BAY CITY, Mich. (AP) — A 93-year-old man froze to death inside his home just days after the municipal power company restricted his use of electricity because of unpaid bills, officials said.

Marvin E. Schur died "a slow, painful death," said Kanu Virani, Oakland County's deputy chief medical examiner, who performed the autopsy.

Neighbors discovered Schur's body on Jan. 17. They said the indoor temperature was below 32 degrees at the time, The Bay City Times reported Monday.

"Hypothermia shuts the whole system down, slowly," Virani said. "It's not easy to die from hypothermia without first realizing your fingers and toes feel like they're burning."

Schur owed Bay City Electric Light & Power more than $1,000 in unpaid electric bills, Bay City Manager Robert Belleman told The Associated Press on Monday.

A city utility worker had installed a "limiter" device to restrict the use of electricity at Schur's home on Jan. 13, Belleman said. The device limits power reaching a home and blows out like a fuse if consumption rises past a set level. Power is not restored until the device is reset.

The limiter was tripped sometime between the time of installation and the discovery of Schur's body, Belleman said. He didn't know if anyone had made personal contact with Schur to explain how the device works.

Schur's body was discovered by neighbor George Pauwels Jr.

"His furnace was not running, the insides of his windows were full of ice the morning we found him," Pauwels told the newspaper.

Belleman said city workers keep the limiter on houses for 10 days, then shut off power entirely if the homeowner hasn't paid utility bills or arranged to do so.

He said Bay City Electric Light & Power's policies will be reviewed, but he didn't believe the city did anything wrong.

"I've said this before and some of my colleagues have said this: Neighbors need to keep an eye on neighbors," Belleman said. "When they think there's something wrong, they should contact the appropriate agency or city department."

Schur had no children and his wife had died several years ago.

Bay City is on Saginaw Bay, just north of the city of Saginaw in central Michigan.

And I understand the power company GIANTS have a business to run, but can they NOT at least get the power-cutter-offer to go the damned door and NOTIFY a person that the power is going off?

Not only that, but can the monopoly based power giants not at LEAST consider the AGES of some of these people?

In many nothern climates its illegal to disconnect gas or electric during the cold winter months. Evidently they dont have a law covering that in Michigan.

This story was on my local news channel since Bay City is only about 60 miles from where I live.

They said in the report that they found the electric bill on his table with a large amount of cash clipped to it. He had every intention of paying his bill. I don't know why he couldn't but perhaps because of his age he was confused. I have a mother the same age and before she came to live with us she had problems paying her bills. Sometimes she would pay her bills twice. This poor man had nobody to help him.

They stated in the story they are changing their policy on notifiying customers based on what happened to this man. I hope it prevents further deaths of poor old souls. If someone had come to his door in person and explained what was happening he could have paid his bill and kept his electricity on. Such a shame. What a horrible death.

I've been told by folks I respect that you may be 'right-on' with your prediction. Also, if you have what it takes to survive in the colder climates you will be safer as the much baser elements will head south.

HUH?! I'm sure they went and told the neighbors they were limiting this guys electricity... talk about shifting the blame! They limit his electricity and then blame the neighbors! Poor old man...


To be honest I don't even know my neighbors, apart from an occassional wave... I would have no way of knowing if they were freezing to death in their house.

I could write a twenty page rant on this instead I will just say what has become of humanity. We cut off the power to a 93 year old but we are going to send welfare checks in the form of rebates to people who don't even pay taxes.

This action by the monopoly power company should be criminal.

Bad, very bad. And in the past, it seemed to happen often in rural areas. In my childhood, I knew of more than one case of a widow living alone on a farm who had her mail pile up or something, search made, found dead, almost always in the winter which made you wonder how they died.

In at least one case she had children who apparently paid her no mind. In at least two cases, no children that I knew about. One of those cases was next to my Grandfather's place. Unfortunately he was no longer of an age to be poking around at the neighbors in deep snow, he was the age of the neighbor. Found dead laying in the kitchen one winter day by somebody who happened for walk into the place for some reason, rabbit hunter I think who chanced by to ask permission to hunt, no human tracks, peered into the kitchen window and there she was. No phone to call for help even if she could have gotten to it.

