Only 2 people have commented in the Federal Register on who will be labeled a ‘mentally defective’ person and the age at which they can be determined as ‘mentally defective’. A ‘mentally defective’ person cannot own firearms.

Health and Human Services wants to amend the two-week old Obama Care to put your health records into the National Instant Criminal Background Check System (NICS) as if you are a criminal. This proposed regulation only has 5 comments.
Contrary to reports these are not Executive Orders (EO) or Congressional action, this is agency regulatory action.
