Israel easing some restrictions on Palestinians

Israel announced Wednesday that it is easing some restrictions on the impoverished Gaza Strip and West Bank as it negotiates a final peace deal with the Palestinians.


Israeli minister of international relations Yuval Steinitz revealed that 5,000 new work permits were being issued for Palestinians to work in Israel, the opening hours of the key Allenby Bridge crossing would be extended, and new imports of some building materials would be allowed into Gaza. Police and Border Guard officers stormed the Temple Mount complex on Wednesday after several dozens of Palestinian youngsters lobbed stones, fireworks and tear gas toward police in the area, stationed there due to intelligence reports of plans of public disorder.

Security forces dispersed the Muslim worshipers in the plaza and surrounded the Al-Aqsa Mosque where some youngsters hid, throwing stones at the police.

Over recent weeks, police entered the complex almost every Friday and holiday eve due to public disorders and stone throwing. On Tuesday, Jerusalem police decided to prohibit visits to the site due to intelligence alleging intentions of public disturbances.

However, the police noted that over the holidays thousands visited the site, including hundreds of Jews, despite the disturbances. The police statement said that the decision to prohibit visits on Wednesday was made as an exception, out of concerns for the public safety.

Recently, there has been a rise in the number of clashes between security forces and Palestinian demonstrators in Jerusalem. On Tuesday several dozens of Arab youngsters protested outside Damascus Gate, some brandished Palestinian flags and lobbed stones at the police.

Officer dispersed the demonstration and arrested 11 suspects.

Mousa Abu Marzouk, a senior Hamas official who has not been heard from for a long time, wrote on his Facebook page: “We are on the verge of a third intifada, and the talks between the [Palestinian] Authority and Israel will blow up in their faces. The $4 billion promised by [US Secretary of State] John Kerry [in economic aid promised to the Palestinian Authority (PA) if it signs an agreement with Israel] will not help save the situation.”

In recent months, several assessments in Israel have predicted that the outbreak of a third intifada is only a matter of time. These concerns, which arose prior to the current round of talks between Israel and the Palestinians and were probably one of the reasons for the renewal of the negotiations, have become tangible.

In an effort to determine whether a violent uprising is — in fact — starting in the occupied territories, one needs to examine several important questions: Are either Hamas or Fatah fanning the flames in the occupied territories? Are activists of these organizations and their junior or senior leaders encouraging young Palestinians to gear up for a struggle? Can the two organizations benefit politically or diplomatically from chaos in the West Bank?

The two recent terror attacks against Israeli soldiers were carried out by a small local group. The activists who planned and carried them out were probably not sent by an organization with a structured command and detailed orders. Hazan was kidnapped and killed by a Palestinian whom he knew from his workplace in the city of Bat Yam, just south of Tel Aviv. The shooting attack in Hebron was executed by a sniper during a demonstration that took place there, and not by an organized terror cell in a planned ambush.

A cell from East Jerusalem that planned to carry out a terror attack at a shopping mall and was caught at the beginning of this month was also a small, amateur grouping. But although there does not appear to have been a guiding hand in any of the three cases, they demonstrate churning below the surface.

The two intifadas in the past broke out at local events that set the streets on fire. The first started in 1987 at the Jabaliya refugee camp in the Gaza Strip, after a traffic accident in which Palestinian laborers returning from Israel were killed. The rage over their deaths and rumors that they were killed intentionally by an Israeli army truck resulted in an eruption of violence that spread to the West Bank and lasted six years, until the signing of the Oslo Accord in 1993.

The second intifada broke out after then-opposition leader Ariel Sharon visited the Temple Mount in 2000. That was the spark that ignited violence by the Palestinian public, who were disappointed by the Oslo Accord — failing to bring about an improvement in the quality of life for residents of the occupied territories.

Neither of the intifadas was premeditated, and initially no organization was involved. It was only after the rioting broke out that Hamas and Fatah activists joined the circle of violence, set up command centers, vied for control and amassed tremendous power over the Palestinian public.

