China has passed a law that for the first time explicitly allows its coast guard to fire on foreign vessels, a move that could make the contested South China Sea and nearby waters more choppy.
China has maritime sovereignty disputes with Japan in the East China Sea and with several Southeast Asian countries in the South China Sea.

It has sent its coast guard to chase away fishing vessels from other countries, sometimes resulting in the sinking of these vessels.
China’s top legislative body, the National People’s Congress standing committee, passed the Coast Guard Law on Friday, according to state media reports.
According to draft wording in the bill published earlier, the coast guard is allowed to use “all necessary means” to stop or prevent threats from foreign vessels.

The bill specified the circumstances under which different kind of weapons – handheld, shipborne or airborne – can be used.
The bill allowed coast guard personnel to demolish other countries’ structures built on Chinese-claimed reefs and to board and inspect foreign vessels in waters claimed by China.
The bill also empowered the coastguard to create temporary exclusion zones “as needed” to stop other vessels and personnel from entering.

Chinese coast guard ships and barges spotted in 2016 at the Scarborough Shoal, which is also claimed by the Philippines [Philippine Government via AP]Responding to concerns, Chinese foreign ministry spokeswoman Hua Chunying said on Friday that the law is in line with international practices.

The first article of the bill explained that the law is needed to safeguard China’s sovereignty, security and maritime rights.
This law came seven years after China merged several civilian maritime law-enforcement agencies to form a coast guard bureau.
After the bureau came under the command of the People’s Armed Police in 2018, it became a proper branch of the military forces.

The latest move by China could also further complicate its relations with the United States, which maintains strategic alliances with several Asia-Pacific countries, including Japan, the Philippines, Vietnam and Indonesia, which have competing maritime claims with Beijing.
In a social media post, Christian Le Miere, a maritime diplomacy analyst and founder of the London and The Hague-based group, Arcipel, said the new law “strikes at the heart” of the US policy of freedom of navigation in the South China Sea.
“China’s coast guard is already doing most of the heavy lifting in maritime coercion in the near seas, so it’s worth examining the new legislation just passed on this issue.”
The International Court in The Hague has nullified China’s nine-dash line claim, which asserts control of most of the South China Sea.

Japan will not join nuke ban treaty, PM Suga questions effectiveness

January 22, 2021
(Mainichi Japan)

TOKYO (Kyodo) -- Japan has no intention of joining a U.N. treaty banning nuclear weapons, Prime Minister Yoshihide Suga reiterated Friday, voicing doubts about the effectiveness of an agreement that is not supported by nuclear weapons states.

Suga also said Japan would be "cautious" in considering observer status for the treaty, which took effect the same day following ratification by more than 50 signatories.

"As the only country to have ever suffered atomic bombings during wartime, Japan has a responsibility to take the lead in efforts by the international community to realize a world without nuclear weapons," Suga said in parliament.

"But the Treaty on the Prohibition of Nuclear Weapons does not have the support of nuclear weapons states nor many non-nuclear weapons states," he continued. "In line with our position that it is necessary to pursue a steady and realistic path toward nuclear disarmament, Japan has no intention of signing the treaty."

Anti-nuclear sentiment in Japan remains strong more than seven decades after World War II, with survivors and other activists urging Suga's administration to join the landmark treaty.

Suga said Japan would continue efforts to "build a bridge" between nuclear weapons states and non-nuclear weapons states, including by telling the world of the horrific consequences of using nuclear weapons.

Japan will proactively contribute to international discussions so that the U.N. review conference on the Nuclear Non-Proliferation Treaty slated for August this year will produce concrete results, Suga said.

The conference provides a platform for nuclear weapons states such as the United States, Russia and China to hold talks with non-nuclear weapons states, but a growing rift at the previous meeting in 2015 prevented the adoption of a consensus document.

Japan has also decided not to join the pact banning nuclear weapons because it depends on the U.S. nuclear umbrella to protect it from threats including North Korean missiles. The pact is the first prohibiting the development, testing, possession and use of nuclear weapons.

