One can be sure that it is a "definitive" list since it was a source of taxation for the local government. Errors and omissions are unlikely as can be seen by the "*?" of one of the last entries - no source of taxation, even a quadroon offspring of indeterminate name, would go un-mentioned/listed.
(A "quadroon" is by definition 1/4 Negro.)
