Ireland has already backed off a Vax mandate and is talking about dropping the Vaccine Passports except for international travel which is an EU thing and not something Ireland can control. It won't happen yet but may happen by March if not before.
I get the feeling that a lot of countries were under severe pressure (maybe even behind the scenes orders) to try for vaccine mandates but quite a few really didn't want to go there (including Ireland) and are pointing to the lower hospitalization rates, the evidence that neither Pfizer nor Modorna fight Omicron and the public push back as reasons to drop the idea.
In Ireland, I think the government also remembers the near rebellion over water charges a few years ago and doesn't really want to "go there."
