October 7, 2021 RE: Update Vaccine Mandate Team ACI, Since my last letter there have been significant changes to the Washington State Vaccine Mandate, Proclamation 21-14.2, going into effect October 18, 2021 which we wanted to keep our employees informed about. Just this last week we received a letter from the City of Bellevue that states project’s we are working on, fall under the Washington State Vaccine Mandates requiring all contractor’s employees to be fully vaccinated without allowing for a testing option for unvaccinated employees. Although the City of Bellevue is pushing back, this could force us to shut the jobs down until we have enough vaccinated employees on these crews to continue with production of the impacted projects. Washington State Department of Transportation has also sent out a memo stating that they will be revising their Standard Specifications requiring full vaccinations from all workers on all future work. These specifications are adopted by most engineers and put into all specifications for municipalities that we bid and perform work for. Additionally, King County has also issued a memo stating that all County workers and contractors must be fully vaccinated by December 2, 2021. We are also afraid that once OSHA releases their protocol for the vaccination mandate it will also become a ruling very much like wearing a hard hat or shoring in a trench over 4 feet deep. It looks like, the reality is that if you want to work construction in the future you will need to be exempt or vaccinated even for companies smaller than 100 people; it is only a matter of time and testing may not, necessarily, be an option on all projects. Please, for your sake and ours, review your religious or medical exemption options or get your vaccination up-todate as we are running out of time. It may not be up to ACI to review or approve the exemptions, so please work with ACI’s Human Resources Department or your supervisor as soon as you feel you might have an exemption to file in order to coordinate the paperwork. Please start this process now; ACI will work with you to provide the time it takes to take care of this. The enclosed memo explains how to get vaccinated and how to turn your vaccination record into ACI’s Human Resources Department. We are here to support you and it is still our stance that it is your body and your choice.
