Our county citizens have been working on perfecting a local Food Freedom Ordinance to be submitted to the county commissioners in the next few weeks. I'd suggest you get together with other locals in your area who are like minded, download our ordinance, tweak it to your county specifics and get it going.

Your county government is above your state mandates, and federal intrusion as well. Get it in place now so you have protection in the near future.

yes, and the 'code' is implementation of the terrestrial animal health code, aquatic code, diagnostic and vaccination manual-where we get obaaamacare. each 1500 pages of code that sadly we have adopted down to the city level. in this code it defines humans as an animals so it is an all in one package. it also includes the environment. this is what is known as one heath, the merging of human, animal, environment into one. they are doing it on multiple platforms from molecular to universal. if you are interested in this merging, one health, just go to my website and type in one health, there is a link to some radio shows i did and articles also.

Border Guard unfortunately the states took the bait....to get federal dollars for anything from roads to medical to yes even NAIS, the states signed on the dotted line a legal contract with the fine print of SF 424 A & B. That form states that in exchange for federal dollars they would implement and show quarterly proof of implementation all these unconstitutional acts and executive orders including clear water act, clean water act, scenic wild rivers.... multiple executive orders. I have copies of the contracts signed that I obtained under FOIA and Public Disclosure. When we started opposing legislation I asked the likelihood of it passing. It was a negative that the state would put up with the consequences of coercion and their selling their state down the river.

Yep we have a good ol boys club running things. One time I found out about a dawn good ol boys club meeting where they would determine what bills would move forward and which would be nixed, you should have seen the look on their faces when we showed up :-) It ranked up there with the time the Senators were delayed and as a result we the people got invited to a meeting of the North American Union. When the senators came in they almost keeled over because we were in process of exchanging business cards...and you will be brought before kings and princes.....

SUPPLEMENTARY INFORMATION: The Privacy Act of 1974, as amended (5
U.S.C. 552a), requires agencies to publish in the Federal Register
notice of new or revised systems of records maintained by the agency. A
system of records is a group of any records under the control of any
agency, from which information is retrieved by the name of an
individual or by some identifying number, symbol, or other identifying
particular assigned to an individual.
The Animal and Plant Health Inspection Service (APHIS) of the U.S.
Department of Agriculture (USDA) is proposing to add a new system of
records, entitled APHIS Animal Health Surveillance and Monitoring
System (AHSM), that will be used to maintain records of activities
conducted by the agency pursuant to its mission and responsibilities
authorized by the Animal Health Protection Act (7 U.S.C. 8301 et seq.);
Bovine Johne's Disease Control Program (7 U.S.C. 7629); and the Public
Health Security and Bioterrorism Preparedness and Response Act of 2002
(7 U.S.C. 8401).
APHIS' Veterinary Services (VS) program will use the AHSM to
collect, manage, and evaluate animal health data for disease control
and surveillance programs. The AHSM will assist APHIS in obtaining and
analyzing relevant epidemiological information, identifying appropriate
response tactics, and effectively responding to an animal disease event
in the United States. It will also allow us to identify and notify the
owners of animals that have been or may have been exposed in an animal
disease event. The AHSM may also be used to document animal health
program results to justify expenditures and compile statistical data
about animal disease control or surveillance programs.
The AHSM contains modules for the Veterinary Services Laboratory
Submissions (VSLS), the National Poultry Improvement Plan (NPIP), and
the Mobile Information Management system (MIM).
The AHSM contains personally identifiable information about the
individual listed as the contact person for the location where the
animals subject to animal disease control or surveillance programs are
maintained and the owner of animals involved with animal disease
control or surveillance programs. Such information includes name;
mailing and physical address, including city, county, State, postal
code, and latitude/longitude coordinates; telephone number; email
address; and any animal, sample, or location identification numbers
associated with the person. The system also contains information about
APHIS employees, cooperators, and contractors who are directly involved
in animal disease control or surveillance program activities such as
name, home and work address, home and work email addresses, telephone
number(s), and any assigned identification numbers.