Then-Palestine Liberation Organization (PLO) leader Yasser Arafat was surprised by the outbreak of the first intifada, just as Hamas leaders were surprised when rioting broke out on the Temple Mount and the situation deteriorated into a popular uprising in 2000. The PLO signed the Oslo Accord and was recognized as a legitimate organization that established the PA, whereas Hamas won the 2006 elections against the PA because of the tremendous popularity it gained in Palestinian public opinion as the leader of the second intifada and as a promise for a better future. Both were to disappoint their constituents.

One of the elements responsible for the previous intifadas is still present: the combination of frustration and rage. Chairman Abu Mazen’s PA is in dire shape. Economically, it is dying, and were it not for the renewed negotiations with Israel, it would have expired a long time ago. Most people, even Palestinians with jobs, are seeing their financial situation steadily deteriorating. Many young people including university graduates cannot find work. On the other hand, Israel is continuing its energetic wave of settlement building, and there is no light at the end of the tunnel.

Polls conducted among Palestinians by the Palestinian Institute for Policy Research and its Director Khalil Shkaki indicate that most Palestinians do not believe contacts with Israel will lead to a diplomatic solution. Many stopped believing a long time ago in the legitimacy of the current Palestinian leadership, which, they sense, has led them to a dead end and futile talks with no future.

One thing is different from the days of September 2000, when the second intifada erupted. Arafat and Fatah not only did not try to stop the riots, they took part in them. Whereas now, Palestinian security forces are cooperating effectively with Israel, and most of the Fatah activists recruited in 2000 by violent groups admit that the intifada dealt them a fatal blow and provided Hamas with the opportunity to defeat them. These differences, between then and now, might be able to stop an uprising should one break out. The struggle between Fatah and Hamas still continues and serves as a guarantee against a new wave of violence.

Hamas, too, is in a very bad shape. Leaders of the movement and its activists are trying to find ways to recover, and a new intifada might inject new blood into the movement’s veins. This is perhaps the reason that senior Hamas official Moussa Abu Marzouk broke his lengthy silence and was quick to respond to the terror attacks, in which Hamas was not even involved. Hamas is interested in mass protests that would enlist the Palestinian public against the existing order in the West Bank, but it cannot afford to be the one organizing them.

The Palestinian street is beginning to show signs of restlessness. One spark could tip the balance in the region and neither Palestinian negotiator Saeb Erakat nor Justice Minister Tzipi Livni, Abu Mazen or Israeli Prime Minister Benjamin Netanyahu will be able to put the genie back in the bottle. Everything depends now on the ability and will of the PA to stand guard and prevent additional chaos. A new intifada will strike it a fatal blow and Fatah knows this full well. That is the difference between September 2000 and September 2013.

RAMALLAH, West Bank — The deaths of two Israeli soldiers last weekend, in the West Bank towns of Qalqilya on Sept. 21 and Hebron on Sept. 22, significantly added to the insecurity that has prevailed in the West Bank since the resumption of negotiations on July 30. The West Bank witnessed a number of incursions in August by Israeli occupation forces that left six martyrs.

The succession of events now gives the impression that the third intifada is drawing near, presaging the collapse of peace negotiations between Palestinians and Israelis. It also indicates that the armed Palestinian resistance movement had resumed its activities, with Israel holding Fatah’s Al-Aqsa Martyrs Brigades responsible for the death of the Israeli soldier in Hebron. But, Fatah al-Intifada, which broke away from Fatah decades ago, quickly claimed responsibility for this operation, the circumstances of which remain unclear.

Omar Abu Arkoub, a journalist specializing in the Hebrew press, told Al-Monitor that the Israeli media “had hastened to hold the Fatah-affiliated Al-Aqsa Martyrs Brigades responsible for the Hebron operation, and began inciting against Fatah and the Palestinian Authority [PA]. [Israeli media outlets] accused the PA of not condemning the killing of Israelis, and even claiming that some of the PA’s leaders were also guilty of incitement.”

