I get it, they're collateral damage.

I doubt they are worth anything as collateral. If the Federal rules for states make all CDL drivers have a birth certificate to keep a license what is so onerouse that Kansas wants one to prove citizenship? Or regular licenses to make a real ID so we can travel domesticly on a plane?

What I am saying is that tracking down a birth certificate can be done. Not disagreeing that it is unnessary or pain in the back side.
