I was a teenager in the 1960's and turned 18 in 1969 and went to college. The Selective Service Lottery came into being and my number was in the 280's. In my dorm we had a young man that was a "2".

"The Times They Are a-Changin'" is a song written by Bob Dylan and released as the title track of his 1964 album of the same name. Dylan wrote the song as a deliberate attempt to create an anthem of change for the time, influenced by Irish and Scottish ballads. Released as a 45-rpm single in Britain in 1965, it reached number 9 on the UK Singles Chart. The song was not released as a single in the U.S. Wikipedia

Four Kent State University students were killed and nine were injured on May 4, 1970, when members of the Ohio National Guard opened fire on a crowd gathered to protest the Vietnam War. The tragedy was a watershed moment for a nation divided by the conflict in Southeast Asia. In its immediate aftermath, a student-led strike forced the temporary closure of colleges and universities across the country. Some political observers believe the events of that day in northeast Ohio tilted public opinion against the war and may have contributed to the downfall of President Richard Nixon.

Actually, I think he is singing about the ridiculous counterculture of the era...
He keeps his lyrics vague about taking a side, but he sets things up in the first two lines:
"Everywhere is freaks and hairies
Dykes and fairies, tell me, where is sanity?
Tax the rich, feed the poor
'Til there are no rich no more"

Later in the song, he refers to "them or us", "black or white" and "rich or poor". Talking about class/race division. Most people think "stop the war" means Vietnam. Does it? Look at the context. Look at what directly proceeds that statement. The entire song is context, you can't just quote a line.

Neil is like Alvin Lee (Ten Years After), on this song. "Soldiers are cutting us down, shoulda been done long ago". That is NOT what he believes, the exact opposite. Context, context, context.
I despise Neil Young's politics, btw. But there's a valid argument for this situation/song.
