I'm quite certain this is a standard piece of clipart which had the caption added long after it was drawn. Just to keep things simple, let's say that Cindy is somewhere between nineteen and twenty-two years old, but poorly-rendered.

In fairness, we don't really see the girl in the cart. If she has some kind of development issue, there could be a very good reason for her to sit rather than walk. I've seen kids like that in those carts before.


But yeah, spandex at that weight is not advisable, and flesh-tone spandex is probably a criminal offense.
