The USDA and APHIS are embarking in a new direction and mission that you will see unfold through the next three years. Regulations from this point forward will be evolutionary. They be continually changing and regulations that will be released in the next months seek to be free burdensome regulatory process. Subtly and quietly forthcoming regulations will garner the authority to rid themselves of the “chains” of traditional accountability through the regulatory process. By 2015, agencies will have set themselves up in essence, to become the gods of life and death.
You are a consumer of food so whether you own an animal or not, by their definition of ‘animal,’ you will be impacted. We are witnessing a series of regulations being rolled out as of last Friday with the ending of the comment period on the Animal Health Traceability. You will have an opportunity to comment on future proposed regulations and it behooves you to do so. In the past your regulatory comments did little to impact proposed regulations but in the coming months and years your voice and opposition will be increasingly more critical for all of us to maintain our Republic.
The next regulation up for comment is the Animal Health Monitoring and Surveillance System (AHMS). With this proposed regulation the USDA and APHIS are casting a wide net to capture your personal identifying information (PIA). As is typical AHMS lacks comprehensive definitions which makes it difficult for you to gain true clarity and understanding on their proposal. The AHMS seeks to collect, manage, evaluate, control, build infrastructure, surveillance, monitor, disseminate and enforce all public health information and systems. The AHMS proposal also insert vast programs into the proposal without providing you the intrusive details of these inclusions such as MIMS and the comprehensive Security Plan for their supposedly ‘secure’ web-based system and where locations of these ‘secure’ databases. Are held on American soil?
The United States throughout history have maintained the highest quality and standards of health in the world but this era is coming to a close. People who have voluntarily consented to disease programs discover themselves integrated under the all-encompassing black “umbrella” agencies that carry the whipping power of enforcement striking their bodies.
Currently we all have protection that was put in place at the birth of our country with our Constitution, Bill of Rights, and Founding documents. As you raise your voice of opposition demand the agencies harmonize and align every word of their regulation with these Founding Documents. We are all witnessing the erosion of our liberties and it is now time to take a stand and stand firm.
Let’s talk the details of the AHMS. The program lists the personal identifiable identifiers such as name, address, phone number, email; and categories that it plans to seize through a military operation that you will see in forthcoming regulatory proposals. The AHMS will begin to claim statutory authority to capture and link person and entities latitude and longitude coordinates, and to publicly publish lists of individuals and entities not in compliance with animal health regulations many of which are totally foreign to our Bill of Rights. While we are on the topic of foreign the AHMS is claiming authority to share your with a multitude of agencies, partners, collaborators, adjunctive bodies, and foreigner’s. In a sneaky move the USDA & APHIS is going in a slippery move to begin to phase in the deep ecology philosophy of Agenda 21 these agencies will commingle your data with that of wildlife, feral animals, and ‘alternative livestock’. You may ask what is ‘alternative livestock’? From the bowels of the VS 2015 documents they are defined genetically modified organism cattle and livestock which produce human proteins. These agencies are also going to capture your data and apply it to the green policies which “(10) identify patterns, trends, and anomalies indicative of fraud, waste, or abuse.” The agencies fail to consider that their frivolous “services” are fraudulent, wasteful, and abusive the very characteristics which you will be accused of. A particular emphasis of global standards is record-keeping and in the keeping with the spirit of invasive record-keeping demands that all your personal identifiable identifiers for 150 years. The agencies justify the capture of this information because the “supposed” viability of bovine spongiform encephalopathy (BSE) known as Mad Cow. The problem is that nobody knows what causes BSE and nobody can scientifically-prove the life-span of BSE. Furthermore, why subject all seized personal identifiable identifiers to an obscure disease? The implications of this 150-year clause are horrendous. Your title can be clouded for generations. If you are accused of some disease and later found innocent but your property depopulated, quarantined, and possibly transferred to federal control and the ripples from that accusation could continue its devastation for 150 years! How does the USDA plan to address manipulation of scientific data? It remains silent on the issue. Continuing, your records can be retrieved any agency and their friends including Third Party Contractors which then removes your data from the last remaining vestiges of privacy. One of the most horrendous clauses in AHMS proposal places you in a Catch-22 by establishing regulation that says in order for you to request information in your own file, seized, unauthorized, and without written consent, you are required to provide a plethora of personal identifiable identification including photographic identification which they in turn will add to their databases without your consent! This is clearly a blatant violation of the enumerated Bill of Rights. The USDA & APHIS provide no Opt-Out for persons wanting to exercise protection for various reasons including religious exemption, Bill of Rights, and Constitutional reasons.
In closing, the AHMS is the second step of a comprehensive mission and plant that the USDA and APHIS are undertaking at the behest of their global puppeteers. These agencies are hoping that you do not take the time to become informed and take action on the AHMS. Agencies have been gradually eroding your protections that keep your private identifiers and secure. These agencies are now demanding the right and authority to capture and seize all your personal information. Do you trust an agency with your intimate personal information when they cannot even spell the word surveillance, or was it a Freudian slip of the pen?

The Respondent hereby directs the USDA and APHIS to:
• Align and harmonize the AHMS with the Bill of Rights, Constitution, Founding Documents
• Provide to the Respondent and public all definitions requested
• Provide to the Respondent all clarification for all points requested
• Provide to the Respondent and public the results of all conducted and requested risk assessments
• Provide to the Respondent and public all rationale and scientific evidence to prove each insert and clause in the AHMS
• Provide to the Respondent and public the comprehensive AHMS Security Plan
• Provide to the Respondent and public all information requested or demanded
• The Respondent demands that the USDA and APHIS and decentralize as dictated by our Founding Documents and the Respondent forbids identified agencies to put public health in centralized & federal hands
• The Respondent demands an opt-out and alternative method for people who in the spirit of personal responsibility or freedom of expression of religion want to protect all of their own personal identifiable identifiers (PIA, PII) against identity compromise, robbery, theft, and exploitation of their personal identifiable identifiers (PIA, PII).
• The Respondent demands that any and all changes to any part of the AHMS regulation go through the entire regulatory process to ensure that the agencies take no short cuts in their quest to rid themselves the regulatory process and free themselves of accountability to We the People.
