These files are a window into what the federal government is thinking and discussing with the states.
One thing I noticed is that all of the documents date from August & September 2004. A year of planning has passed and is NOT documented in these files.
Something to keep in mind: The Soviets used to complain bitterly than it was impossible to plan for what the Americans would do. They carefully studied our military doctrine, then observed us behave in ways totally at odds with that doctrine.
The overall response to Hurricane Katrina looks like that sort of "forget doctrine, let's make this up as we go along." OTOH, the response to Hurricane Rita was pretty much according to the doctrine. Go figure.
