We continue to follow developments in Ukraine very closely. We deplore
the tragic loss of life. We welcome the fact that violence has been stopped
through negotiations that paved the way for a peaceful outcome. We
emphasise the importance of an inclusive political process based on
democratic values, respect for human rights, minorities and the rule of law,
which fulfils the democratic aspirations of the entire Ukrainian people.

NATO and Ukraine have a distinctive partnership, embodied in the
NATO-Ukraine Commission. Through that partnership framework, NATO
stands ready to continue to engage with Ukraine and assist with the
implementation of reforms. Defence reform and military cooperation
remain key priorities. We commend the Ukrainian armed forces for not
intervening in the political crisis. In a democracy, it is imperative that the
armed forces do not intervene in the political process. We underscore the
need to strengthen democratic control over the defence and security
sector, with effective parliamentary oversight and the robust involvement
of civil society. In the context of recent tragic events, transparent
democratic and accountable institutions are essential to the future of
Ukraine.

A sovereign, independent and stable Ukraine, firmly committed to
democracy and the rule of law, is key to Euro-Atlantic security. Consistent
with the Charter on a Distinctive Partnership between NATO and Ukraine,
NATO Allies will continue to support Ukrainian sovereignty and
independence, territorial integrity, democratic development, and the
principle of inviolability of frontiers, as key factors of stability and security
in Central and Eastern Europe and on the continent as a whole.
And as the military escalations - now on both sides - escalate some more,
the algos are BTFATH. Let's sit back and watch which back off first.

Brussels (AFP) - NATO said Wednesday it will continue to help Ukraine, which has close
ties with the military alliance, to push ahead with democratic reforms.

"Ukraine is a close and long-standing partner to NATO. And NATO is a sincere friend of
Ukraine," alliance head Anders Fogh Rasmussen said.

"We stand ready to continue assisting Ukraine in its democratic reforms," he said as he
went into a regular NATO defence ministers meeting.

Rasmussen said recent developments in Ukraine, once a communist Moscow satellite,
will be discussed at the two-day meeting at NATO HQ in Brussels.

Asked if he had been in contact with Russia following the ouster of the pro-Russian
president Viktor Yanukovych, Rasmussen did not reply directly.


"Let me stress that it’s for the Ukrainian people to determine what should be the future
of their country," he said.

"We take it for granted that all nations respect the sovereignty and independence and
territorial integrity of Ukraine."

"This is a message that we have also conveyed to whom it may concern," he said,
without naming Russia.


Yanukovych and his allies are widely believed to have since gone into hiding in the
Russian-speaking southern peninsula of Crimea, that is now threatening to secede from
Ukraine.

Besides deep political and economic ties, Russia uses Crimea as the main base for its
Black Sea fleet and there has been some speculation Moscow could intervene directly to
secure the base in the event the country breaks apart.

In 1997, NATO set up a joint commission with Ukraine to oversee relations and in 2008
agreed that Kiev could be considered for membership of the Cold War era alliance.

A few days ago we reported that the Ukraine decided to call Russia's "trump card" bluff - that would be everyone else's reliance on Russian gas supplies - when it drastically cut imports of Russian gas by 80% in February, seemingly to demonstrate its energy independence from Puting. Now Russia has decided to take the Ukraine to task, by announcing it has halted oil deliveries to the Ukraine Odessa refinery. Hopefully the Ukraine, whose foreign currency reserves tumbled from $17.9 billion on February 1 to $15 billion currently, has alternative means of supplying itself with energy from benevolent sources, particularly those who are willing to provide the country with oil in exchange for goodwill.

Russia’s oil company LUKOIL has stopped oil supplies to the Odessa refinery in Ukraine.



“The last tanker was sent on December 29,” a company official said on Wednesday, February 26.



Ukrainian media reports said earlier in the day that police had sealed oil tanks at the Kherson refinery. Oilnews quoted eye witnesses as saying that police had blocked all exits from the Odessa refinery in the morning of February 25.



On February 24, the refinery’s Director Valery Chakheyev tendered resignation; executive Director Sergei Kuznetsov and other top managers also walked out of the enterprise’s offices.



Media reports also said that the refinery would soon stop operation as it gets no more oil from the Sintez Oil transshipment centre that has stopped supplies to the enterprise because of its debts.



The refinery has also been notified about the coming termination of power supplies from February 27 because of the unpaid debts.



Telephones at the Odessa refinery do not answer. Sintez Oil officials told ITAR-TASS they “have no information."

Ukraine may have gotten its indepdence from Russia. One wonders how much it likes being independent of heating and energy too.

The White House is urging "outside actors" to respect Ukraine's sovereignty, as
neighboring Russia prepares for massive military exercises.

