Iran sent people with briefcases full of cash back in 1992 when Russia collapsed, Mongo and bought nuclear warheads from torpedos and arttillery shells. They walked up to Russian soldiers who hadn't been paid in months. Iran has possesed dirty nukes going on some 30 years now.
It is a case of the usa not admitting it. Iran also has likely reprocessed it by now.

Good old psychological warfare, portraying to their supports, Hamas have the upper hand over Israel and are able to “command movement” of people in Tel Aviv, to then make the Israelis nervous of the impeding attack after.
