In my 20 years as a cop less than 10% of reported stolen cars were really stolen. 90% were drug loaners (Trade your car for crack for a set number of hours/days for crack) that did not get returned as agreed and 10% were after doing some kind of crime or hit and run crash.I thought vehicle was stolen?
