The FBI will investigate the death of a black man in the US state of Minnesota after a video emerged showing a police officer kneeling on his neck.

In the footage, the man believed to be in his 40s is heard groaning and repeatedly saying "I can't breathe" to the officer, who is white.

The Minneapolis Police Department said the officers had responded to a report of a forgery in progress.

It said the man died after a "medical incident" in a "police interaction".

It is the latest accusation of US police brutality against African Americans. One of the most recent high-profile cases include an officer in Maryland who fatally shot a man inside a patrol car.

The incident in Minneapolis on Monday evening began after officers located the man in his car, police said in a statement. They were told the man, who has not been identified, was "sitting on top of a blue car and appeared to be under the influence".

After being ordered to step away from the vehicle, the man physically resisted officers, according to police. "Officers were able to get the suspect into handcuffs and noted he appeared to be suffering medical distress," the statement added.

In the 10-minute video, the man is kept on the ground by the officer and, at one point, says: "Don't kill me".

Witnesses urged the officer to take his knee off the man's neck, noting that he was not moving. One says, "His nose is bleeding", while another pleads, "Get off his neck."

The man then appears motionless before he is put on a stretcher and into an ambulance.

Police said no weapons were used during the incident and that body camera footage had been handed to the Minnesota Bureau of Criminal Apprehension, which is investigating the case. Two of the officers involved have been put on paid administrative leave.

After the video emerged, the bureau said in a statement: "As additional information has been made available, it has been determined that the Federal Bureau of Investigations will be a part of this investigation."

Disturbing video of a black man begging Minneapolis Police officers to let him breathe circulated online Monday night, and the man's death is now the subject of a state and federal investigation.

A bystander clip captured outside the Cup Foods store on Chicago Avenue in south Minneapolis starts with the man already on the ground, in handcuffs, and groaning under the weight of a cop's knees on his back and neck.

"Please, man," the man says. "I can't breathe."

"Bro, you got him down, let him breathe at least," says another man, who sounds like he adds: "one of my homies died the same way."

"My stomach hurts, my neck hurts, everything hurts," the man on the ground says. And later: "They're gonna kill me, man."

As the man says and struggles less, a gathered crowd continues asking for mercy, with one man saying the cop pinning the man down using his knees is "bogus." Roughly three minutes into the 10-minute video recording, the man stops moving altogether.

Witnesses become more vocal -- "look at him!" one cries; "he's not responsive right now!" says another -- but the cop pinning the man doesn't give up, as a second officer stands in front of the crowd, defiant, at one point saying: "Don't do drugs, guys."

Minutes after the man has stopped moving, the cop continues to apply his body weight. Paramedics arrive, and one checks the man's pulse. The cop with his knees on the man doesn't take his weight off until a stretcher is pulled over. By that point, the black man has not moved in roughly four minutes, and his limp body is dragged and lifted onto the stretcher and then into an ambulance.

The man, whose identity has not been released, was declared dead at a nearby hospital soon after his arrest, according to the Star Tribune, which, paraphrasing Minneapolis Police spokesman John Elder, describes the man as having "suffered a medical episode while struggling with officers."

Elder said an ambulance was called because the man was in "medical distress" at the time of his arrest.

His death will be investigated by the Minnesota Bureau of Criminal Apprehension and the FBI, with the federal agency apparently joining at the behest of the local police. "As we started digging into this and seeing more we realized that the FBI needed to aid in this investigation," Elder said, according to the Strib, which adds, again paraphrasing Elder, that the cop's maneuver is "not a department-authorized chokehold."

Elder says the incident started when police responded to reports of an alleged forgery at a nearby business and found a man who matched the suspect's description.

Names of the officers involved have not been released, and they have been placed on administrative leave.

Well...that will cause a ruckus. Will wait for the ME to weigh in, but the video is pretty damning.