Routine Uses of Records Maintained in the System, Including Categories
of Users and the Purposes of Such Uses

APHIS may routinely share data in the AHSM with certain Federal and
State animal health officials or Federal or State wildlife agencies for
assistance in conducting, managing, and analyzing animal disease or
surveillance programs, and monitoring animal diseases including those
related to wildlife, feral animals, or alternative livestock. Data may
also be shared with Federal or State agencies involved with public
health such as the Departments of Homeland Security and Health and
Human Services for the purposes of zoonotic disease surveillance or
control activities. APHIS may also share data in the AHSM with the
public through a Web site that lists participants in voluntary animal
disease certification or quality assurance programs, and lists
individuals or entities not in compliance with animal disease
regulations. APHIS may also use the Web site to notify individuals who
may have acquired exposed or potentially exposed animals when other
means of contact are unavailable.
Other routine uses of this information include releases related to
investigations pertaining to violations of law or related to
litigation. A complete listing of the routine uses for this system is
included in the accompanying document that is published along with this
notice.
The proposed information collection requests associated with this
system have been approved by or submitted for approval by the Office of
Management and Budget under the Paperwork Reduction Act.

violation or potential violation of law, whether civil, criminal, or
regulatory in nature, and either arising by general statute or
particular program statute, or by rule, regulation, or court order
issued pursuant thereto;
(6) To the Department of Justice when the agency, or any component
thereof, or any employee of the agency in his or her official capacity,
or any employee of the agency in his or her individual capacity where
the Department of Justice has agreed to represent the employee, or the
United States, in litigation, where the agency determines that
litigation is likely to affect the agency or any of its components, is
a party to litigation or has an interest in such litigation, and the
use of such records by the Department of Justice is deemed by the
agency to be relevant and necessary to the litigation; provided,
however, that in each case, the agency determines that disclosure of
the records to the Department of Justice is a use of the information
contained in the records that is compatible with the purpose for which
the records were collected;
(7) For use in a proceeding before a court or adjudicative body
before which the agency is authorized to appear, when the agency, or
any component thereof, or any employee of the agency in his or her
official capacity, or any employee of the agency in his or her
individual capacity where the agency has agreed to represent the
employee, or the United States, where the agency determines that
litigation is likely to affect the agency or any of its components, is
a party to litigation or has an interest in such litigation, and the
agency determines that use of such records is relevant and necessary to
the litigation; provided, however, that in each case, the agency
determines that disclosure of the records to the court is a use of the
information contained in the records that is compatible with the
purpose for which the records were collected;
(8) To appropriate agencies, entities, and persons when the agency
suspects or has confirmed that the security or confidentiality of
information in the system of records has been compromised; the agency
has determined that as a result of the suspected or confirmed
compromise there is a risk of harm to economic or property interests, a
risk of identity theft or fraud, or a risk of harm to the security or
integrity of this system or other systems or programs (whether
maintained by the agency or another agency or entity) that rely upon
the compromised information; and the disclosure made to such agencies,
entities, and persons is reasonably necessary to assist in connection
with the agency's efforts to respond to the suspected or confirmed
compromise and prevent, minimize, or remedy such harm;
(9) To contractors and other parties engaged to assist in
administering the program. Such contractors and other parties will be
bound by the nondisclosure provisions of the Privacy Act. This routine
use assists the agency in carrying out the program, and thus is
compatible with the purpose for which the records are created and
maintained;
(10) To USDA contractors, partner agency employees or contractors,
or private industry employed to identify patterns, trends or anomalies
indicative of fraud, waste, or abuse; and
(11) To the National Archives and Records Administration or to the
General Services Administration for records management inspections
conducted under 44 U.S.C. 2904 and 2906.

Disclosure to Consumer Reporting Agencies:
None.

Storage:
Records are maintained on magnetic tape and optical disk. Backup
media is taken weekly to an offsite storage facility and stored on
tape.

Retrievability:
Records are retrieved primarily by first or last name, address, or
phone number of the individual listed as the contact person for the
location where the animal(s) subject to animal disease control or
surveillance programs are maintained or the owner of animals involved
with animal disease control or surveillance programs; and by animal,
flock, herd, or premises numbers. However, under this system records
can be retrieved by any of the categories that have been recorded.

Safeguards:
The AHSM security plan includes management, operational, and
technical controls to prevent misuse of data by system users. These
controls include the use of role-based security and access rights,
network firewalls, and requiring all users to obtain a government-
issued login. Access to the system is monitored by USDA officials to
ensure authorized and appropriate use of the data.

Retention and Disposal:
Individual electronic records are retained within the system for
150 years from the last date of creation, edit, or access of the
records. Incremental and full system tape backups are retained for 1
month.

Any individual may request general information regarding this

must name the system of records as set forth in the system notice, and
must contain the individual's name, telephone number, address, and
email address.

Record Access Procedures:
Any individual may obtain information from a record in the system
that pertains to him or her. Requests for hard copies of records should
be in writing, and the request must contain the requesting individual's
name, address, name of the system of records, timeframe for the records
in question, any other pertinent information to help identify the file,
and a copy of his/her photo identification containing a current address
for verification of identification. All inquiries should be addressed
to the Freedom of Information and Privacy Act Staff, Legislative and
Public Affairs, APHIS, 4700 River Road Unit 50, Riverdale, MD 20737-
1232.

