I don't think Invar is giving up in any way. He is repeatedly saying peaceful resolution is impossible. He agrees (I think) that battle is inevitable if we are to survive relatively as is.

These rumors are designed to create chaos and screw up supply lines. Similar tactics have been used for centuries. Send out a rumor. Screw up your enemies supply lines. Keep the citizenry busy being scared and running in circles worrying about their own comfort and not about the war.
However, it is possible to use such tactics against the enemy as well. We all need supply lines.

As far a trucker's strike, it won't take many players to be effective.
I've seen Houston shut down by one wreck in the wrong place.
Pretty soon, alternate routes get overwhelmed and it oozes out onto the surface roads.
Every major freeway gets gridlocked and it takes hours to untangle it.

.....and then what of their families? Probably like many on this board, got a cousin and her family and she lost her job after having a baby and now the only income they have is her husband's truck driving job. The stimulus checks helped them but they still only get by after they had to move in with her mother, who is herself getting by.
So he refuses to drive ....... then no truck driving job and no unemployment as a result of losing a job due to refusal to drive (he drives for THE MAN as he cant afford his own rig) and on to a lower paying job as he loses seniority and service time? And his family goes hungry.
And the truck still gets moved when the replacement driver is willing to drive.
Quite a solution for my cousin's family and all the other truckers who refuse to drive, eh?
Especially if it is a "peaceful" protest. (sarc)

No Americans have been able to stop elections from being stolen, Antifa & BLM from being arrested and broken up & election fraud.
Unfortunately America is heading towards succession and another civil war.

IMHO groups are kept splintered; EG-minutemen, OR, PB, truckers, etc a coherent force needs to unite all patriots under one banner (something like the Tea Party did) but in legal civil disobedience that could bring the country to a stand still. Otherwise we just keep spiraling down the abyss

we got our first snow friday, 4 to 5 inches, around here you really have to try not to block interstates, in the winter every fool still thinks they can drive 75 mph and still stop,
