If it's real (and not a hoax, which I doubt but you never know in this day and age of fake news) I think the text should be discussed. Any typos are mine. Sir, in due deference to the sovereignty of the Republic of Iraq, as requested by the Iraqi Parliament and the Prime Minister, CJTF-OIR will be repositioning forces over the course of the coming days and weeks to prepare for onward movement.

In order to conduct this task, Coalition Forces are required to take certain measure to ensure that the movement out of Iraq is conducted in a safe and efficient manner.

During this time, there will be an increase in helicopter travel in and around the international (IZ) of Baghdad. This increase traffic will include CH-47, UH-60 and AH-64 security escort helicopters.

Coalition Forces will take appropriate measures to minimize and mitigate the disturbance to the public. In addition, we will conduct these operations during hours of darkness to help alleviate any perception that we may be bringing in more Coalition Forces to the IZ.

I think Trump is evacuating the embassy especially all non-essential personnel and all files and all the easily moved equipment. I suspect that in the next few nights there will be heavy helicopter traffic over Baghdad as this happens and he's framing it and given that operation cover that it's part of troop withdrawal. I also think he is going to withdraw all of our troops when this is over and all is said and done but right now he's getting any one who isn't essential out of Dodge. At night when it's harder to shoot down the helicopters. Once Iran is no longer a threat (after he finishes whatever it is he started) we won't need to be there anyway.

He's using the 'vote' as an excuse to evacuate the embassy and any non-essentials from harms way. He doesn't want to say - "we're evacuating our embassy because war is about to start". He's framing it as the US is complying with Iraq's request to get out. Trump never wanted us in Iraq, but he thought that Obama took us out of there the wrong way (I agree with both positions). This is a great way for us to exit. It explains all the helicopter traffic out of the IZ in the coming nights. And the way he framed it - we aren't abandoning Iraq, and we're not 'running away with out tail between our legs' - we are honoring a request from a sovereign nation. Like I said, beautiful!

I don't know how this lines up with POTUS's tweet about sanctions and paying for the embassy; if he can get money back from them, even better. But at this point in time, first and foremost, he needs to evacuate the embassy ASAP, and get all those people out of the way of Iran's retaliation - and this is the perfect way to do it.