Contesting Record Procedures:
Any individual may contest information contained within a record in
the system that pertains to him/her by submitting a written request to
the system manager at the address above. Include the reason for
contesting the record and the proposed amendment to the information
with supporting documentation to show how the record is inaccurate.

Record Source Categories:
Information in this system comes primarily from the customers,
including the individuals listed as the contact person for the location
where the animals subject to animal disease control or surveillance
programs are maintained, and the owners of animals involved with animal
disease control or surveillance programs. Such information may be
supplemented by information from other USDA agencies such as the Food
Safety and Inspection Service, Farm Service Agency, APHIS' Wildlife
Services, or from State veterinary health officials and animal testing
laboratories.
Employee, cooperator, and contractor information is obtained
primarily from the employee, cooperator, or contractor.

Being an animal owner myself, I went to the link provided by the OP. I then went to a link that was posted on that website and I read this document that has been added to the Federal Register. Other than the dates that the OP stated, I didnt see anything else that remotely resembles what the OP posted. I am not saying this isnt true, but I have copied and pasted the document for everyone to read. IF what was originally posted is true, then I would like to see it from a bill or something that is posted in the Federal Register, instead of someone's website and their take on the subject. Any enlightenment is appreciated.
 
then i would highly recommend going through all the links and documents provided free of charge through the years on the site including federal register, international treaty, legislative, regulatory, civil law suit, and through various medium-mainstream and alternative, and begin to connect the dots. many documents and proposed legislation, regulation, and treaties are hundreds to thousands of pages and each word counts, not to mention they have a new glossary of definitions, so those need to be learned also. and the definitions are changed every 6 months at this point.

my heart goes out to you because you do not have much time and it is holiday time. of course they are not to connect all the dots for you in a neat package, this is incremental fascism.

now that you have seen the federal register tackle vs vision 2015, it will save you time. if you can digest vs vision 2015 quickly i could really use help with media highlights on those 150 pages. i will take any help i can get. jan 9 is just around the corner. and if anyone has a few minutes.... please submit a memorandum of opposition on the federal register. also, you may want to ensure you have a constitutional no trespassing sign-they still are very effective, and become an expert in the administrative hearing process. you will be able to use that knowledge in a plethora of sectors not just agriculture.

We have had similar in for a long time in Australia.When it first came in hundreds of thousand of small businesses went broke. The bookkeeping added an extra wage for many small businesses. The cost of setting up with a computer etc sent some broke. Yep, and some have the hide to say that I am pro lets call it control because I live and work in China. There is more freedom here for small business than back home.

Oh, and since then more controls have come in for small business along with inspections. My closest friend back in Australia runs a wholesale plant nursery that how I know what I'm talking about.

I have another friend in a restaurant who has to pay double pay rates for staff of a Sunday. Most restaurants have had to shut of a weekend that are not family run because of staff costs.

i don't know. the big corporations are probably behind it, or at least don't want to tangle with the government over it. they'll just hire whoever they need to in order to comply and add the cost to the finished product. the small fries will be pushed into bankruptcy and that's just the way the big guys want it.

i have a feeling that there will be some really hurt feelings from all of this. so much so, that intense feelings of revenge may spontaneously arise in those who are unaccustomed to having their native freedoms so blithely abridged. "for the public good".

unfortunately every single state has signed the document, sf 424 a and b, for one reason or another, many times over. the only way out would be for the state to rescind the contracts and give the feds back the money. in more prosperous times when we first approached the states about doing that...and yes that option was discussed in almost all state legislatures around 2006-07, it might have been possible but in today's economy there is no way. each state took way more than they had money to pay back if they got in trouble. it is much like our family budgets and if we went hog wild with the credit card and found we didn't have a job to pay it backs, a oops moment. that is the position of most the states.
 
for those interested i began digging today into the 150 pages of the new vs regulatory direction umbrella over traceability, nais... it is over on the site and i will chip away at it each day. today i did the the sms-secure milk supply that they are going to ram down our throats. though these dots may seem unconnected they are all under this new system. i am slow, and do not type well because i broke my arm, that is why i need any help with this daunting task , smile

Cow Hampshire, so far, only recognizes the NAIS at their web site. No mention of APHIS - Yet.

Livestock owners can now sign up for a unique "premises identification number" for their livestock facilities through the New Hampshire Department of Agriculture, Division of Animal Industry.

Officials in the New Hampshire Department of Agriculture, Division of Animal Industry are in the process of identifying locations that manage or hold animals and assigning them a premises identification. This is an important first step to build a state and national animal identification system established through the United States Department of Agriculture.

The goal of the national system is to be able to trace everywhere an animal has been within 48 hours of a disease outbreak. The data will help identify animals that may have been exposed to a serious disease and determined where that exposure occurred. The information will help to ensure rapid disease containment and maximum protection of New Hampshire’s animals.

