Has to be someone using the firehose's you find in the hallway of some buildings. Most of the fire suppression sprinklers have been updated with the fused heads that limit the number of sprinkler heads that go off limiting the of amount water damage.

Damn, I hope the folks downwind of that water plume didn't mind the stink and the cutting oil that can come out of those pipes when the system is tested like that. But on a good note? the pump works!
