All H-1B and alike visas employees come with less (majority) LIABILITIES than a nowadays a American citizen has. First their payrolls have less mandated liabilities. Like unemployment insurance(paid by employers) and the employers have less workers comp claims, less HR problems and the final, true immigrants have less sick. Etc... days. Also if a American (many do) have any judgements(Wage deductions) against them like child support, guess who pays for the compliance?
The little bit of less pay per hour is nothing. It's the mandated and overall "Liability" that saves employers a ton of monies.

That was another point I meant to bring up. The H1B workers are cheaper to hire. There's much less overhead than American workers. The workers pay and most of those expenses are picked up by the agency (Cognizant!. Those agencies also pull a bit of a bait and switch routine. When the contract is signed they will send over the "A" team to work for a year. Those guys are usually pretty sharp. After a year or so they go home and the "B" team comes in, or the work gets moved back home and you have no idea who is working on it. You end up coming in a 7AM for the daily conference call with India and then staying till 7PM trying to fix what they broke.
The other selling point that management makes is that contractors can serve as a buffer or surge capacity and even out the workload without having to lay off US engineers. Contractors can be let go at the drop of a hat without any liability to the company. On the other side, the contractors come in when you're already in trouble and now you have to work on your tasks and train these new guys with zero product knowledge. Also, the language barrier is just the icing on the cake.
It's a mess. I've worked with people from all around the world in my career and I enjoyed getting to meet them and explore cultural differences. I've only met a few absolute jerks and they're probably the same percentage as the American jerks. I just wish the short sighted American management style would stop yanking the workers around so much in order to keep the stock prices up.

Boeing’s 737 MAX software glitches are partially caused by Boeing hiring cheap outsourced workers for $9 an hour instead of real Americans. I guess “the best and brightest” really just means foreigners causing big explosions when planes drop out of the sky.

This would have never worked with any other business.
The issue is corruption and the fact the government was paid to ignore the security oversight.