White House spokesman Josh Earnest said the U.S. is aware of Russia's plans to
launch the military maneuvers
. While Russian officials said the exercises were
unrelated to the tensions in Ukraine, these exercise will take place near the shared
border between the countries.

Without specifically mentioning Russia, Earnest also called on others in the
region to end "provocative rhetoric and actions."


Russia has questioned the legitimacy of Ukraine's acting government, which took
charge after pro-Russian President Viktor Yanukovych fled after signing an agreement
aimed at ending his country's three-month political crisis.

U.S. F-15s scheduled to perform a flyover in Estonia, intercepted a Russian
spyplane then took part to the parade.


On Feb. 24, Estonia celebrated its independence day.

Part of the celebrations was also a military parade in the city of Pärnu. U.S. F-15C
fighters belonging to the 48th FW, currently deployed to Lithuania’s first air base in
Zokniai, near Siauliai, took part to the flyby but they were forced to do double duty
since they were first diverted to intercept a Russian plane.

Unfortunately, no details about the aircraft that was intercepted were released. The
official statement by Estonian authorities says only: “Fighters identified the plane as a
spy plane belonging to Russia.”

The U.S. Air Force has four F-15s from RAF Lakenheath deployed to Lithuania to
undertake air policing in the Baltic states. The aircraft have replaced the Belgian
F-16AMs and, since January, they guard the airspace over Latvia, Lithuania and
Estonia, whose air defense is provided on a rotational basis by 14 NATO states since
2004.

Aircraft on QRA (Quick Reaction Alert) at Siauliai are often scrambled by CRP (Control
and Reporting Post)

The majority of Ukrainians are not affiliated to any organised religion, and a significant portion of the population is atheistic. Estimates compiled by the independent Razumkov Centre in a nationwide survey in 2006 found that 75.2 percent of the respondents believe in God and 22 percent said they did not believe in God. 37.4 percent said that they attended church on regular basis.[227]

Among Ukrainians who are affiliated with an organised religion, the most common religion in Ukraine is Orthodox Christianity, currently split between three Church bodies: the Ukrainian Orthodox Church – Kiev Patriarchate, the Ukrainian Orthodox Church autonomous church body under the Patriarch of Moscow, and the Ukrainian Autocephalous Orthodox Church.[228]

A distant second by the number of the followers is the Eastern Rite Ukrainian Greek Catholic Church, which practices a similar liturgical and spiritual tradition as Eastern Orthodoxy, but is in communion with the Holy See of the Roman Catholic Church and recognises the primacy of the Pope as head of the Church.[230]

Additionally, there are 863 Latin Rite Catholic communities, and 474 clergy members serving some one million Latin Rite Catholics in Ukraine.[228] The group forms some 2.19 percent of the population and consists mainly of ethnic Poles and Hungarians, who live predominantly in the western regions of the country.

Protestant Christians also form around 2.19 percent of the population. Protestant numbers have grown greatly since Ukrainian independence. The Evangelical Baptist Union of Ukraine is the largest group, with more than 150,000 members and about 3,000 clergy. The second largest Protestant church is the Ukrainian Church of Evangelical faith (Pentecostals) with 110,000 members and over 1,500 local churches and over 2,000 clergy, but there also exist other Pentecostal groups and unions and together all Pentecostals are over 300,000, with over 3,000 local churches. Also there are many Pentecostal high education schools such as the Lviv Theological Seminary and the Kiev Bible Institute. Other groups include Calvinists, Jehovah's Witnesses, Lutherans, Methodists and Seventh-day Adventists. The Church of Jesus Christ of Latter-day Saints (Mormon) are also present.[228]

There are an estimated 500,000 Muslims in Ukraine and about 300,000 of them are Crimean Tatars.[231] There are 487 registered Muslim communities, 368 of them on Crimea. In addition, some 50,000 Muslims live in Kiev; mostly foreign-born.[232]

The Jewish population is a tiny fraction of what it was before World War II. (In Tsarist times, Ukraine had been part of the Pale of Settlement, to which Jews were largely restricted in the Russian Empire.) The largest Jewish communities in 1926 were in Odessa, 154,000 or 36.5% of the total population; and Kiev, 140,500 or 27.3%.[233] The 2001 census indicated that there are 103,600 Jews in Ukraine, although community leaders claimed that the population could be as large as 300,000. There are no statistics on what share of the Ukrainian Jews are observant, but Orthodox Judaism has the strongest presence in Ukraine. Smaller Reform and Conservative Jewish (Masorti) communities exist as well.[228]

One 2006 survey put the number of non-religious in Ukraine at approximately 62.5% of the population.[234]