Fueling this Israeli incitement campaign were fiery statements that spread among the Palestinian populace by Hebron native and member of Fatah’s Central Committee, Abbas Zaki, who affirmed in press statements that the Israeli soldier killed in Hebron was not there on a picnic.

Israeli accusations aimed at Fatah, fiery statements by some Fatah leaders, the scrutinization of the political identities of martyrs who fell in Qalandia’s two refugee camps near Ramallah and in the Jenin refugee camp, as well as the armed skirmishes between security forces and some Fatah members in the Nablus camps, all lead to the belief that Fatah’s military wing had returned to the forefront of Palestinian armed resistance in the West Bank. This is alongside a small presence by the Islamic Jihad’s Al-Quds Brigades, a member of which was assassinated by occupation forces in the Jenin camp on Sept. 17.

“The Israelis have in the past accused the Al-Aqsa Martyrs and Al-Quds Brigades of controlling Palestinian refugee camps, particularly in the northern areas of the West Bank, which constitutes a threat to Israel and the PA alike,” Khalil Chahine, a writer and political analyst at the Palestinian Center for Policy Research and Strategic Studies, stated to Al-Monitor.

Despite his assertion about the existence of “difficulties in casting blame for the Qalqilya and Hebron operations as a result of increasing Israeli violations that provide fertile ground for the development of organized or individual Palestinian resistance efforts,” Chahine added, “Proving that the Al-Aqsa Brigades were responsible for the death of the two soldiers would result in great problems for Fatah, the leaders of which are conducting negotiations with Israel.”

“A statement by Fatah al-Intifada was circulated in the media claiming responsibility for the death of the Israeli soldier in Hebron. Here, we must differentiate between Fatah and Fatah al-Intifada, which broke away from Fatah that is now leading the peace process, and emphasize the hostile nature of the relationship between the two,” prominent Fatah leader Nabil Amro affirmed to Al-Monitor.

Fatah al-Intifada is a Palestinian faction that split from Fatah in 1983 to oppose Yasser Arafat with Syrian support. It is still active in Syria, Jordan and Lebanon, and had not previously played a role in the Palestinian occupied territories prior to the Hebron operation, which it quickly claimed responsibility for in a statement that was published in the media.


But, according to Chahine, what increases the likelihood that the Al-Aqsa Brigades are responsible for the two operations is “the public appearance of armed Al-Aqsa Brigades elements in the Nablus and Jenin camps in the north of the West Bank. This probably means that internal disputes are raging inside Fatah on the one hand, and between the security agencies and armed Fatah members on the other.”

“All the names being circulated — such as the Al-Aqsa Martyrs Brigades' Hebron Knights, the Yasser Arafat Brigades and others — are all pseudonyms for the Al-Aqsa Martyrs Brigades, the military arm of Fatah. The different nomenclatures came probably as a result of the fact that most Al-Aqsa Brigades members signed pledges with Israel and the PA not to engage in any armed actions in return for pardons and promises not to be targeted for assassination or arrest, as stipulated by the US Dayton Plan of 2006, which aimed to dismantle the Al-Aqsa Brigades military wing and replace its military leaders with political leaders,” according to a young Fatah leader who spoke to Al-Monitor on condition of anonymity.

Ahmed Abu al-Azm, an academic and political analyst at Birzeit University in the West Bank, believes that there are still Palestinians who welcome military operations and endorse armed resistance without conditions or strategies.

“Those who support military operations against Israeli occupation may not belong to any specific political faction, or may be members of Fatah who still proclaim belonging to the latter’s military wing, the Al-Aqsa Martyrs Brigades, and who spearheaded military operations during the Qalandia refugee camp invasion of August 2013 and the Qalqilya operation. It is certain that these operations greatly upset President Mahmoud Abbas, who does not endorse armed resistance; his anger further exacerbated by the fact that some members of Fatah, which he heads, sanction and insist on this type of resistance effort,” Abu al-Azm said.

