MOSCOW (AP) — Kyrgyzstan and Tajikistan traded blame Thursday for cross-border shelling and clashes that left at least four people dead and dozens injured in a conflict over water, the latest outburst of tensions between the two ex-Soviet Central Asian neighbors.

Troops from the two countries exchanged gunfire for most of the day around a water supply facility near the village of Kok-Tash in western Kyrgyzstan on the border with Tajikistan. More than 800 Kyrgyz residents were evacuated from several villages engulfed by the clashes.

Officials from the two countries declared a cease-fire late Thursday and agreed to pull back troops from the area. But a Kyrgyz police spokeswoman in Batken, Damira Yusupova, said heavy firing broke out again before dawn on Friday, according to the Interfax news agency.

Kyrgyzstan’s Health Ministry said one person died and 45 others were injured in the clashes, according to the Tass news agency.

In Tajikistan, the mayor’s office in the nearby city of Isfara said three Tajiks were killed and 31 were injured, including the mayor who received a gunshot wound, the RIA-Novosti news agency reported.

Kyrgyzstan’s border guard service said Tajik troops shelled several Kyrgyz border checkpoints, setting one ablaze. In retaliation, Kyrgyz troops seized a Tajik checkpoint, it said. Kyrgyz media released video showing Kyrgyz men taking cover as automatic gunfire rang out.

Amid the clashes, Kyrgyzstan’s President Sadyr Zhaparov met with top officials to discuss the situation.

A large part of the Tajik-Kyrgyz border has remained unmarked, fueling fierce disputes over water, land and pastures. Kyrgyz and Tajik delegations have held several rounds of talks in recent years but have failed to end the border controversy.

Tajikistan’s National Security Committee said Kyrgyz troops opened fire on Tajik border guards first and accused Kyrgyzstan of trying to forcefully take over the area, which Tajikistan sees as part of its territory.

Kyrgyz authorities said the conflict erupted Wednesday, when Tajik officials attempted to mount surveillance cameras to monitor the water supply facility and the Kyrgyz side opposed the move.

Both nations have claimed the area around the water reservoir, a dispute dating back decades to when they were both part of the Soviet Union.

The Kyrgyz are a Turkic group related to the Tatars. Their ancestors rode with Genghis Khan back in the day but settled down by Afghanistan. The Tajiks are a group related to the ancient Persians. Both groups are Islamic today. Not sure what they're fighting about - maybe they just got hot and bothered haha

Ongoing Violations of International Law and Defiance of OSCE Principles and Commitments by the Russian Federation in Ukraine

Thank you, Madam Chair.
Ceasefire violations rose in eastern Ukraine as Russia unilaterally massed troops along its border with Ukraine and in Crimea. Between July and November of 2020, the Special Monitoring Mission reported approximately 600 ceasefire violations per month. That number increased to around 2,800 monthly violations between December and January 2021. And, now, in the first 25 days of April, the SMM reported more than 6,600 total ceasefire violations.

Russia-led forces exacerbated an already volatile situation by increasing its interference with the SMM and its monitors. Over the past week, the SMM reported multiple instances of signals interference, or small-arms fire, directed at its UAVs. In fact, between April 21 and April 22, the SMM reported more than seven instances of interference with its UAVs and; on April 23, a UAV was damaged after it was forced to make an emergency landing following sustained signals interference.
In Russia-controlled territory in eastern Ukraine, Russia-led forces frequently impeded the movement of SMM monitors on top of the existing pandemic restrictions imposed by the Kremlin’s proxies. Consequently, the Mission, and the participating States, rely considerably on UAVs to provide the most accurate snapshot of the situation on the ground. The continued targeting of these valuable assets cannot—and must not—be tolerated.

We further call on Russia to direct the forces it arms, trains, leads, and fights alongside to cease their harassment of the Special Monitoring Mission. This week— once again—the SMM confirmed multiple movement restrictions. The vast majority of these occurred, as we have come to expect, in Russia-controlled territory in eastern Ukraine. The SMM’s mandate, as agreed to by all the participating States—including Russia—affords it the freedom to operate throughout all of Ukraine and the monitors should be allowed to fulfill their reporting responsibilities without interference. Restricting the SMM’s movement only serves to hinder the peaceful resolution of this multi-year conflict. But maybe that’s the Kremlin’s intent?

