Sources tell ABC News the discussions are still on the “working level” adding that there’s a range of legal mechanisms that are being considered before such a decision is announced.

Senate Minority Leader Chuck Schumer (D-NY) emerged from a meeting with the President Friday and said Trump threatened to keep the government shut down for a long period of time — months or even years

The Democrats are refusing to fund the border wall.

In a presser at the Rose Garden, President Trump confirmed he told Schumer during their meeting over the government shutdown that it could go on for months or even years.

The President revealed that he had considered declaring a national emergency to secure border wall funding and said, “I still might.”

The Trump administration will continue to hold meetings Friday and into the weekend to discuss the next steps going forward although it is unclear who would be a part of the ongoing meetings.

President Trump also told reporters Friday that he had a “very, very good meeting” with top Democrats and other Congressional leaders.

House Democrats passed a bill to reopen the government late Thursday night — of course this was just more showboating from the obstructionists because Senate Majority Leader Mitch McConnell repeatedly stated he would not bring a vote on a Democrat bill that the President won’t sign.

President Donald Trump said he was willing to declare a state of emergency on Friday, in order to build a wall on the Southern border.

“Absolutely, we can call a national emergency,” Trump said when asked about the idea by a reporter. “I haven’t done it. I may do it. I may do it.”

The president spoke to reporters in the Rose Garden on Friday at the White House after meeting with Congressional leaders for more than two hours to try to make a deal.

The president is allowed by law to issue a declaration of emergency to quickly move federal funds to a specific area based on his discretion. The state of emergency declaration is frequently used ahead of a hurricane or other national disaster.

Trump did not elaborate on the details of such a process.

Earlier Friday, multiple sources familiar with the ongoing discussion told ABC News that options could include reprogramming funds from the Department of Defense and elsewhere -- a move which would circumvent Congress.

Sources tell ABC News the discussions are still on the "working level" adding that there's a range of legal mechanisms that are being considered before such a decision is announced.

The discussions have intensified as the president is now 14 days into a partial government shutdown, facing newly empowered House Democrats who are refusing to budge issue of wall funding. It is a first step that has to be done, might as well knock it out and add troops to make it secure. Nothing of your plan is easy or cheap. Doubt if there is enough local rock to make a difference, and hand masonry work would cost far more than poured concrete. Perhaps you mean local gravel for aggregate. Making it hollow would be an additional expense and complication, you would also need many exit doors to be effective. I think anything we build will need manpower and surveillance to be effective, there are just too many ways to breech an undefended wall.