Animal health incidents can have large economic, human health or food safety impacts. The impetus for a national identification and tracking system accelerated after a Canadian-born cow with (BSE) Bovine Spongiform Encephalopathy was diagnosed in a Washington herd in 2003, the first case detected in the United States.

Premises include farms and hobby farms; veterinary clinics; stables; livestock markets; livestock trucker and dealer premises where animals are kept; slaughter, rendering and dead animal plants; livestock exhibitions; and any other location where livestock is kept.

Farmers will receive this unique identification number for farms and other property where livestock are kept. The number is assigned to a location, similar to an address.

The bottom line is protecting producers' livelihoods by ensuring animal health, assuring consumer confidence and maintaining market access. As soon as the department can record animal movements from farms, auctions, ports of entry, slaughter facilities, and all other points of concentration, the ability to respond to disease outbreaks will be strengthened.
Participation in the National Animal ID System is voluntary. The National Animal Identification System will protect New Hampshire animal agriculture by providing producers and animal health officials with the infrastructure to:

Improve efforts in current disease eradication and control
Protect against foreign animal disease outbreaks
Address threats from deliberate introduction of disease

Animal identification is designed to reduce the financial and social impacts of a potential disease outbreak. It is important to uphold and continue confidence in New Hampshire’s agricultural and livestock products.

I believe the local dairy farm down the road is NOT participating - although it would appear that the state already knows about them as a "keepah."

County government is NOT above state and federal mandates. Under the doctrine of pre-emption, federal law passed pursuant to the Constitution trumps contrary state and county law. [The feds can also buy jurisdiction by offering a program beayond their powers to the state with funding and strings.] State law trumps contrary County law.

The County can pass something more, but not less restrictive than State or federal law as long as those laws have not completely "occupied the field." The State can also pass something more restrictive than federal law.

Believe me, I know what I am talking about.

Yes, there is always civil disobedience. It can be done peacfully. We had 20,000 people lining the streets in Klamath Falls passing water in buckets from the lake to the ditch when the feds shut the water off to farmers.

We just need to coordinate efforts. Particularly in rural areas, it is normally hard to get the attention of national news unless you commit violence. The use of pagentry, symbolism etc. can be used. Here is a recent example that could have been done all over the west on the same day:

We know TPTB want to reduce our population. Why oh why don't our people stand up with pitchforks and not allow any govt.intruders on their property???????????????

After just glancing over the government website, I am concerned about their constant use of the word "stakeholders," a concept the environmental groups have used to try to present some person's "feelings" about an issue as equal to a person's concern that their livelihood is being destroyed. Also, I see the government is bending to demands that there be certification of humane treatment. In the UK, the public can just wander onto anyone's farm and complain about what they see there, without the slightest knowledge of how large animals need to be handled. We do not need to include public access to farming operations here as a "right of the people." Definitely a socialist concept. And almost definitely being pushed by the Humane Society of the US, whose end goal is non-use of all animals.

And I see there was a little statement about regulating the importation of dogs. I'm (hopefully) just about to import a dog and certainly don't want to see more layers of government controlling any imports in the future.

The good news is that people are fighting back with Constitutional No Trespassing signs and engaging in skirmishes such as the GMO issue. The Constitutional No Trespassing Sign was recommended by my attorney. A client of his died and he and the coroner could not enter the persons property because the person had one posted. I posted it and the Sheriff (running for office and leaving signs) would not enter my property. It would be nice if we could engage in the political arena but it is to corrupt, the best way now is to: 1. Submit a Constitutional FOR THE RECORD MEMORANDUM OF OPPOSITION and 2. Live successfully and traditionally, and 3. Live Off Off Grid.

I have a template for the For the Record Memorandum of Opposition where you you need to do is fill in your contact info and why this particular bill or regulation impacts you, and what you expect the agency or department to do. It is over at the site on the right hand side.

You must have been peeking over my shoulder as I go through this to formulate my Memorandum of Opposition. Here is is the Arkansas Ag Law School Glossary definition of 'stakeholder': (I have the glossaries up on the website but definitions are changing rapidly now)

Any organization, company, governmental entity, or individual that has a stake in or may be impacted by a given policy, program, approach, or conduct of agricultural research, extension, education, regulation, or practice.

What we discovered during the 2007 Legislative Session was that our agricultural information was being provided on a silver platter to our 'partners' the North American Union, this year called the Tri-National Partnership and then off to the UN. We made hard copy of the documentation and submitted it to each Legislator and Senator to no avail.

I hope you get your dog before the whole mess begins. They have a particular enjoyment overly regulating imports and exports.
