I currently have three separate homeless groups living in building entrances on my city block and the block next to me. Further, I am talking about sleeping there every night, leaving a pile of filth, needles, cardboard and assorted trash piled for multiple feet in every direction. The local clean up and so called security forces don't even bother to try and move them anymore. They will show up around 10 am and do some clean up. The homeless will sleep to noon if you let them. I feel sorry for the business owners who have to deal with this on their own every single morning.
Further, it seems to uber PC Portland Police force has now for all intents and purposes collapsed into a useless husk of what it was even five years ago. It should be noted that out of the 120 positions available only 60 people applied for them. Further, it should be noted that out of those 60 applicants only THREE, YES THREE, ACTUALLY PASSED THE BACKGROUND CHECK. Yep, nuff said. Finally, the authorized number of Portland Police Officers is at this link below. The bottom line here is PPD is seriously under strength based on population growth alone. Chief Outlaw asked for a total of 1200 police officers in fiscal 2019. The actual number of Portland Police officers is under 1,000, with a staggering 120 vacancies. Again, the two main reasons Portland is now in chaos, are the spineless Marxist morons the people of Portland keep electing to political office and their Pro Antifa policies, and second, the fact PPD is down almost 300 officers, the asked for 1200, versus the actual 900. Of course, you have to subtract 120 from the actual 900, which gives you less than 800 officers.

The assistant chief told the City Commissioners that out of more than 60 people who applied for public safety specialist jobs, only 3 passed background checks. The biggest reasons for their disqualification is past drug use or dishonesty in their application.
Police applicants who have used marijuana in the past year don’t pass a PPB background check because marijuana remains illegal under federal law.
With so many vacancies in the PPB, some City Council members wondered if there should be fewer supervisors and more patrol officers.
“Is there a way to reconfigure your workforce to have more officers on the street rather than in supervisor or specialty units?” Commissioner Jo Ann Hardesty asked.
“I’m sure there is a way to flatten the hierarchy,” Outlaw said. “But the issue with that is to maintain accountability and chain of command.”
