*CHARLESTON, S.C. - South Carolina Governor Nikki Haley declared a state of emergency on Tuesday and ordered an evacuation of more than a million people in coastal areas starting Wednesday afternoon in anticipation of Hurricane Matthew.

Florida and Georgia have also called states of emergency for a storm that has pounded the Caribbean with 145 mile-per-hour (230 kph) winds and surging seas and was expected to start affecting U.S. coastal areas late on Thursday or early Friday.

Haley pleaded with people to get 100 miles (160 km) away from the coast, but did not say if there would be penalties for those who refuse to comply.

“We don’t do voluntary or mandatory anymore. An evacuation is an evacuation,” Haley told reporters.

By declaring a state of emergency, Haley can mobilize 1,800 members of the National Guard.

Highways will have all traffic lanes directed away from the coast for the evacuation, and the state will close schools and county government offices in 26 of the state’s 46 counties staring Wednesday.

Matthew will be a Category 2 or Category 3 hurricane when it brushes or hits South Carolina on Friday night, she said. Officials anticipate 100 mph (160 kph) winds and five- to seven-foot (1.5- to 2-meter) storm surges in coastal South Carolina, she said.

Heavy storms in South Carolina last October killed at least 17 people.

Several coastal schools, universities and municipalities, including the city of North Charleston, announced they would close starting on Wednesday.

Emergency officials in the Myrtle Beach area advised residents of evacuation zones and routes.

Florida Governor Rick Scott, who declared a state of emergency for all 67 counties on Monday, has activated 200 members of the Florida National Guard to support any needed hurricane response and put another 6,000 on standby.

Other state agencies prepared by ensuring fuel supplies in potential evacuation zones, readying shelters and highways to handle any evacuees, and taking inventory of emergency food supplies in state schools and warehouses.

In Georgia, Governor Nathan Deal issued a state of emergency for 13 counties in coastal areas.

“I’ve ordered the Georgia Emergency Management and Homeland Security Agency (GEMHSA) to work with appropriate state and local agencies to ensure all precautions are taken to protect residents and minimize risks to property and roads,” Deal said in a statement.

I spoke to my brother last night, his family is in Hilton Head, and they're under mandatory evacuation by 3 pm today. He just built a new house, moved in last month. They're going to take both cars as they have 2 greyhounds, and a 9 mo old granddaughter! They're heading about 4-5 hrs (in normal traffic) inland to a friends place. Please keep them all in your prayers.

The Latest: Evacuations underway in 2 Florida counties

MIAMI (AP) - The Latest on Hurricane Matthew and Tropical Storm Nicole (all times local):

10 a.m.


Mandatory evacuations are already underway in Brevard County, and voluntary evacuations have been activated in St. Lucie County, but Gov. Rick Scott urged other coastal residents potentially in harm's way not to wait to be told to leave.

The governor said during a Wednesday morning news conference that "if you're able to go early, leave now."

The slow-moving storm was expected to drench the coast from the Keys through central Florida, storm surge up to 5 feet deep was expected along the Atlantic coast, and the hurricane could produce tornadoes. Even if Matthew doesn't come ashore, its tropical storm-force winds could reach the state.

In his 5 a.m. analysis of the forecast models for Matthew's track along the Atlantic coast, senior hurricane specialist Daniel Brown wrote, "Only a slight deviation to the west of forecast track could result in landfall in Florida."

"We must prepare to be hit by a devastating hurricane," Scott said.

"This is a dangerous storm and it's never too early to evacuate," Scott said. "If you live in a low-lying area or on a barrier island, go ahead and leave."

9:30 a.m.

The National Hurricane Center in Miami has issued a prototype storm surge warning for the coast from West Palm Beach north to Palm Bay, and a prototype storm surge watch from Palm Bay north to Palm Coast.

The prototypes are among the changes made at the hurricane center after Superstorm Sandy revealed how often the public didn't understand the flooding risks from tropical storms. Forecasters changed their vocabulary to explain how a storms' winds can push seawater miles inland from the coastline, and they developed new graphics to illustrate that storm surge can come from other bodies of water such as sounds, bays and lakes.

