COVID Legislative News


There has been some good news on the legislative front in the past week. But unfortunately, there are still a number of bills and regulatory policies pending that could change the very nature of a pandemic response worldwide. Policy that would allow public health to easily gain control of government during a bio-threat emergency. Policy that might allow public health to be weaponized for other purposes. What happens when emergency powers are written so that they can be granted for a severe flu season? Could we expect lock downs, masks, mandatory vaccination, censorship, propaganda and social distancing as seasonal events? What happens when there is civil unrest and these measures are used to control dissent.

Who will be in control of such policies? Will these decisions be made at the Federal level, the European Union, the UN and/or the World Health Organization (WHO)? Will the US government or other government cede control to outside entities, such as the WHO or the UN during a pandemic? These aren’t just hypothetical questions - but possible future realities.

Who gets to decide when emergency powers are authorized A governor? The President? The Senate? Congress? The director of the WHO? When and how do those powers end? Obviously, what is happening is a slippery slope.

Unfortunately, much of this pending legislation at the international level has been kept out of the public eye and is not readily transparent or available to be analyzed. Furthermore, the media is not doing its job in making these pending public policy measures available for people to assess for themselves.

But for today’s Substack, let’s now concentrate on the USA. Below is a breakdown of pending and recently passed COVID legislation in the states.
Tennessee:
The state’s Senate and House leaders voted overwhelmingly in favor of the bill the final approval on the bill SB2188/HB2746 (on April 8, 2022).
The bill will allow a pharmacist to provide ivermectin to a patient in accordance with a collaborative pharmacy practice agreement containing a non-patient-specific prescriptive order, developed and executed by one or more authorized prescribers.
New Hampshire:
Republicans in the New Hampshire House united this week to pass multiple bills dealing with COVID-19, with a focus on prioritizing individual rights and limiting the authority of entities to compel adherence to public health policies.
The action by the House moves the debate over COVID policy to the state Senate, which has so far heard far fewer bills related to the pandemic than the House. In fact, questions of masking, vaccines, and the reach of government have been on the front burner for House lawmakers all year.
The most high-profile bill, sponsored by House Speaker Sherman Packard, would bar the state from enforcing federal vaccine mandates. Before that proposal was voted through along near party lines. Rep. Mark Pearson of Hampstead, who is chair of the House Health and Human Services Committee, asked colleagues to recognize there is a long tradition of states bucking federal laws.
“In the 19th century, some northern states passed individual liberty laws, which made it illegal for citizens of their states to help enforce the Fugitive Slave Act,” Pearson said.
The House also voted to outlaw mask mandates in public schools (H.B. 1131), and to give the Legislature final say over any decision by the state’s health commissioner to add a vaccine to the list of required inoculations for children (H.B. 1379).
Lawmakers also backed a bill that would create a “right of conscience” (H.B. 1210) that would force any entity, public or private, that receives public funding to allow workers or students to opt-out of vaccine requirements for any sincerely held beliefs, not simply for religious or health reasons.
At the same time, the House voted to clear the way for pharmacists to dispense Ivermectin via standing order, the way birth control and Narcan are in New Hampshire. Ivermectin is an antiparasitic drug popular with vaccine-skeptics as a COVID treatment but not recommended by the FDA.
These bills now need to be passed by the Senate of New Hampshire - so stay tuned!
Florida:
Gov. DeSantis signs law guaranteeing visitation rights to residents, patients
We thought that we needed to make sure Florida was leading the way on this, to protect patients’ rights,” DeSantis said as he signed SB 988 into law. “If you are hospitalized or in a long-term care facility, you have the right to have your family members present with you. And we have to stand up and say that.”
The “No Patient Left Alone Act,” creates a new section of health care law requiring health care providers to meet minimum visitation rights that must be guaranteed. Once finalized, facilities will have 24 hours to make them easily accessible on the homepage of their websites.
The law also prohibits facilities from requiring visitors to show proof of vaccination as a prerequisite for visitation.
Louisiana:
Asking someone about their shot status could become a crime in Louisiana as lawmakers debate a bill targeting "vaccine discrimination" in the wake of the COVID-19 pandemic.
House Bill 54 by Republican Rep. Larry Bagley of Stonewall would prohibit barring anyone from entering a business, government office or home based on his or her vaccine status.
"I think as an American citizen it's my right to choose what I put in my body (without fear of discrimination)," Bagley said as he presented his bill to the House Criminal Justice Committee Thursday.
Bagley, who is fully vaccinated for COVID-19 but hasn't taken the booster, testified he believes the shot caused him to suffer a heart attack that he said caused him to die before being revived.
More news from Louisiana:
Bill would prohibit the Office of Motor Vehicles from including vaccination information or immunity status on driver’s licenses or state ID cards.
California:
It is a hot mess, with a number of draconian bills pending. Please read the following bill descriptions (most are linked to the bills) and allow yourself to get unnerved and outraged. California is heading towards being a police state. BTW- The Unity Project is the best place to go to get information on these bills and to get to the links.










FIND YOUR CA REPRESENTATIVE AND TELL THEM TO VOTE NO ON THESE BILLS!

The Federal Level:

The New Orleans-based 5th Circuit Court of Appeals ruled on Thursday 2-1 that Jeffrey Brown, a federal judge in Texas and an appointee of President Donald Trump who blocked the mandate in January, did not have the jurisdiction to do so.
However…
The White House Thursday told agencies to delay enacting a Covid-19 vaccine mandate for federal employees shortly after the 5th Circuit Court of Appeals removed a lower court’s injunction against the mandate, which would require millions of employees to vaccinate or face possible termination, the Washington Post reported Friday.