"Japan needs to appropriately deal with real security threats, including by maintaining and strengthening deterrence, while seeking a realistic way to promote nuclear disarmament," Foreign Minister Toshimitsu Motegi said.

"Japan will also hold dialogue with countries supporting the treaty to fulfil the role of a bridge maker between countries with different positions," Motegi said.

The U.S. atomic bombings of Hiroshima and Nagasaki in August 1945 together killed an estimated 214,000 by the end of that year and left many more with lasting side effects.

15 Chinese Aircraft Enter Taiwan Air Defense Zone For 2nd Day As US Carrier Roosevelt Approaches

BY TYLER DURDEN
ZERO HEDGE
SUNDAY, JAN 24, 2021 - 16:38

During the final months of the Trump administration Chinese military exercises near Taiwan grew as part of the tit-for-tat escalation of Washington moves in support of the self-declared Republic. However, in a show of (preemptive) force against the new Biden admin, which echoed Mike Pompeo in accusing China of committing genocide against Uyghurs - an allegation that Beijing will not gloss over - Chinese hostilities in the vicinity of Taiwan have escalated dramatically. And on Sunday, just one day after China's military undertook one of its biggest Taiwan "flyovers" yet (and just days following President Joe Biden's entry into the White House), Chinese air force planes including 12 fighter jets entered Taiwan’s air defense identification zone (ADIZ) for a second day.

As we reported yesterday, China’s activities over the weekend mark a ratcheting up with fighters and bombers being dispatched rather than reconnaissance aircraft as had generally been the case in recent weeks. On Saturday, eight Chinese bomber planes, four fighter jets and anti-submarine aircraft one flew into Taiwan’s defense zone on Saturday, between mainland Taiwan and the Taiwan-controlled Pratas Islands in the South China Sea. Then, on Sunday, a further 15 flew into the same air space on Sunday.

Taiwan’s Defense Ministry said China sent six J-10 fighters, four J-16s, two SU-30s, a Y-8 reconnaissance aircraft and two Y-8 anti-submarine aircrat, adding that Taiwan’s air force was sent up to respond.

"Airborne alert sorties had been tasked, radio warnings issued and air defense missile systems deployed to monitor the activity," the ministry said.

Chinese incursion in Taiwan's air space could be 'a message to Biden', FRANCE 24's Charles Pellegrin says

A map provided by Taiwan’s defense ministry showed that the Chinese aircraft flew over the same waters where the most recent Chinese missions have been taking place near the Pratas Islands, though still well away from mainland Taiwan.

And so with fighter jets from both countries now on the verge of engaging above Taiwan's ADIZ, we are one false flag "accidental" missile discharge from all out war.

While China has yet to comment, It has previously said such actions are aimed at defending the country’s sovereignty and designed to act as a warning against “collusion” between the United States and Taiwan.

As Reuters notes, the move is likely to further concern Washington, which on Saturday urged China to stop pressuring Taiwan and reaffirmed its commitment to the island and desire to deepen ties.

Meanwhile, in a potential harbinger of a far bigger conflict, earlier on Sunday, the US military said that a US aircraft carrier group led by the USS Theodore Roosevelt had entered the disputed South China Sea to promote “freedom of the seas”, and to also telegraph the US preparedness to support Taiwan in a worst case scenario.

roosevelt%20approaches.jpg

Source: Stratfor

The United States, like most countries, has no formal diplomatic ties with Taiwan, but is bound by law to provide the island with the means to defend itself. In a final swipe at China, the Trump administration’s outgoing UN ambassador tweeted that it’s time for the world to oppose China’s efforts to exclude and isolate Taiwan, drawing sharp criticism from Beijing.

Ambassador Kelly Craft accompanied the tweet with a photo of herself in the UN general assembly hall, from where the island is banned. She carried a handbag with a stuffed Taiwan bear sticking out of the top, a gift from Taiwan’s representative in New York, James Lee.