The storm surge warnings are separate from the hurricane center's other advisories about a storm's winds.

9:15 a.m.

Cuban police and soldiers have organized people in the storm-blasted town of Baracoa into informal recovery brigades that have begun clearing streets and hauling away debris the morning after Hurricane Matthew drove across the island.

The hurricane destroyed dozens of homes in Cuba's easternmost city, most of them close to the water's edge.

But one street three blocks from the water's edge is blocked by a shipping container hurled there by a massive wave.

Cuban authorities say they moved 35,000 residents of homes close to the water further inland to higher ground before the storm, housing them with relatives or in state-run shelters in the city of 200,000. State media say roads to Baracoa have been blocked by the storm, leaving the city temporarily cut off from the surrounding province.

9:35 a.m.

Gov. Nikki Haley says the National Guard is already mobilized in South Carolina as Hurricane Matthew approaches the state.

She said Wednesday that the storm is slowing and that it will not be necessary to evacuate some 1 million people on Wednesday as she had considered on Tuesday. Instead, residents in Charleston and Beaufort are being ordered to leave Wednesday.

She said 315 buses from Greenville will be in North Charleston at noon to take people to other areas.

Lane reversals on the road leading out of Charleston will begin at 3 p.m.

9:30 a.m.

The South Carolina governor says two counties will begin evacuating at 3 p.m. Wednesday ahead of Hurricane Matthew.

Gov. Nikki Haley said during a news conference Wednesday morning that the hurricane has slowed since forecasts issued Tuesday. She say the storm is slowing and that only residents in Charleston and Beaufort counties are ordered to leave on Wednesday.

She says evacuations in Georgetown and Horry counties will be on Thursday.

This is a strange hurricane forecast. They're predicting the hurricane will circle around and hit Florida twice. Hope they are wrong. You'll have to go to the site to pull up the video.

Residents of Florida are no strangers to hurricanes. Heck, between the months of August and December, Jim Cantore pretty much has an Air BnB apartment on standby in the state just in case a storm targets the peninsular state.

However, Hurricane Matthew is a storm that makes even storm-hardened hurricane veterans shake their head. Part of it is the storm’s strength, but part of it is the unusual path that Hurricane Matthew seems to be taking.

Below is a model from the Facebook page of Midwest Storm Chasers and Researchers. It doesn’t bode well for one of our country’s most populous states.

Watch Florida in the bottom right as Matthew passes just offshore, and be sure to watch to the end to see what happens after that (the video is only about 40 seconds long).

“I have to go pick up my jaw from the ground. The evening run of the GFS has gone nuts!” the Facebook post read. “Although, when looking at the pattern it actually may be onto something. If this does happen, Florida is looking at being hit TWICE in quick succession!”

That’s right, the storm may not just hit the Florida coast once, but twice.

Florida wasn’t the only state getting ready for Matthew, which has already wreaked havoc on the Caribbean. Fox News reported that South Carolina was gearing up for a direct hit, as well.

“South Carolina Gov. Nikki Haley said she would issue an evacuation order later in the day so that at least 1 million people would have time to escape the coast, while residents stormed hardware stores, grocery stores and gas stations to get ready for the powerful Category 3 storm,” Fox News reported.

“In South Florida, government officials are worried residents have become complacent after 11 years of near misses. Hurricanes Wilma and Katrina along with Andrew were in the mind of officials as they spoke at a press conference Tuesday. Rep. Carlos Curbelo wants assurances that the federal, state and local governments are working together.”

I just watched WRAL weather update, out of Raleigh, NC. They said, a cold front is on it's way from the Mid-West, that could push Hurricane Matthew farther east of the Outer Banks and NC Coastlines. Praying this is so! Praying your brother and his family will be safe and for their property to be protected from the hurricane forced winds, high water and tornadoes. In Jesus' name, Amen!

Gov Scott giving a press conference now in Florida. Warning people in evacuation areas that if they refuse to evacuate, emergency people will not risk their life to save them if they later ask for help during the storm.
Going over school closures, evac routes, and National Guard activation and pre-positioning electrical utility repair crews and moving in power crews from other states.

