ENVR US Army Environmental Command?

As I go through piles of proposed regulations I noticed a reference to 'Administrative Notice'. Wondering about how often the Administrative Notice is being used I did a search discovering that the first reference was the US Army Environmental Command. If you click through the site's links you will find it very illuminating. The Army is being embedded into the environmental movement.

I guess they expect we will always be in persistent conflict then because they have a huge budget.

Not sure what to make of all this, except that certain lines are either blurring or becoming much more clear.