Here they come! Someone said 107 vehicles. I counted 25 big rigs. Looks like the tribal cops have determined they are "at capacity" and are requiring people to park on the street now until they assess the situation as "safe."

Nope, they are still letting them in - traffic is backed up on the street. They made WYSWYG turn around and go back out. He went the back way.

They had a meeting - video was very choppy. Trucker G: No alcohol, drugs, fires, firearms, weapons, fireworks, honking, yelling in the casino. No cooking.

The young black cowboy who was at the Senator Cruz/Johnson meeting was there.

I won't go into details so as not to compromise anyone, but I and several others have recognized
some excellent security personnel on the scene, so there are many, many eyes watching.
That doesn't mean "nothing" will happen, but at least some heavy-duty precautions have been taken.
And prayers do help!

Awesome! So glad they get to move. Last night was a disaster in that casino parking lot. While it was funny that WYSI sneaked into the back, he shouldn't have had to do that.

Mike: Much appreciated the people who stayed behind and moved. People at the rally went ballistic for the Convoy. After they spoke, half the crowd left the venue with them and blocked the street off. The rally people called Mike and asked that he keep the horns down. He rounded the corner and people had blocked off the street and were honking their horns. 15-20,000 people there. Quite a few groups from there will be going to Sacramento. People are listening and waking up. Lets hope they come with us to Sacramento. When We the People come together, the government gets scared.

They will run a video tonight of the rally and street action.

What will we do this week? You can chill, go to the beach. We will run a few small convoys and hand out some pamphlets in different areas. Try to get people involved. Community cleanup day one day to thank the city of Banning. Friday, family fun day here.

On Sacramento. they have reserved a permitted place on the grass. We will probably meet up with Chuckie's convoy in Bakersfield.

We will not leave you. There is a show being put on America's Grand Jury. Marcus is there now. He will go Thurs morning and be back Fri. afternoon. It is going to be livestreamed on Rumble and they will show it outdoors at camp on video.

Saturday morning there will be a rally in camp put on by Orange County folks here. Then they will head up to Bakersfield.

G, Xray will do the mini convoys.

No fires, no smoking, no alcohol, no horns, no parking on the grass, no parking in the fire lane.

G: Rumor, Mike will be in the dunk tank in a speedo.

Mike: Seriousness on Rumors - check them out with Mike before you put them out there. Rumors will kill this movement.

Eric the Viking: Thank yous to mechanics. Apparently, there were several break downs on the last leg to the casino. WYSIWYG arranged, through his viewers, to have parts sent ahead and they were waiting for them.

The Mayor: Maria and Blanca (from Honduras.) Maria shared a religious vision. She had not previously been religious. It was a vision of light pulling back a curtain of darkness. It was a vision of many truckers and people shouting freedom that ignited a movement starting in California

Okay everyone here is our destination location. It is located in Olivehurst California it's about 35 minutes north of Capitol. We will we will be arriving there late afternoon April 17th. We will get posted up after things ready to go we will be heading into the capital to start our rally & slow roll April 18th. We have some very serious bills then we'll be on the floor for hearings on April 19th we need everybody we can get into those hearings.

Questions have been asked Reference security and Parking for next week’s events. SECURITY for vehicles: If you haven’t been to the capitol for a peaceful protest… CHP (California Highway Patrol) are the overseers for the capitol area. They will be there, guaranteed. I am sure Sac PD will also be around on their bicycles. Other than that there are no specific security details coming from the convoy. There is no open lot to safely park our vehicles in and have a team do security on. If your vehicle is tagged with convoy markings and flags… all I can say is please arrive early, so we can get the street parking. Or park in one of the garages (of course de-flagging your vehicle in the garage. PARKING: There is street, metered parking on all sides of the Capitol. And there are several Parking garages around the Capitol. This is a congested downtown area, not overly big. The roads are on a grid system so easy to maneuver. Watch for the oneway streets though. Currently there is road construction on both the north and south sides of the Capitol (unsure for how long) and what would normally be a 2 lane one direction street, is currently a 1 lane one way direction (one lane is closed for the construction). Santa: There are a lot of things trying to divide us. We will not be deterred. We will take this mission legally, peacefully. We are here to wake up people who are still asleep. We have to crack through the normalcy bias. If we don't do something now, it is not going to be ok. The state and federal governments will rule us with an iron fist. No! We are a free people.

We do not want their collective rights, our Constitution guarantees us with individual liberty.
Collective rights always step on someone's individual liberty. As the saying goes, "my rights don't end where your feelings begin."

Trucker G: Talking to locals, they are unaware of the proposed 10 laws in CA. Mission is to make them aware.

Santa: X ray and Santa will take two small groups. No more than 10 trucks (5 and 5) and some 4 wheelers. One to Barstow truck stop (Santa's misfit toys) ; one to Riverside mall. This will be a hearts and minds recruitment effort. Those who need a shower might want to go to the truck stop. Those who need to do some shopping might want to go to the mall. We are there for the mission to wake the people up and get these bills stopped. Convoys until Friday then fun and games family picnic.

X-ray: Organization and communication makes for success. Behave like gentlemen and ladies. Two staging areas. Santa's group rolls first. Brochures, messaging: Repeal the Emergency Declaration (not the Act itself.) Rescind the vax mandates for federal employees, health care and first responders. No trailers. Convoy stays together. CB communication. Go there, park honk, get out and talk with people.

Santa: Truck stop. 4 wheelers park out front. Come to the back where we will be. Pedestrians be sure to make eye contact with rig drivers - don't assume they can see you.