Those cops look to have screwed up bigtime. I've always heard that "if yer talking, yer breathin' " but sure seems like something vital was being restricted to eventual negative effect. The guy looks like he pissed, which, with a druggie...who knows...but usually a sign of extreme duress, then foaming at the mouth by the look of it...not something you consciously make up to be dramatic there.

I am no fan of misbehaving individuals....but cops killing people out of negligence, stupidity, arrogance, etc. Pisses me off to no end.

I just cant figure out how a profession with so many counter insurgency veterans cant stop and think long enough to understand what the loss of popular support among those being policed results in..

Minneapolis Police Chief Medaria Arradondo has announced that four officers are now “former employees” with the department, following the death of George Floyd in South Minneapolis Monday evening.

On Tuesday afternoon, the office of lawyer Tom Kelly confirmed they were representing one of the officers involved in the case, and confirmed his identity as Derek Chauvin.

George Floyd was arrested Sunday night for an alleged forgery at a deli. Officers say he resisted arrest before one of the officers kneeled on Floyd’s neck.

The video shows Floyd struggling, and you can hear him saying he could not breathe. Four minutes in, Floyd appears to go unconscious. The officer continued to hold him down, until Floyd was pulled onto a stretcher.

Minneapolis Mayor Jacob Frey saw this entire video and called it “wrong on every level.”

“I believe what I saw and what I saw was wrong at every level. This does not reflect the values that Chief Arradondo has worked tirelessly to instill. It does not represent the training we’ve invested in or the measures we’ve taken to ensure accountability. Being black in America should not be a death sentence,” Frey said.

The attorney representing Floyd’s family called it abusive and excessive. The police union said this is not the time to rush to judgment.

The OP mentions a case in MD of a cop killing a suspect. That one happened in Prince George's county Md (PG county) and it was a black cop who shot and killed a black suspect. From the looks of it, it was more of an execution than a shooting.
Just wanted to add some local "color" to that story.

Unfortunately, this one has authenticity and justification behind it--- hopefully it can be tied in people's emotions to another example of government overreach and literal boot to the throats from the establishment types, who have been those power hungry Democrats recently, and not DjT or his admin.

How about if blacks stop committing crimes, then resisting police. How 'bout if blacks shut their ****ing mouths when having a situation with police. Some say, " he didn't deserve to die for forgery", that is correct but if he never forges in the first place then he never meets the cops, at least not today. It is George Floyd's fault that he is currently dead. If he shuts his ****ing mouth and doesn't give police any trouble, then he doesn't have them to contend with plain and simple.

His ACTIONS caused him to need to be subdued. When he was FINALLY in compliance, lying still, and begging to be let up because he could not breathe, and as he lost consciousness he lost ANY control of the situation he MIGHT have had 7 minutes earlier when they dropped him INTO that position.
His DEATH was caused by the officers. ANY time during the last 2-4 minutes they COULD have moved him to the car. Once he passed out they SHOULD have moved him either to the prowl car or to a squad.
Cops APPEAR to have screwed the pooch on this one, but I'm open to an alternative explanation though I have no friggin clue what they might consider to be a valid explanation for the apparent actions and lack thereof.

The cops screwed up big time........................but the Black guy screwed up big time before leading to that possibility to begin with.

A person who commits a crime or even a minor illegal activity..........and then escalates the issue of arrest with police and begins to physically resist arrest is not an innocent victim of this confrontation....................yes he's a victim of a police killing but not an innocent victim of the situation..........

The problem is that the poster child of the innocent victims label in the Black culture are usually 1) in the act or just committed a crime..........2) in an illegal altered state of mind...........3) begin to verbally and then physically confront police action...............and for this they are given sainthood in their death.

While what was the circumstance of the White woman that Black Africa cop shot and killed up in MN not too long ago?............1) she committed no crime.......2) was sober and and in a normal state of mind.................3) cooperated in follow up with police only to be killed by a low IQ African AA hire..........that is an innocent victim first of the situation.......and then of a killing by the police.

Remember ole innocent Rodney (Can't we all get along!) King?........that coked up 100 mph chase he lead the police on and then resisted arrest and attacked them?