In light of this, no one was surprised by the media squabbling that took place between Palestinian and Israeli outlets concerning Abbas’ position about the killing of the two soldiers. For a while, the Palestinian media outlets relayed his statement word for word: “We condemn and denounce the killings and ask that Israelis also condemn the killings”; their Israeli counterparts merely said that Abbas condemned the killings and offered his condolences to the families of the soldiers.

The facts on the ground thus reflect the Al-Aqsa Martyrs Brigades’ return to the resistance scene on the West Bank, in a manner that goes beyond mere accusations made against them by occupation forces, to actually engage those same forces in battle when they conduct night raids in refugee camps. These brigades are also silently clashing with factions inside Fatah itself, whose official stance insists on negotiations, while some of its members still insist on carrying arms and resisting.

Indian police advise Jewish establishments to tighten security amid terror threat

Reports emerge of Islamist militant group surveying Jewish establishments in Mumbai for possible terrorist strikes.

Amid a terror threat, Jewish establishments in India have been instructed by police to tighten security in and around their businesses.

The call came following the interrogation of Indian Mujahideen co-founder Yasin Bhatkal by the National Investigation Agency in New Delhi, as well as in the wake of the Islamist attack on an upscale mall in Nairobi, Kenya.

According to New Delhi Television (NDTV), Bhatkal told investigators that Jewish establishments in Mumbai have been surveyed by Indian Mujahideen members for possible terrorist strikes. The Islamist militant group reportedly was trying to seize Jewish hostages to trade them for terrorists, the Hindustan Times reported.

Indian police called on Jewish establishments to hire security guards, install security cameras and issue ID cards for admittance to the businesses, according to NDTV. They also have been instructed to not allow parking around their buildings.

There reportedly are 12 Jewish establishments in Mumbai, including four in the southern part of the city. One of the buildings, the Nariman Chabad House, was the site of a November 2008 terror attack in which six people were killed.

Following a nationwide alert issued ahead of Rosh Hashanah in early September, security was increased around the 20 Chabad houses in India, the Hindustan Times reported.

Hitler knew he could not beat the Czechs in a straight invasion so he demanded that the Germans in the Sudetenland be given the right of self-determination ( sound familiar? ). Hitler began a campaign of agitation and said that, "Peace is in the hands of Czechoslovakia" if they would only return the Sudetenland to Germany, war would be averted. Germany and France disregarded a defense pact they had with Czechoslovakia and pressured them to give up their land and natural defense for "peace".

Once the Sudetenland was annexed by the Nazis it removed the natural defensive barrier that prevented Czechoslovakia from being invaded and the rest is history.

Israeli police raided the al-Aksa Mosque in search of several men involved in riots on the Temple Mount in Jerusalem on Wednesday morning.

After rioters threw stones at security forces stationed at the Temple Mount, several of the rioters fled to the al-Aksa Mosque, leading police to enter the site after them.

Temple Mount closed due to threats of Palestinian rioting


The Palestinian news agency Ma'an reported that seven Palestinians were injured during the raid.

No Israeli policemen were reported injured during the rock-throwing incident.

The Temple mount has been a hot spot in recent days and the site was closed to thousands of visitors Tuesday morning, including Jews making a pilgrimage to the holy site for Succot, after police received threats of rioting by Palestinian Muslims at the site.

Ya'alon: Recent terror attacks should not raise fears of 3rd intifada

The deadly terror attacks that claimed the lives of two IDF soldiers in recent days do not constitute the start of a third intifada, Defense Minister Moshe Ya’alon said Tuesday, as a relatively quiet day passed over Hebron.

The Palestinian sniper who killed an IDF soldier this week in Hebron remains at large, and there has been no breakthrough in attempts to capture him, a senior army source said.

On Tuesday evening, a Molotov cocktail was hurled at an army vehicle traveling near the settlement of Tekoa, southeast of Bethlehem. There were no injuries in the attack.