And while Biden’s administration has rushed to undo much of Trump's legacy, it has shown little sign of reducing pressure on China, although it is seen as favoring a return to more civil dialogue. In another sign of support for Taiwan, the island’s de-facto ambassador to Washington, Hsiao Bi-khim, was an invited guest at Biden’s inauguration.

President Biden’s newly sworn-in administration on Saturday reaffirmed the US’s “rock-solid” commitment to helping Taiwan defend itself in its first comments on the sensitive territorial dispute, noting “with concern the pattern of [China’s] ongoing attempts to intimidate its neighbours, including Taiwan."

"We urge Beijing to cease its military, diplomatic, and economic pressure against Taiwan and instead engage in meaningful dialogue with Taiwan’s democratically elected representatives,” State Department spokesperson Ned Price said in the statement.

Japan to greatly extend range of Type 12 anti-ship missiles, modify it for F-15J

On December 18, 2020, the Japanese government decided to extend the range of Type 12 surface-to-ship missiles (SSM) manufactured by Mitsubishi Heavy Industries. What's more: The missile could be modified into an air-launched variant for the F-15J fighters.

Yoshihiro Inaba 21 Jan 2021

Originally, an extended-range version of the Type 12 SSM was under development and was scheduled to be developed over a five-year period starting in FY2017. This range extension basically did not change the basic character of the Type 12 SSM in any significant way. However, the one decided on this time is different from that.

Significant range increase
According to documents released by the Ministry of Defense (MoD), the increased range will be achieved by extending the size of the wings and the altitude at which the jet engines can operate. In other words, the Type 12 SSM will be able to fly at a higher altitude than before. According to the Sankei Shimbun and Mainichi Shimbun, two of Japan’s major media outlets, these improvements will significantly extend the range of the Type 12 SSM from 200 km to 900 km, with the goal of reaching 1,500 km in the future.

Furthermore, the Type 12 SSM did not adopt the same shape as the NSM and LRASM to ensure stealth performance. However, this modification will reduce the Radar Cross-Section (RCS) to ensure such stealth performance. As a result, its appearance will be completely different from the current one. Also, according to the MoD document mentioned earlier, the improved Type 12 SSM will be able to attack not only enemy naval vessels but also ground targets. In addition, the missiles will be updated with data about their targets via satellite communications during their flight, which will improve the accuracy of their attacks.

New SSM for Island Defense by Kawasaki Heavy Industries

SSM-for-Island-Defense-Kawasaki-Heavy-Industries-1024x729.jpg

The future “island defense” SSM by Kawaski will be maneuverable in its terminal phase in order to avoid the enemy ship self defense. Some of its features will be applied to the modified Type 12 SSM. Image by Japanese MoD.

The improvement of Type 12 SSM will be done in the period from FY2021 to FY2025. In order to realize this work in such a short period of time, the results of research on the new SSM for island defense (manufactured by Kawasaki Heavy Industries), which is currently under development, will be reflected. This new SSM is scheduled to be developed from FY2019 to FY2023, and according to Sankei Shimbun, its range is targeted at 2,000 km.

Type 12 SSM for F-15J and surface combatants ?

F-15J-JASDF-1024x681.jpg

The modified Type 12 SSM could be adapted in an air-launched variant for the F-15J of the JASDF. JASDF picture.

This improvement of the Type 12 SSM is noteworthy for its relationship with the upgrade of the Japan Air Self-Defense Force (JASDF) to equip its F-15J fighter jets with long-range missiles. The Japanese government had planned to upgrade some of the F-15Js operated by the JASDF to replace their radar and electronic warfare equipment with the latest ones, and to enable them to carry JASSM-ER and LRASM. However, due to the higher-than-expected cost of the upgrade, it was not included in the FY2021 defense budget request. The original plan was to complete the upgrade of 20 F-15Js by FY2027, but that schedule is expected to be significantly delayed.