How did his life turnout after he hit the ghetto lottery lawsuit?....................yup the jungle in him never changed and he became yet another dindu "model citizen" of Black culture right to his early death.

My brother tried to outrun the police and got chased after he refused to stop for a traffic violation........and when it became apparent he couldn't outrun them he pulled over to the side......immediately got out of the car and got up against the car face first with his hands behind his back exposed to the police ready to be handcuffed.............no talk back, no physical altercation..........the cops had their guns drawn but just approached him, cuffed him and took him away.

When the gig is up the gig is up..................your rights and law is on your side if you cooperate accordingly. Blacks will never get that because they are told horror stories of "innocent Black victims" and so they figure they may have settle the score..................the dindus of the world always refuse to take a path in confrontation that will preserve their rights in due process of the law to risk further escalation and the way some police action is today you can't be assured your rights will be maintained so you best cooperate and avoid what could get out of control.

Blacks either don't get it or don't want to get it..........or else they are fed the line from day one that if there are police around the Black man will be in trouble no matter what they do.

and that's my last post on this most recent altercation with Blacks and the law as I'm frankly Negro fatigued about all their "sainthood" at this point thanks in big part to the media and politicians.

I've never been an LEO, During my EMS days though, I got to see the cops take down a perp and "immobilize" him on a couple of occasions. Once the guy was down, the knee was placed on the upper back, mayber 4-6 inches from the base of the neck,, time for the perp to be handcuffed, or roll a stretcher up to the perp. I NEVER saw a cop place his knee on someone's neck.

And if you look at the photo, that cop's knee in dangerously close to the perp's carotid artery. I'm wondering if the knee caused lack of blood flow to the brain. A "sleeper hold" that when on for too long...

Well some of you are correct, the black guy did give the cops the opportunity to kill him.

The place to resist isn't on the street, its in front of the judge (if it even got that far)
The black guy would have gotten off with nothing.

I'd bet a cop sized doughnut the prosecutor would have declined to prosecute.

Doz, all my cop acquaintances base their responses on whether or not the person they are taking into custody is complying or not. One guy was pretty clear he would MUCH rather be tasered than pepper sprayed because when the guy with the switch turns it OFF, the pain STOPS. Unlike Pepper spray which is very much the gift that keeps on giving.

I wondered why 4 cops were fired when they posted it. Then I saw a reverse photo taken by someone across the street. the other 2 cops were holding the guy down by the arms and feet. So that's 3 cops holding this guy down with one on his neck. Was the guy stupid for commiting a crime. sure but passing a bad a check and fighting cops ( if he did according to more video ) is NOT a death sentance unless you feel that the cops can kill you if they say you resisted. Always a good idea to give them that much power. Ends well.

Yeah, kneeling on a throat is probably one of those things they should avoid doing. Then again as much as I understand and respect those who serve, it really bothers me when they get into groups. Bad things seem to happen.

Why did four cops need to keep him pinned to the ground for 10 minutes?

In hindsight at least, it sure looks suspicious how the police have the suspect almost under the police vehicle and the four of them sure appear to be attempting to shield the view of the suspect to onlookers.

Why not just put him in the backseat and drive away?

Especially with onlookers heckling and videotaping the detention?

I always said, there are two types of people who become cops. 1) those who truly want to help society and protect and serve and 2) people who see it as a profession to stroke their ego and make them feel powerful.

Basically, you get either a genuinely helpful and concerned officer, or one high on power and attitude.

I was ready to bet money that this guy had a lengthy rap sheet, judging by the way LE piled on him. I'm not familiar with the MN criminal court records but all I did find on him is 2 minor traffic violations dated 2017 and 2018. My jaw dropped when I saw this so I went FaceBooking and found he was a native of Houston working as a security guard for a number of years. The post heaps praises on him: "gentle giant, good person, good friend, loved, etc." He also went by Floyd Perry.

I wonder why he left Texas to go to the frozen north and what did he do there? To answer my own question, he worked here:
