Illegals sounds very likely. A lot of cultures don't have the stigma on eating horse meat that we do, and a lot of cultures also have no stigma whatsoever on stealing anything that isn't locked up like a bank vault. We've heard stories in the past about illegals driving up and stealing all the fruit off someone's yard trees; this is just one step beyond that. And domestic horses are usually not that hard to get a hold of, unlike range cattle or sheep.
