Yeah. The concrete can either be "flexible" like Jersey barrier based concrete blast walls and storm water drainage structures further hardened with sandbags as appropriate or poured in place permanent structures.

Update: Israeli Defense Minister: The situation in Lebanon is terrible, and we can make it worse.

Israel is going to be subject to more than that the minute they really reply to the shipping attacks. They're going to have to weigh the threat of heavy conventional rocket bombardment upon Israeli population centers against the rapidly growing guarantee of being under threat from Iranian nuclear weapons. This is very likely going to go very hot real soon.

Seems this is going to go off bigtime soon. It will be interesting if Hamas joins in as well

The commander of Iran’s Islamic Revolutionary Guard Corps has met with Hezbollah No. 2 Naim Qassem, according to photos published today.
The meeting between Maj. Gen. Hossein Salami and Qassem, who is in Tehran for the inauguration of new Iranian President Ebrahim Raisi, comes a day after Hezbollah fired 19 rockets at Israel in the heaviest barrage since the 2006 Second Lebanon War. Israel responded with limited artillery fire.
Salami tells Qassem that “the capacities are ready for the collapse of the Zionist regime,” according to Iranian state-linked media.

If all of the rockets are stored in bunkers in Lebanon, why isn't Israel using bunker busters to address the stored rockets?

I saw a report a bit ago. One community in southern Lebanon had Hezbollah rickets in every third building. Not sure about the rest of southern Lebanon, but it's likely very similar.
Its very common for munitions to be stored in houses.
The civil loss of life would be insane. If Israel mounted an effective attack.
Everyone knows this war is coming.
Israel has not wanted to go back into Lebanon, since 2006.
Israel has not replenished it's anti missiles from the Gaza war.
And Hezbollah just keeps getting more missiles.

Iran is using Hezbollah for deterance against an attack on Iranian nuclear infrastructure.
A missle war with Hezbollah, will be devastating.
When the Iran bomb is a reality, which is very likely and soon, showtime.
Than a big missile war with Iran and Hezbollah.

This eventually will go 100%. When it does it will make the butcher's bill for the first day of the Somme look like an ante. Israel has a rapidly closing window visa vi Iranian nuclear capability (personally I think they already have a couple but not enough to rely on).
