This is a new Executive Order by Biden. It makes a conservative sick to their stomach, with all the talk of "equity".

and this is the old one for Hispanics by Trump it replaces (see Sec. 4a of the new order) which seems less objectionable because it talks of "opportunity" not "equity" -- which in turn superceded something for Hispanics from the Obama administration in 2010. This old one by Trump is terminated, as well as anything else that covers the same ground as Biden's wide-ranging announcement.

But note Sec. 4c of the new order: Each agency shall bear its own expenses of participating in the Initiative established in this order.
I don't see an equivalent statement in the old order.
So maybe this order by Biden does the following:
Creates a new glorious wide-ranging program that will supercede whatever else was out there specially helping Hispanics -- and defunds all of it!
