It is not that easy. Trust me I have done this kind of work. Insertion and extraction of a team is not what you think. To many movies. I patrolled the underwater fuel line off Hue South Vietnam many decades ago. Yes the North and Chuck had divers and would plant explosives underwater. We did the same. No SEAL team involved. They were specialized in snatch and grab of high priority targets. All was left to Combat divers and UDT. I have had to go to 220' on compressed air. Down time is limited to maybe 10 minutes with decompression stops on the way up. You blow through twin 90# tanks immediately and fresh tanks are sent down to via a line. You have to ditch and dawn at 150' with next stop at maybe 90'. If you are in a hot zone you have to come up going into the bends with a full load of nitrogen and be thrown in the decompression chambers for possibly hours. Have you seen many vessels running around with decompression chambers. I haven't even begun to tell you about visibility at 200'. You may only be able to feel what you are working on and not see it. Then you have to deal with Hyperthermia. The water temperature at depth in the Baltic Sea will suck the warmth out of your body. You alone cannot replace it. You have to replace your body temperature from an outside source. I know because I have made many cold water dives all the way to the artic circle. Just a few of the plans that have to drawn up before anyone goes into the water. I am sure Doc1 can fill you in on a lot more. I won't.

I wouldn't necessary make that assumption. Everyone is talking to their voters/domestically at this point. He could be as likely to have proof, and be sitting on it as a means o' deescalation, or not being forced to go hotter, as not having proof at all.

You are right. To do it safely takes a fair amount of planning and training. I spent a decade working with Navy divers and on various delivery systems and hard suits and we had procedures on top of procedures that made sure our divers were as safe as possible. But not everyone follows the safest methods. One of my coworkers was a former Soviet Navy diver and he would laugh at all of that but he would also tell stories of all the guys they lost due to bad equipment and poor training. I have also worked with a treasure hunter who would bounce dive at 260' to get a line around something to try to get it up to the surface. When the Empire Knight was found those teams were doing that because they were trying to get stuff off before the site was shut down due to a pollution hazards. They took incredible risks and in the end they didnt get their reward but it can be done. Nuts yes but it was done and they lived.
Until we know otherwise, assume the answer is "yes".
