WTF? Limbaugh is threatening to move to Costa Rica if some kind of health care insurance bill is passed by congress and signed by President Obama? Costa Rica, with it's government run health care system and legal prostitution? Really?
How are the Costa Ricans on opiates? My guess would be: extremely lenient!

Oh, that Rush Limbaugh. He's got a lot of people all in a dither today over his pledge to leave the country if health care reform passes.
Caller to his show: "If the health care bill passes, where would you go for health care yourself? And the second part of that is ... what happens to the doctors, do they have to participate in the federal program, or could they opt out of it?"
Rush: "My guess in even in Canada and even in the UK, doctors have opted out. And once they’ve opted, they can’t see anybody Medicare, Medicaid, or what will become the exchanges. They have to have a clientele of private patients that will pay them a retainer and it’ll be a very small practice. I don’t know if that has been outlawed in the Senate bill. I don’t know.
"I’ll just tell you this, if this passes and it’s five years from now and all that stuff gets implemented — I am leaving the country. I’ll go to Costa Rica."
There are a lot of strings attached to that hyperbole, er, promise. IF this happens. IF it's five years from now.
But is he packing his bags already? Last week it became known that Rush is selling his four-bedroom, 4,661-square-foot condo on Fifth Avenue on New York City's Upper East Side. Two of its terraces overlook Central Park.
Interested? Asking price is $14 million.

Costa Rica's Government-Run Health Care System
With a government-sponsored network of more than 30 hospitals and more than 250 clinics throughout the country, the Caja Costarricense de Seguro Social (CCSS) has primary responsibility for providing low-cost health care services to the Costa Rican populace. Although sometimes overburdened, this system has worked well for Costa Ricans for the past 60 or so years. Open not just to Costa Rican residents, the CCSS provides affordable medical service to any foreign resident or visitor. Foreigners living in Costa Rica can join the CCSS by paying a small monthly fee--based on income--or they can buy health insurance from the state monopoly Instituto de Seguro Nacional (INS), valid with over 200 affiliated doctors, hospitals, labs, and pharmacies in the private sector.

Prostitution and Escorts in Costa Rica
Prostitution is perfectly legal in Costa Rica. Theoretically, those individuals who have registered as prostitutes are regularly examined by a doctor and carry ID cards. Caja Costarricense de Seguro Social (CCSS) provides sex workers with a free exam every 15 days. Not all go. Many of the ladies (and gentlemen) do not register. Some that have do not get regularly examined, and quite frankly, it would make little difference as many of the more dangerous STD's (AIDS) may not show up for months on any test.
The bottom line? Be real careful. While prostitution is legal in Costa Rica, procuring the prostitute or acting in any way as a go-between (pimping) is not. Again, the reality is different. As you walk through some areas of San José, there are offers made, usually by persons on the street. There are also a number of hotels that while being perfectly legitimate with clean rooms and nice facilities, have bar areas or other areas where you can find anywhere from 10-100 ladies waiting to be of service depending on the time of day. One in particular has a really fine Sunday breakfast buffet. This is changing and there are now adult facilities in Jaco and on the eastern side of the country.
There are also a ton of web sites promoting sex vacations, adult vacations, adult tours, escorted tours, exotic vacation, special tour guides. These are simply businesses that hook up the prostitute and the client. The government does little to control this, probably as it is not a very visible form of pimping and few folks are offended. While the government decries adult travel, they certainly do not complain about the income it brings to Costa Rica Obviously there are also escorted tours that are not involved with prostitution. The content of the web site will be pretty much tell you right away if you are where you want to be.