Certainly, Russia continues to actively obstruct the peace process. While it fuels the conflict it launched more than seven years ago; in recent months, Russia sought to heighten tensions on the ground while denying it is a party to the conflict and perpetuating the false narrative that Russia is an impartial mediator.
In recent weeks, Russia mobilized large numbers of its forces along its border with Ukraine and in occupied Crimea, all the while casting ludicrous accusations that Ukraine was responsible for escalating tensions.

We have seen the reports Russia has begun to withdraw some of its forces from around Ukraine’s borders. A complete withdrawal of the additional troops and weapons Russia massed in occupied Crimea and around Ukraine would be a very welcome development. Given the fact Russia made similar claims in 2014 just before unleashing seven years of aggression, the United States will monitor the situation vigilantly and remain in close communication with our Ukrainian counterparts and other partners, as well as those from Allied nations.
We call on Russia to refrain from any further escalatory actions and immediately take the necessary steps to de-escalate tensions in the region, including by rescinding its actions to block certain vessels in parts of the Black Sea, by recommitting to a ceasefire in the Donbas, and by ceasing all its destabilizing activity in Ukraine.
Unfortunately, in Russia-occupied Crimea, human rights abuses are a now-daily occurrence. Crimean Tatars, ethnic Ukrainians, and others are targeted by occupation authorities and harassed, detained, imprisoned, and even tortured for opposing Russia’s occupation and militarization of the peninsula.

On April 20, a court fined the editor of Crimean Tatar newspaper Qirim for an article mentioning a UN report on the Crimean Tatar Mejlis, the self-governing body of the Crimean Tatars, because the article did not label the Mejlis an “extremist organization,” per Russian edict. And on April 26, Imam Yusif Ashirov was charged for the second time with “illegal missionary activity” for holding Friday prayers at his mosque, in apparent retaliation for his independence from the state-supported Muftiate.

The United States calls on Moscow to release all the Ukrainian political prisoners it holds. We further call on Russia to end its occupation of Crimea and remove its forces, hardware, and materiel from eastern Ukraine.
Madam Chair, the United States fully supports Ukraine’s sovereignty, independence, and territorial integrity within its internationally recognized borders, including its territorial waters.  We do not, nor will we ever, recognize Russia’s purported annexation of Crimea.  We join our European and other partners in affirming our Ukraine-related sanctions against Russia will remain in place until Russia fully implements its Minsk commitments and returns full control of Crimea to Ukraine.

Didn't know if anyone was aware, but today Turkey announced a nationwide Coronavirus lockdown. This started at 6pm their time today and will stay in effect until at least May 13th. The entire country is shut down.
In the context of Turkey/Ukraine relations; Turkey just won't be there for the Ukranians for the next 3 weeks.

The Command of Ukraine's Armed Forces has reported one wounded in action (WIA) amid 13 violations of the ceasefire agreement, committed by Russia-controlled armed groups in the Donbas warzone on Thursday, April 29.

"In the past day, April 29, as many as 13 ceasefire violations were recorded in the Joint Forces Operation (JFO) zone," the press center of the Ukrainian JFO Command said in a Facebook update as of 07:00 Kyiv time on April 30, 2021.
In particular, the enemy used weapons installed on infantry fighting vehicles and hand-held anti-tank grenade launchers near the village of Novhorodske.

"A Ukrainian member with the Joint Forces received a gunshot wound amid enemy shelling. He was promptly provided with first aid and rushed to the hospital," it said.

What is more, Ukrainian positions near the villages of Luhanske and Pavlopil were attacked with the use of 82mm mortars, grenade launchers of various systems and automatic rifles, while automatic grenade launchers and tripod-mounted man-portable antitank guns were used near the town of Svitlodarsk and the village of Vodiane.

The Russian Federation's armed formations also fired heavy machine guns, grenade launchers of various systems and rifles near the village of Prychepylivka, heavy machine guns near the villages of Pisky, Zolote-4 and Verkhniotoretske, as well as rifles near the village of Shumy.
The Joint Forces had to fire back, the report said.
The violations were reported to OSCE representatives through the Joint Center for Control and Coordination (JCCC) of the ceasefire in Donbas.

From 00:00 to 07:00 Kyiv time on Friday, April 30, one ceasefire violation was recorded in the JFO zone. In particular, the enemy fired automatic grenade launchers near the town of Avdiyivka.
No casualties have been reported since Friday midnight.
The Ukrainian military say the situation is under their full control.
