If you find it difficult to believe that Russia would be behind terrorist operations against the West, I suggest you consider what FSB defector Alexander Litvinenko had to say about Al Qaeda and Ayman al Zawahiri, al Qaeda's supposed #2 leader and the effective operational leader of this now infamous international terrorist network. Indeed, many believe Osama bin Laden is simply a figurehead of al Qaeda (who may be dead), and that it is Zawahiri who is really running the show. Litvinenko, who was assassinated by Russian secret services with radioactive Polonium in 2006 (I ran the Litvinenko Chronicles before he was murdered), pointed out that Ayman al Zawahiri was trained by the KGB and that Al Qaeda is a Kremlin proxy being used to strike the West underhandedly. This is also the opinion of other key defectors from Russian intelligence such as Ion Pacepa, ex-chief of Romanian intelligence, and Stanislav Lunev, the highest ranking defector from the GRU, Russia's military intelligence service.
One should also note that prior to 9/11, Russians were warned by Pravda and other major Kremlin-run news outlets to get out of dollars in anticipation of a coming financial attack against America.
What's more, NORAD and U.S. air defenses were distracted by an extraordinarily large and highly provocative air-exercise by Russia toward Canadian air space on the morning of 9/11.

Russian warplanes threatened patrolling U.S. Navy P-3 aircraft over the Pacific Ocean last week as the American planes monitored a military exercise in the region, The Washington Times has learned.
At one point during the aerial harassment, a MiG-31 interceptor pilot flew his jet within 50 feet of a P-3 maritime patrol and reconnaissance plane.
The incident was similar to a Chinese aerial intercept that resulted in a collision earlier this year.
One alarming sign of the Russian intercept was a radio message sent by one MiG-31 pilot to his base stating his fire-control radar had "locked on" to the U.S. surveillance plane, U.S. intelligence officials said. A radar "lock" is a pilot's final step before firing a guided missile.
"It was a threatening action," said one official.

Meanwhile, Russian strategic air forces began a major exercise in the northern Pacific yesterday. The maneuvers will include practice missile attacks, Russia's official Itar-Tass news agency reported.
Strategic Tu-160 Blackjack and Tu-95 Bear bombers and Tu-22 and IL-78 tanker aircraft reportedly will take part. The exercises are set to continue until Friday.
In response to the war games, the Air Force announced on Sunday that it is sending additional fighter aircraft "as necessary" to Alaska and northern Canada to monitor the exercises.
"Norad is the eyes and ears of North America, and it is our mission to ensure that our air sovereignty is maintained," said Air Force Lt. Gen. Ken Pennie, deputy commander in chief of Norad.
"Although it is highly unlikely that Russian aircraft would purposely violate Canadian or American airspace, our mission of vigilance must be sustained," the North American Aerospace Defense Command (Norad) statement said.
The statement said the additional U.S. jets would remain at two bases in Alaska and one in Canada until the end of the Russian exercises.
The Russian air drill toward North America that started the day before 9/11, the first of its kind up to that point since the Soviet Union had collapsed a decade beforehand, might have been timed to constrain U.S. responsiveness to the hijacked airliner attacks that occurred. That Russia engaged in highly provocative maneuvers in the Pacific the week before 9/11 had NORAD distracted by Russian military activity to the north just as the attacks unfolded.
As for why no major terrorism has occurred against the U.S. since 9/11, I believe the answer is simple. America was being lured into military action in the Islamic world by the 9/11 attacks. Moscow's strategic objective has therefore been achieved:

Islamic anti-Semitism ran deep. The Muslims had a taste for nationalism, jingoism, and victimology. Their illiterate, oppressed mobs could be whipped up to a fever pitch.
Terrorism and violence against Israel and her master, American Zionism, would flow naturally from the Muslims’ religious fervor, Andropov sermonized. We had only to keep repeating our themes — that the United States and Israel were “fascist, imperial-Zionist countries” bankrolled by rich Jews. Islam was obsessed with preventing the infidels’ occupation of its territory, and it would be highly receptive to our characterization of the U.S. Congress as a rapacious Zionist body aiming to turn the world into a Jewish fiefdom. Now the U.S. is isolated on the world stage and popularly deemed to be an imperialist warmonger spearheading the forces of "Zionism". Thus, we are ripe for thermonuclear picking.
