pacifism and become a proactive participant
in international peace-making efforts." It later announced
that its committee debating constitutional issues would
cease its activities in fiscal 2009.​