Under such circumstances, the improvement of the Type 12 SSM suddenly emerged, and the fact that its range will be increased to 900 km (similar to that of the JASSM-ER and LRASM) cannot be considered a mere coincidence. In addition, the MoD is looking to launch the modified Type 12 SSM not only from ground, but also from naval vessels and aircraft. In other words, the Type 12 SSM may be developed into an air-launched variant with the goal to integrate it on the F-15J.

South China Sea: Chinese military deploys ballistic missile’s launchers for training
  • Destinations of DF-26 missile’s launchers put India within its range and pose a threat to US naval base in Japan
  • China had last year staged a drill in which a DF-26 missile was launched into the South China Sea to target a moving ship

China has deployed a large number of launchers for its new advanced intermediate-range ballistic missile (IRBM) to the country’s eastern and western areas for intensive training, as it and the United States continue their posturing over the disputed
South China Sea
.
Satellite images by Maxar Technologies showed the
Chinese military
had deployed many DF-26 IRMB launchers to a training site in Shandong province in the east, according to a report by the Washington-based Federation of American Scientists (FAS) on Thursday, adding it was the first time it had seen the DF-26 operating in the area.
Last week, Andrei Chang, editor-in-chief of the Canada-based Kanwa Defence Review, said in a YouTube video that China’s Rocket Force had deployed about 16 launchers for the DF-26 IRBM to its Qingzhou base in Shandong and another in Korla, in the far-western Xinjiang region.
Chang had said the locations put India – with which China has been involved in a
months-long border stand-off
– within its range and posed a threat to the United States’ naval base in Yokosuka and other military outposts in Japan.

Washington’s hardened position on Beijing’s claims in South China Sea heightens US-China tensions

Washington’s hardened position on Beijing’s claims in South China Sea heightens US-China tensions
The DF-26 IRMB is a mobile-road ballistic missile armed with a conventional or nuclear warhead with a range of 5,000km (miles).

Chang said China had built two huge warehouses for the DF-26, indicating large deployment to the border area, but Chinese military expert Zhou Chenming said the DF-26 was in Korla for training, given the “missile shooting range in the uninhabited Gobi desert”. Zhou added: “It’s not the first time the DF-26 has been there, but the first time pictured by satellites.”

Zhou said the powerful DF-26 was not needed to deal with India, while the Qingzhou base in the east was “just the rocket force’s training school”.

Given its range, Zhou said DF-26 missiles could target foreign warships if they entered Chinese sea territory.
South China Sea: the dispute that could start a military conflict

“But China would not deploy the DF-26 to the front line and coasts, because it would be more easily found and destroyed by the US’ ship-borne tomahawk missiles,” he said.

The US has stepped up its presence in the disputed East China Sea and South China Sea in the past two years. It has sent two aircraft carrier strike groups and an expeditionary strike group to the region for freedom of navigation operations since last week, according to the US Navy.

Military commentator and former People’s Liberation Army instructor Song Zhongping said: “China’s ultimate goal is to expel US aircraft carriers as far as possible.”
In a test in August, China’s Rocket Force launched a DF-26 missile from its northwestern province of Qinghai to target a moving ship in the South China Sea.

The DF-26 has previously been deployed to at least four other locations in China, according to the FAS and Chang.

China To Hold Military Drills In Gulf Of Tonkin As Warning To Nearby US Carrier Group

BY TYLER DURDEN

China has announced plans to hold military exercises in the South China Sea this week, a mere days after the Pentagon confirmed a US aircraft carrier group led by the USS Theodore Roosevelt had entered the disputed waters in a "freedom of the seas" operation and after daily Chinese incursions of Taiwan's airspace had been reported the prior week.

Beijing, indignant at the US muscle-flexing in its own backyard, will hold the drills in the Gulf of Tonkin also during a crucial week top Communist Party leaders of Vietnam are meeting for the once in five years National Congress to select a new leader for the country.

Reuters reports of the new Chinese military drills, "A notice issued by the country’s Maritime Safety Administration prohibited entry into a portion of waters in the Gulf of Tonkin to the west of the Leizhou peninsula in southwestern China from Jan. 27 to Jan. 30, but it did not offer details on when the drills would take place or at what scale."

