Discussion: What powers does President have when calling up troops?

Published on May 4, 2015

The president rode to victory through a campaign of hope and promises to end America's foreign engagements in the Middle East. However, since taking office President Obama has used American forces abroad in numerous countries including Libya, Pakistan, Syria, Iraq, and Yemen. Throughout, the legality of the use of force has been questioned by academics, policymakers, media members and the general public. This panel discussion takes a deeper look at the legality of the Obama Administration's use of force, questioning the arguments used by chief policymakers, and even the president.

The School of Public Affairs' Center for Congressional & Presidential Studies (CCPS) presented the panel discussion on April 23, 2015 at American University's Kay Spiritual Life Center. Chris Edelson, Shoon Murray, and Lou Fisher make up the panel of experts, and CCPS's director James Thurber moderates.
