No Going Back Now: Senate Votes to End Debate on $1.2 Trillion Infrastructure Bill

On Sunday evening, the U.S. Senate voted to end debate by invoking cloture on the $1.2 trillion infrastructure bill. The final vote will come on Tuesday, at the latest.

In the other direction is Sen. Todd Young (R-IN), who previously voted to invoke cloture. The senator, who is up for re-election in 2022, cited an analysis released Thursday from the the Congressional Budget Office (CBO) which revealed that "On net, the legislation would add $256 billion to projected deficits over that [2021-2031] period."

While the senator may not have revealed to Raju whether or not Trump's opposition got to him, it is surely on the minds of some senators, especially those who are up for re-election, as Young is.

The former president made his opposition to the infrastructure package well known, and also took a direct shot at Senate Minority Leader Mitch McConnell (R-KY), as he frequently does. McConnell's support has been key, though he has expressed the need to give Republican amendments their proper consideration.

Trump took aim at McConnell in a previous statement as well. "Joe Biden's infrastructure bill is a disgrace. If Mitch McConnell was smart, which we've seen no evidence of, he would use the debt ceiling card to negotiate a good infrastructure package," he said.

He also warned it could spell trouble for 2022 and 2024, including when it comes to an endorsement from Trump, who is still very much influential in the GOP. "Joe Biden's infrastructure bill will be used against the Republican Party in the upcoming elections in 2022 and 2024. It will be very hard for me to endorse anyone foolish enough to vote in favor of this deal," the former president said.

As Katie and Matt have highlighted, the $1.2 trillion infrastructure bill is in many ways a liberal dream with all that's included.

Infrastructure bill advances to final passage this week

The Senate convened for a rare Sunday session that cut into their scheduled August recess, haggling all day about a package of amendments without reaching a deal. Democrats are counting on the bill to help pave the way for the passage later this year of a much larger spending package that would fund a broad array of social programs.

Lawmakers voted to cut off debate on Sunday evening, setting up another clock that runs out on Tuesday, when the Senate will be able to take a final vote on the bill.

The measure provides $550 billion in new spending, including $7.5 billion on new electric vehicle charging stations as well as billions on mass transit and rail.

A group of Senate Democrats, Republicans and Biden negotiated the deal, however, it never won favor with a majority of GOP lawmakers, who opposed the cost and lack of offsets.

The Congressional Budget Office confirmed their skepticism last week with a report showing only half of the new spending would be offset by provisions in the bill and the rest would add to the deficit. Many Republicans raised objections to the measure, and the Senate defeated a move by Rep. James Lankford of Oklahoma, to block the bill because it was not properly vetted through his committee.

“I’ve been told over and over again that the infrastructure package would be paid for,” Lankford said. “Then I was told, it would be mostly paid for and then the CBO came out a couple of days ago and said a quarter of a trillion dollars of it is not paid for.”

Lankford also criticized a provision to raise funding by selling off some of the nation’s strategic oil reserve, which he noted would be used to pay for electric vehicle charging stations.

Lawmakers hoped to strike a deal on a set of amendments that would include provisions sought by both parties. Senators have negotiated language for an amendment that would address taxing cryptocurrency and another amendment that would allow states to spend some unused federal COVID aid on infrastructure.

While lawmakers are still negotiating votes on amendments, the bill is on track to easily pass by Tuesday.

“Republicans and Democrats agree that roads, bridges, broadband, ports and rail are the building blocks of a healthy economy,” said Sen. Roger Wicker, a Republican of Mississippi, who was among the negotiators. “This bill makes historic down payments on those core priorities.”

The Senate will begin debating a budget resolution later this week that unlocks the ability of Senate Democrats to pass a $3.5 trillion social spending package later in the year without any Republican support. Democrats are linking together the bipartisan infrastructure bill and the $3.5 trillion measure, which they labeled a “human infrastructure” bill. The legislation would pay for universal preschool, free community college, broader access to Medicare and more.

"This mammoth $1.2 trillion infrastructure bill is the runway to Biden’s $3.5 trillion spending spree," Sen. Ted Cruz, a Texas Republican who voted against advancing the infrastructure package, said Sunday.

Eighteen Republicans voted to advance the bipartisan infrastructure legislation in spite of the second, bigger spending bill looming in the weeks again that they will not have the power to block.

Republican Senators praised the funding provisions in the bipartisan bill that would help their states fix infrastructure, replace aging water pipes and expand internet access.

“Tonight is the real infrastructure deal that America needs,” Wicker said.

Roger Wicker has been the biggest scum bag for a while now. And totally expected this from him. He's just about quit going to First Baptist in Tupelo, because he gets a lot of flack. But not from the preacher, he's as liberal as Wicker is. So I guess his soul is safe.

He said a while back that he doesn't see why they need to vote on budget's, ceilings, anything financial, just do it.

I guess he thinks all that voting is hard work.

It seems like they have raised the debt ceiling every year that I have been alive...

In August 2019 the debt limit was suspended through July, 31 2021 (almost like they knew covid was coming and got ready to spend trillions more with no limit) now either they extend the suspension or reset the debt limit to the previous ceiling of $22Trillion + all the debt accumulated since August 2019 + an amount necessary to keep spending more for a few months until a limit is reached again, the new limit was reinstated around $28.5 trillion the end of July . The Treasury expects it has enough money through late October/early November to keep paying it's bills.

Democrats will try to raise the debt limit or suspend it in their $3.5 trillion reconciliation bill because supposedly not a single Republican will vote for it as a stand alone bill which would stop this bill dead in it's tracks.

Per another thread here on Main, part of that bill has, hidden within it the bill a 'progressive' Dem Senator (whose name escapes me at the mo) has been TRYING to get passed for years now. It's the provision that the FDA is mandated to make ALL SUPPLEMENTS sold over-the-counter to be subject to the SAME testing / requirements as PRESCRIPTION DRUGS.

Meaning that many supplements (both vitamins and herbal) will either go astronomically high in price, or the (often-small) companies that produce them will be unable to meet the costs of conforming to this new mandate and will go out of business.

But then the socialized-medicine crowd wanted to do this ever since HILLARY came up with HER socialized medicine program when Bill was in office (I remember that was part of her plan).

The supplement thing turned out to be fake news BS. There was another bill, same number back in 2013 that did try to do what you described. It never went anywhere. Several of us searched the current bill for various key words and NONE of them were in there.

Good to hear it's not in there ....for now....BUT....

They control the rules etc. There's probably things much more-heinous than this drafted, edited, and lying in wait to be inserted just before the vote.
