It is not a crime to be stupid and gullible, although it probably should be.
It is a crime to do what the a-hole did. Blackmail does not need to involve money and people have gone to jail for doing exactly what this perp did.
Her stupidity enabled the criminal, but that's true of most crimes.

I'm sure the reasons are varied. Off-hand, I'd think divorce or widow status with accompanying loneliness could be a prime motivator. Financial only applies to rich men.

When DH and I were first talking, he had asked for my private email. I sent it, and he promptly sent a picture. I was a little upset - I thought he was a nice guy and here he was sending me pictures of his..... cows! I was surprised to see a herd of Angus ladies in his front yard, but it was a really nice surprise.

I really don't think it should qualify as extortion or blackmail. You can argue he tried, but he had no real leverage. A naked picture is nothing these days. I really don't see a crime here. Stupidity. Lots and lots.....
