Not exactly true, June 19, 1865 is when the slaves got word on Galveston Island, TX that they had been freed. Two and a half years after Pres. Lincoln's Emancipation Proclamation.

There are other problems with that: Like Lincoln had no jurisdiction over TX since it had seceded from the Union in Feb., 1861, and his EO was signed in 1863.

But I see what Jefferson 1776 is getting at, so no problems on my part.