U.S. Will Continue To See China as a Strategic Competitor, Says Standard Life Aberdeen Chairman

The new drill notification came after on Monday Chinese Foreign Ministry Spokesperson Zhao Lijian slammed the nearby US military movements:

"It does no good to regional peace and stability for the United States to frequently send military vessels and aircraft to the South China Sea to show off muscles," Zhao said.

He further said, "We urge the US side to earnestly abide by the one-China principle and the three China-US joint communiques, prudently and properly handle Taiwan-related issues, and refrain from sending any wrong signals to the 'Taiwan independence' forces so as to avoid damaging China-US relations and peace and fefrain from sending any wrong signals to the "Taiwan independence" forces so as to avoid damaging China-US relations and peace and stability across the Taiwan Strait."
Meanwhile, over the past week Taiwan has on multiple occasions scrambled jets to warn off Chinese aerial provocations, including over the weekend multiple Chinese bombers being sent in a flyover.

USS Roosevelt Carrier, Image: US Navy

As we noted earlier, with fighter jets from both countries now on the verge of engaging above Taiwan's ADIZ, we are one false flag "accidental" missile discharge from all out war.

China for its part sees such actions as aimed at defending the country’s sovereignty and designed to act as a warning against “collusion” between the United States and Taiwan.

The presence of the USS Roosevelt carrier in the area most certainly complicates things further, inching the two sides closer to direct military conflict.

JAKARTA, Indonesia (AP) — Indonesian authorities have detained the Iranian and Chinese crewmembers of two tankers that were seized for illegally transferring oil in Indonesian waters, an official said Tuesday.
“The Iranian-flagged MT Horse and Panamanian-flagged MT Freya are on the way to Batam island now. The crews are being detained for further investigation,” Maritime Security Agency spokesperson Wisnu Pramandita said.
He said 36 Iranian and 25 Chinese crewmembers were detained, and documents from the vessels were seized.
He said the tankers, which were seized Sunday, are suspected of a variety of violations, including illegally transferring fuel at sea, spilling oil, not displaying national flags, covering the names on their hulls, shutting off their identification systems and anchoring illegally.
“MT Freya did the oil spilling,” Pramandita said.
Indonesian Ministry of Foreign Affairs spokesperson Teuku Faizasyah said authorities are still investigating the ships’ actions.
Iranian foreign ministry spokesperson Saeed Khatibzadeh on Monday said Iran has asked Indonesia to provide more details on the status of the Iranian tanker.
“We have asked Indonesia to give us more information. There have always been technical issues. Both Iran’s transport ministry and foreign ministry are pursuing the case.” Khatibzadeh said.

Taiwan shows off jets equipped with Wan Chien missiles | Taiwan News | 2021/01/26 https://taiwannews.com.tw/en/news/4112092

...The Wan Chien missile, which was designed by the National Chung Shan Institute of Science and Technology (NCSIST), has repeatedly been verified for combat firing and fulfilled the Air Force’s operational performance requirements. The missile has a maximum range of approximately 200 kilometers and is currently being mass-produced. It has the ability to strike airports, bases, and troop assembly areas along the southeast coast of China.

Military officials revealed that the code name during development and initial production of the Wan Chien missile was "Project God’s Axe" (神斧).

The NCSIST is now continuing research on a longer-range version of the missile. With an estimated range of more than 400 kilometers, the newer version will help deter a Chinese attack.

SEOUL — North Korea has launched another volley of insults at former vice president Joe Biden, calling him a “rabid dog” who is greedy for power and deserves to be beaten to death.
The attack came two weeks after Biden issued a statement attacking President Trump's North Korea policy and referring to that country's leader, Kim Jong Un, as a “murderous dictator.”