Evacuation of east coastal hospitals that can't guarantee patient safety has already begun.
Asking people to check on elderly and disabled neighbors to help them get to a shelter if they need to.
All preps have already been made to turn expressways and turnpike etc into one direction routes to facilitate evacuation.

It is standard procedure here in OBX, that 911 will not respond to your calls until the storm is over and the Emergency Operations teams have done their initial damage survey.

People evacuating need to remember to turn off their water & gas.

I would be very relieved if the storm turns east as the models now show, but given how unusual this storm is, I'm a little worried that it may not act as predicted - by anyone.

The image you posted showing it looping around and meandering is just insane! Who in the world would have thought it possible for a hurricane to do that? That is just crazy.

I feel so bad for the people in the path of this storm and for all the people in FL and SC who are having to evacuate. What a nightmare.

FOX new weather also just said "not good news for Florida the storm is expected to shift further west with the eye crossing right over Cape Canaveral."

The image you posted showing it looping around and meandering is just insane! Who in the world would have thought it possible for a hurricane to do that? That is just crazy.

Of course that doesn't mean that this is what will happen. That was just the run of one model and was 6 days out or so. However the models are starting to coalesce a bit showing a possible recurve next week so it's not just a single model. A few of the models show it recurving back to the Fla coast and maybe brushing it and then heading back out to sea. One or two others show it going over the straights and back into the gulf although that is not at all certain. These forecasts really don't congeal until they are about 36 to 48 hours out. Fox and the weather channel mentioned that next week is up in the air but that everyone needed to concentrate on the first pass now.

If this storm rakes the whole length of the coast with a Cat 3 minimum or Cat 4 it's going to cause widespread damage even a considerable way inland let alone having to deal with more tropical type conditions several days later again.

The Head's up E/Coast one is still active too. Just easier to keep on top of things.

My daughter still lives on the coast of NC, I have a really bad feeling about this one as well. Note to members that have never been through a hurricane.... a TROPICAL STORM can do MAJOR damage, doesn't have to be some humongous category 5 or something. Also, many years ago we fondly (not) called Hurricane Dennis- Dennis the Menace... just a little guy that took a circle around and hit the same spot twice. I do not like this storm, it's too hard for them to track, which means that everyone need to pay very close attention to every single update as it is likely to change constantly, and we may not know what it's going to do next until it's almost there. Please everyone that is in the projected or even not projected path stay safe and aware.

I agree, if your local authorities are telling you to evacuate, you need to listen to them.

I was in Hurricane Fran and was living in Raleigh, NC at the time. We were told Hurricane Fran was going to miss us and was headed towards Charlotte, NC, that night. By the time midnight got there, the hurricane turned and moved eastward coming straight at us. We happen to get hit from the northeastern side of the hurricane, which is the worst place to be. Finally the eye of the storm came over and later the southeastern part of the hurricane came through.

Many tornadoes touched down that night and tree where snapped off like match sticks. I will never forget that night. It sound like many chain saws going off at the same time, outside our house. It was a constant loud grinding noise, that went on for hours. I could hear our roof being sucked up. It made the same sound as when you open a vacuum packed coffee can. You could hear trees falling, hitting the ground and shaking our house, as they came down. I try not to think about it to much, it brings back bad memories. Agree. I also suggest renaming it "Hurricane Matthew" if it is merged with the East Coasters thread.

I certainly will pray for them, geoffs, and also for penumbra's daughter and Hognutz and ALL in the path of this huge storm. Also praying that it will not circle back and hit Florida a second time. Lord, Have Mercy!

Seeing that skeleton head radar image of the storm reminds me of the time in 1992 Quilter and I had rented a cabin for the week in Estes Park, CO. We went to the grocery store and one of the tabloid newspapers had pictures of Hurricane Andrew taken from the air and it looked like the image of the devil or a demon's head in the clouds of the storm. Really scary.

So odd that I can remember sitting at the table in that cabin looking at those pictures like it was yesterday.