That's just heartbreaking. I believe we have a law here that if there's an infant or elderly in the home, the power company can't turn you off from November until April.

we have no laws protecting us from losing power no matter what the situation is. however, we do have plenty of entitlement titty babies out there getting our tax dollars. Oklahoma is a state that doesn't reward being self-sufficient.

I don't know about Michigan Munis but here in Cow Hampshire, Unitil, PSNH and Nat'l Grid are all DISALLOWED to do a shut off between October 31st and April 1st.

When I worked both at PSNH and Nat'l Grid (I move around) everyone in the Accounting Department of the utility looked forward to the spring because all of a sudden, the threat of shutoff became real and suddenly the money on accounts payable would start rolling in. Yup, a few got shut off April 2nd, but mostly everyone was paid up by then. Threat of shutoff is a big incentive (as we all discovered during the recent ice storm.)

We always figured the electric consumer looked on the shutoff ban as a sort of "free use of money." Why use your own money and pay as you go - like every one of life's other commodities - when you can use someone else's money and make it up at the end.

Of course Municipal Electric Co-operatives operate by rules made expressly for them by the government. Your government at work with the best interest of the TAXPAYER at heart. So don't blame the utilities, blame dot.gov. They're only doing what they think YOU WANT.

Many elderly are dumped, ignored or shunned by their own families.

An elderly person shoudn't have to die like a dog in a frozen house.

$1000 power bill is not one or two months worth of usage, but well over a years use in my household. Looks like he paid for his power usage after all.

And why for hevans sake is it wrong to disconnect someones power in the winter up there? Special laws dependent on a time of season or your age!!! No wonder this country is going to Hell. The businesses have hardships too if their customers fail to meet their obligations. Seems cutting off the supply is a valid way to insure payment.............on time.

The sadness I feel is mostly directed to the fact that this man had no social contacts. It is critical to have a network of friends or family who care about you and can help you when you are unable to help yourself. If that were the case, someone might have signed him up for one of the energy programs for elderly/poor. Or simply helped him manage his bills.

How is the power company supposed to know his age? He didn't pay his bill. They acted according to their customer contract. If he were instead a deadbeat gal with 3 children from different fathers, no job and on welfare and food stamps would that make it ok to limit usage?

Want to take action: check in with the people you know who live alone. Ask questions and offer your support without thought to compensation.

I more or less agree. Technically, the guy was stealing power, since he hadn't paid. What happened was tragic for sure, but it's hard for me to lay the blame at the feet of the power company. They simply can't keep up with every customer, nor should they have to beyond "has this person paid for the service we provided?"

Imagine the comments if this story had been about a young "welfare queen" who hadn't paid her bill and froze to death.

This was clearly a tragedy. But things happen.

For all those who claim this is "murder" and "someone should hang"...

1. At what age do we get our electricity for FREE?
2. If what income level do we get our electricity for FREE?
3. If we forget to pay our bills do we get our electricity for FREE?
4. How much should EVERYONE ELSE pay extra in their electric bills to cover the cost of #1,2,3? Remembering that it is 100% passed over to others, who may also be struggling to pay their bills.
5. Does this also cover all other utilities? Gas, water, etc. Do we also get those for free after a certain age or a certain income level?
6. Do we get our houses for free if we reach a certain age or income level?
7. Do we get to skip our taxes if we reach a certain age or income level?
8. And how much should everyone else be willing to foist onto their bills to cover those of #5,6,7 above?
9. Who should "hang"? Is it just the executives and all the managers? Or does it also cover everyone who works in the utility?
10. What happens to the utility when they provide electricity for free for everybody, or there are no employees left because everyone has been "hung"?