Speaking from the Defense Ministry in Tel Aviv, Ya’alon said the defense establishment was “looking at the current period and we see no reason for any kind of alarm, or signs of an intifada. There is no connection between the two terror attacks, and we believe that the IDF will succeed in calming the situation on the ground.”

Earlier on Tuesday, Ya’alon hosted haredi soldiers and volunteers at the Defense Ministry.

“We will not rest until we catch the last terrorist involved in these attacks,” the defense minister vowed.

Israel must “continue to hold the sword, despite being a peace-seeking people,” he added.

Security forces arrested six Palestinian security suspects overnight Tuesday, launching raids in Deir Asita, southeast of Kalkilya, where two wanted men were arrested, and in Abud, northwest of Ramallah, where four suspects were taken in for questioning.

Early on Tuesday, the IDF accompanied some 1,200 Israeli pilgrims who arrived at Joseph’s Tomb in Nablus to pray. On their way out of Nablus, the Israeli convoy was targeted by rock throwers, but there were no injuries or damages.

A day after the murder of Sgt. Tomer Hazan and as news surfaced of the death of an IDF soldier in a Hebron shooting attack, Hamas ' deputy political bureau chief Moussa Abu Marzouk posted a message in which he predicted that the Palestinians are on the brink of a new intifada.

"We are facing a political failure for the Palestinian Authority and the beginning of a new popular intifada against Israel," he wrote on his Facebook page. "John Kerry's $4 million economic plan will not save the day."

Marzouk mentioned recent operations in refugee camps in Qalandiya and Jenin which resulted in Palestinian deaths, demonstrations against Palestinian security forces and the resumption of peace talks with Israel.

The Hamas official further noted the capture of a terrorist cell that planned a terror attack in Jerusalem and attempts to harm settlers and soldiers.

Palestinian groups are circulating fliers calling for a "day of rage" on Friday to mark the 13th anniversary of the Al-Aqsa Intifada.

On the eve of PA President Mahmoud Abbas¡¯s speech at the UN General Assembly, a number of Palestinian groups called for launching a third intifada against Israel.
The calls were issued in protest against visits by Jewish groups to the Temple Mount.

The groups called on Palestinians to take to the streets following Friday prayers to express their ¡°solidarity with the Aksa Mosque in the face of Israeli aggression.¡±

Hamas¡¯s armed wing, Izaddin Kassam, also threatened to resume suicide bombings against Israel.
Abu Obaida, spokesman for the group, told reporters in the Gaza Strip that Hamas has not abandoned the option of suicide bombings.

¡°We¡¯re ready to teach the occupation a lesson in case it launches an attacks against the Gaza Strip,¡± he said.

Islamic Jihad leader Ahmed al-Mudallal also urged Palestinians to wage a new intifada against Israel.
¡°A new intifada should erupt against the Zionist enemy and we believe that our people have the will and ability to liberate Palestine from the river to the sea,¡± he said during a rally in the Gaza Strip.
Accusing Israel of working to replace the Aksa Mosque with a Jewish temple, the Islamic Jihad leader called on the Palestinian Authority to pull out of the peace talks.

¡°The enemy is using these talks to pursue its crimes against the Aksa Mosque,¡± he charged.
A group called the Palestinian Youth Intifada Coalition issued a call to Palestinians to demonstrate following Friday prayers in protest against the Jewish visits to the Temple Mount.

The group said that its call for widespread protests has won the backing of Fatah, Hamas, Islamic Jihad, Popular Front for the Liberation of Palestine and The Palestinian National Initiative.

Masked gunmen belonging to Fatah¡¯s armed wing, Aksa Martyrs Brigade, held a press conference in Gaza City during which they threatened to launch attacks against Israel.

¡°The enemy will soon pay a heavy price for its crimes in Jerusalem,¡± a spokesman for the group said.

Following the press conference, Hamas arrested four of the gunmen after forcing them to uncover their faces

Young Arabs threw stones at police officers near Nablus Gate in Jerusalem. Three Arabs were arrested, and there were no reports of injury.