In response, North Korea laid on the animal metaphors thick and fast, calling Biden a crafty, rabid dog keen at getting at others’ throats, and a profiteer.
“A crow is never whiter for often washing,” the Korean Central News Agency said in a commentary.
“Anyone who dare slanders the dignity of the supreme leadership of the DPRK, can never spare the DPRK’s merciless punishment whoever and wherever,” it said, referring to the country's official name, the Democratic People's Republic of Korea. “And he will be made to see even in a grave what horrible consequences will be brought about by his thoughtless utterances.”

It then returned to the animal theme.
“Rabid dogs like Baiden [sic] can hurt lots of people if they are allowed to run about. They must be beaten to death with a stick, before it is too late,” it wrote. “Doing so will be beneficial for the U.S. also.”
This is not the first time Biden has invited the scorn of North Korea. In May, it called him a “fool of low I.Q.” for referring to Kim as a dictator and a tyrant.
In his presidential campaign, Biden has been sharply critical of Trump’s policy on North Korea, calling it a diplomatic failure that has made the American people less safe and arguing that Trump has been making excuses for a dictator and a brutal regime.

“It's becoming more and more obvious that repugnant dictators, as well as those who admire and ‘love’ them, find Joe Biden threatening,” said Biden’s campaign spokesman Andrew Bates. “That's because he'd restore American leadership in the world on day one by putting our security, interests, and values at the heart of our foreign policy.”

The criticism of Biden came a day after North Korea issued a rare criticism of Trump, and it could be seen as an attempt to leave a small window open for dialogue with the current administration.
On Thursday, North Korea said Trump had reneged on a promise to end joint U.S.-South Korea military exercises, arguing that it had given concessions, in the form of ceasing nuclear and long-range missile tests, that the U.S. president could “brag about” but had received nothing in return.

Min Joo Kim contributed to this report.

oops. I can't believe I didn't catch that old date :: hangs head ::
Old or not, its quite relevant, jward. Especially where they call him "A fool of low IQ." They are probably quite pleased that they have Old Joe to kick around, black mail and generally whisper threatening messages to in order to get what they want - food, fuel, and a free hand to deal in weapons with our enemies.

Not well acquainted with the issues w/i korea, but never had a hate on for kimmi. It's seemed to me he is incredibly constrained by the set and setting in which he found himself birthed into, and has made movements toward modernizing the society and iirc redistributing the power structure within.

Biden on the other hand, had every advantage and made choices at each stage- i find him weak, pathetic, putrid and if I had but one bullet for him, his son, or kimmi, kimmi would have no chance at it. :: shrug ::

The PLA has been seeking better qualified recruits, esp. college grads, as part of its modernization. This switch from once to twice-a-year recruitment reflects an urgency to plug shortfalls in high-quality personnel for its rapidly expanding arsenal. http://xinhuanet.com/english/2021-0

THREAD: New Study By Dr. Steven Quay Concludes that Covid Came from a Lab with a 99.8% Probability Steven Quay has 360+ published contributions to medicine & was cited over 10K times, placing him in the top 1% of scientists worldwide Via
@paulhunghk1001
2) A paper was published today by Dr. Steven Quay, M.D., PhD., CEO of Atossa Therapeutics, Inc. (NASDAQ: ATOS), entitled, "A Bayesian analysis concludes beyond a reasonable doubt that SARS-CoV-2 is not a natural zoonosis but instead is laboratory derived."
3) "Like many others, I am concerned about what appear to be significant conflicts of interest between members of the WHO team and scientists and doctors in China and how much this will impede an unbiased examination of the origin of SARS-CoV-2," said Dr. Quay.
4) The 193-page paper can be downloaded from Zenodo, a general-purpose open-access repository operated by CERN, here:
5) The purpose of the analysis was to determine the origin of SARS-CoV-2, the virus that causes COVID-19. Beginning with a likelihood of 98.2% that it was a zoonotic jump from nature with only a 1.2% probability it was a laboratory escape.
6) 26 different, independent facts and evidence were examined systematically. The final conclusion is that it is a 99.8% probability SARS-CoV-2 came from a laboratory and only a 0.2% likelihood it came from nature.