I agree wholeheartedly that cut-offs in January in Michigan require a MUCH higher degree of investigation, and this was a horrible mistake. But it's incredible to think that mistakes never occur, or that this already quasi-public utility would somehow be run better if it was wholly run by the state of Michigan. All that would mean is that electric bills would be EVEN higher, leading to more and more people getting their electricity cut off.

The next thing that will happen is that people will demand that electricity cannot be cut off in summer, cuz it gets hot and people need AC.

Why he was unable to pay it I don't know. I just know that somehow he slipped through the cracks. Maybe he had dementia and forgot how to pay the bill. Maybe his car wouldn't start to go up to pay it. Who knows.

WHen we lived downstate in a suburb of Detroit a worker from Detroit Edison showed up at my door one day to turn off the electric. I remember him not saying a word but showing me the bill through the glass on the storm door. I opened the door and took a closer look at the bill. It was for over $400. He said he was there to turn off the electric. I told him we pay our bill every month and it must be a mistake. I then looked at the name on the bill and it was for someone who lived one street over. Same number address but wrong street. I showed him the street sign and said you are on the wrong street. Good thing I was home or I would have had my power shut off. THe bad part was I knew that family and they had six kids and were struggling.

I don't understand why nobody from the Bay City electric company didn't come in person to talk to this man. He could have paid him the money and kept his power on. Maybe they don't come in person till the "limiter thing" is turned off. Maybe the limiter was enough to run his furnace but maybe the furnace malfunctioned. Maybe his furnace ran on propane or gas and he hadn't paid those bills either. We're having extreme cold weather now. It is seven below zero actual right now as I type. Often things stop running properly when it's cold.

It may be he didn't have the mental skills any more to pick up a phone and call for help. It's all very sad. The power company did say on TV that they are changing their policies based on this one case so hopefully this won't happen to anyone else.

The heat bills are just terrible here and getting higher each year. They said there is going to be another raise in electricity. This has to stop. People can't afford it. Many are out of work and those working are often on reduced hours or pay. Things can't keep going up and income going down.

Enough already.

Electricity is ratcheting up at ever accelerating rates also due to the fact that there is so much more non-payments, thefts of electricity, and payment programs/reduced rates.

Someone has to pay, and the costs are ALWAYS added onto those who are paying their bills, regadless of how much we may be struggling to pay those bills every month as our wages stagnate.

I find that quite tiresome. There is this view out there that if you pay your bills on time that must mean you're wealthy and should have no problem covering the costs for those who do not pay their bills, no matter how much your electric bills are ratcheted up, or your taxes, or your water bills, or your gas bills, or your <fill-in-the-blank> subisidy for one group or another.

My m-i-l is 95, lives alone in a huge house. Basically just uses 3 rooms.Very healthy, takes a multivit daily and that's it. Has had both hips replaced, walks with a cane. Very confused and forgetful at times. Luckily, my b-i-l lives a couple blocks from her, and stops everyday on his way home from work. They do her bills for her, since her handwriting is too shakey. She is one of the lucky ones, who have family nearby.

I personally think she should be in a nursing home, as her eyesight is bad, and she doesn't cook anymore. We do have the meals-on-wheels everyday. The boys just don't want to be the ones to do it (put her in NH). We all work fulltime so none of us would be around if she moved in with us.

My mother is 93 and lives with us. I quit my job to take her in and care for her 4 years ago. We sold her house and got rid of all her stuff and now she is part of our family. She had memory loss and was not doing so well on her own any more. She's doing great now. The mind is still bad but she is doing good healthwise and is so relaxed now that she doesn't have to worry about anything. It was just easier to move her in with us than try to work and run over to her house every day to check in on her. She wasn't able to take her medicine right any more. She couldn't remember and was overdosing herself.

Raising the utility bills so it's a hardship for people to pay only creates more people not paying. Soon there won't be anyone left able to pay then what? If they lowered the cost then more people will be able to pay and it will be affordable for all those using the services.

Except that people have lived for thousands of years without a/c. If homes didn't have central heating, he would have still had a stove of some sort to help keep him warm.
