I guess the idea of actually using government computers, like the ones in the Pentagon for actual work purposes, instead of using them to view child porn images, is another reason the Russians and Chinese are eventually going to kick our child porn viewing, transgender supporting, and assorted gender and sexual complaint military. The problem of government agents viewing horrific images and videos of child pornography on official Department of Defense computers has gotten so out of hand that bipartisan legislation has been introduced to curb the practice. Reps. Abigail Spanberger (D-Va.) and Mark Meadows (R-N.C.) introduced legislation earlier this month meant to halt the epidemic of government employees viewing and sharing child porn over DOD networks and devices.

According to a report in the Hill, the End National Defense Network Abuse (END Network Abuse) was introduced in the wake of in an investigation called “Project Flicker” carried out by U.S. Immigration and Customs Enforcement. This investigation identified over 5,000 individuals, including many affiliated with DOD, who were subscribed to child porn websites.

However, two things are now happening: the first is the massive amount of evil related to how children are being treated is now being exposed, and second, the rank of the people being involved in it does astound me. we are talking about hundreds of lower, middle and senior level Pentagon officials WHO ARE TASKED WITH DEFENDING CONUS FROM POTENTIAL ENEMIES. And what are they doing at work: THEY ARE WATCHING PICTURES OF CHILDREN BEING SEXUALLY ABUSED.

I would hope that that is the case. In any event, each person caught with child porn/links on his [sole use] computer, should be thoroughly investigated by an independent agency. If found that they put it there, let them break big rocks into small rocks for eternity.

Sounds possible, but i have been horrified at some close friends getting 'caught' doing this to the point they were hauled into court which is when I found out about it. Would never have believed it otherwise. So there are a lot more out there than one might think

And I wonder if this is indeed a hack of some sort. Sounds like a perfect way to hit all the majors punching their tickets with a pentagon tour prior to going to Leavenworth or Carlisle Barracks for staff school (and promotion to O-5, Lt. Colonel). Hundreds were affiliated to DoD. This means that they could be contractors, civilian employees, reservist, as well as active duty. They may have also included direct family members, spouses or children of active duty members.

“Several” of them used DoD equipment to do it. How many is that? Less than 10? less than 100?

It is already illegal to surf porn of any type on DoD networks.

I hate stories where they have the numbers, but throw around vague terms to make things sound more compelling to the story they are trying to tell. Just give us the damn numbers.

Reps. Abigail Spanberger (D-Va.) and Mark Meadows (R-N.C.) introduced legislation on Tuesday meant to halt the use of Department of Defense (DOD) computer networks by users for sharing or procuring pornographic images of children.

The End National Defense Network Abuse (END Network Abuse) was introduced in the wake of in an investigation called “Project Flicker” carried out by U.S. Immigration and Customs Enforcement. This investigation identified over 5,000 individuals, including many affiliated with DOD, who were subscribed to child porn websites.

The Pentagon's Defense Criminal Investigative Service subsequently identified hundreds of DOD-affiliated individuals as suspects involved in accessing child pornography, several of whom used government devices to view and share the images.

The END Network Abuse Act would require the Pentagon to enter into agreements with groups including law enforcement, child protection services, social services, and trauma-informed healthcare providers in order to cut down or halt the spread and impact of these images on DOD networks. The bill would also upgrade the training and technical expertise of the military organizations involved in investigating these types of crimes.

The National Criminal Justice Training Center, one of the groups that has thrown its weight behind the bill, reported in 2018 that DOD's network was ranked 19th out of almost 3,000 nationwide networks on the amount of peer-to-peer child pornography sharing.

Spanberger described the issues of child sexual exploitation and abuse as “horrific crimes.”

“The notion that the Department of Defense’s network and Pentagon-issued computers may be used to view, create, or circulate such horrifying images is a shameful disgrace, and one we must fight head on,” Spanberger said in statement.

Meadows added that the “peer-to-peer trading of child pornography is an unacceptable practice, and federal agencies cannot allow their networks to become a platform for it.”

There is a Senate version of the bill that was introduced in May by Sens. Brian Schatz (D-Hawaii) and Lisa Murkowski (R-Alaska). A spokesperson for Spanberger told The Hill that while there are no set dates in either the House or Senate for marking up the bill, the sponsors are trying to pass it “both as individual bills and as amendments” to other legislative packages.

Multiple health care and child protection groups have expressed support for the bill, including the American Academy of Pediatrics, the National Children’s Alliance, and the National Children’s Advocacy Center.

I am glad to see the follow-up article with more accurate information, also an independent agency needs to make sure the folks are actually watching the garbage and that the computers are not simply being used as "bots."

Anyone actually watching this stuff at work on government computers unless they are part of a mandated investigation (Dept of Justice, internal review at Defense, etc) in which case that would be documented should be put on unpaid leave right away and/or fired if a contractor (and the process started to fire/arrest anyone else).

It is actually possible to fire civil service employees (I used to be a Federal Personnel Clerk) it just isn't easy but charges and a conviction for something like this would do it, even in an Agency with a Union (they perp might get a union rep but other than making sure the rule book is followed I can't see them really defending someone much in this particular situation unless there really was a question of who was using the computer).

That could be another issue because I don't know if it is still common for agency personnel to share computers a lot (my information is way too old, someone here may know) but if they do than proving just who put it there and who was watching it may be touchy and make arrests very difficult - but they can at least work to get the computers locked away from the stuff.

My hunch is going to be that like twenty-five years ago, the government technology is probably at least seven to fifteen years behind the curve (I was using a 1970s photocopier in 1991 and our computers were from the early 1980s) meaning keeping them behind proper fire-walls and hard to hack can be difficult (especially if internal employees are actually involved in wanting to watch the stuff).

Um, gang if I had a computer at the DOD, and the IT guys came up to me and said they found child porn on my computer, or they logged my accessing a child porn site, well I would sure try to prove it wasn't me. However, it was verifying the LOG IN DOCUMENTATION that seals it for me. You can certainly plant child porn files on a computer remotely. However, to do that with a DOD computer, presumably behind a firewall, and a firewall designed to keep the Ruskies out is much harder to do.

As to the various arrests, well that can take years, so that isn't a red flag to me.

What I get out of this is simple. The "IT people," sanctioned by a Congressional committee did an investigation that found multiple computers, along with several thousand various government types, who had either accessed child porn web sites, or downloaded child porn files and pics.

Sorry, but to me that is legal beyond a reasonable doubt level of guilt. So yeah, IMHO, several hundred/ several thousand government employees et al routinely use government computers to access child porn websites.

EVERYTHING can be spoofed, including logged user details, with the right toolset at one's disposal . . . take a look, sometime, at the IT candy contained in the Vault 7 release.

That, and the fact that the U.S. government insisted on standardizing upon the Windows OS, many moons ago - rather than some flavor of Unix/Linux - security architecture? - WHAT security architecture! - the rest is malware history, writ large.
