The foot & mouth epidemic in the UK is a military psyops war. The same disease will soon break out in the USA -but not by accident. It will be the start of the second phase of a military psychological war by the Bush presidency and Anglo-American interests.
Recently, the CIA, FEMA and the Army biological warfare office met with other government agencies to plan for a "probable" foot and mouth outbreak. To cap it all, Bush has just ordered the Federal Emergency Management Agency (FEMA) to tackle "terrorism" in addition to natural disasters.
Federal emergency officials are preparing for a U.S. outbreak of foot-and-mouth disease, a prospect they see as highly likely. About 75 federal officials from agencies ranging from the Agriculture Department to the CIA met Wednesday to review plans for addressing an outbreak of the highly infectious animal virus.
The group also included officials from the Federal Emergency Management Agency, the Army's biological warfare office, the Coast Guard, the Interior Department and the Food and Drug Administration.

It's animal farm war season in Britain -in case you haven't heard. The stench of many thousands of burning beasts is in the air. Only a tiny percentage actually had foot and mouth disease, but that was never the real issue anyway. Now, farmers are psychologically devastated by the loss of stock and livelihood. After months of relative confinement, the public are only slowly returning to outdoor activities -following Government announcements that the epidemic is petering out. An awesome military psychological operation has just been run on the British people.
There is considerable evidence that the disease outbreak was not as it seems. Timber merchants say they were approached by the Ministry of Agriculture, Fisheries and Food -before the outbreak, to supply wood for pyres. Agriculture minister Nick Brown insisted this was part of a "regular contingency planning exercise". He told the Times: "There are a number of urban legends doing the rounds that the ministry knew about this disease before. That is not true."
A cover story has also been run in the media to ensure plausible culprits are available. The Sunday Express quotes a 'senior military source close to Porton Down bio-research facility as saying: "A phial appears to have gone missing from one of the labs following a routine audit last year. "Ministry officials were informed immediately and an investigation was launched initially by Special Branch and then by MI5, who are interested in the activities of animal rights protesters."
That story is a transparent smear. The "senior military source" is a give-away. The chance that activists walked out of a level-4 bio-warfare laboratory with a phial of pathogens is remote. The stolen phial provides deniability of military involvement in the epidemic. And it sets-up animal activists for a fall if need be. That too-clumsy story betrays the tip of a very big psyops iceberg indeed.
Prime Minister, Tony Blair says that defeating Foot and Mouth was tougher than bombing the Serbs. He is fulsome in his praise of the army. The nation has come through a rough patch, you see. But the nation came through it together. So the nation will keep Tony Blair, because Tony is now the People's Prime Minister. Mr. Blair has set the seventh of June as the date of the UK's next General Election. He will now sail home in the elections. That is the measure of the power of a first-class psyop.
But, the UK epidemic was a dress rehearsal. The geopolitics of all this would take a book. Suffice it to remind ourselves that the UK has historic connections with American east coast power-blocks -especially the current US Presidency. In the tradition of Bush Snr./Thatcher and Clinton/Blair, there is an Anglo-American scope to the psyops campaign. And, now that the American public have been acclimatised by the scenes in Britain, the grand opening of the epidemic will be in the USA.
Because, Tony Blair is not the only one who needs a good crisis for political reasons. George W. Bush needs one too. The China crisis was a useful kick-start -but a good disease/plague scenario would suit right now. Easy to spread the pathogen from bio-lab stocks. As in Britain, it will normalise the militarization of daily life, prepare the way for a full-blown war psychology and give the media moguls a field day. And cattle don't shoot back - yet.

FEMA official Bruce Baughman said the plans call for treating an outbreak much the same as a natural disaster, in which states take primary responsibility and call on federal resources as needed. "We are certainly treating it like it's a probable likelihood," he said. That's a pretty definite maybe.
To cap it all, Bush has just ordered the FEMA to tackle "terrorism" in addition to natural disasters. In a statement Tuesday, 8th May, 2001 Bush ordered the FEMA to establish an Office of National Preparedness to co-ordinate a "seamlessly integrated, harmonious and comprehensive" response to biological, chemical or nuclear weapons. Considering FEMA's sweeping powers, Bush's directive is a feared nightmare come true for US civil liberties. All they need now is a good reason to deploy the emergency powers.
Driven by the interests behind the Anglo-American alliance governments, the war option beckons. The stock-market crash medicine will have to be swallowed soon. The market fallback from a valuation of up to 50 times earnings to a more realistic level, will wreak havoc with share prices and the public. So the political downside must be planned for. Far better a frightened, nationalistic population (or at least mediazone-feelingtone of fear and fight), than the alternative -an angry populace. Anyway, it is time for the Military part in the Military-Industrial complex to be let off the leash.
So we must have a war. It is unlikely that cattle are the objective of all this activity. Something bigger lurks behind the fanning of crisis. How big a war we cannot yet be sure. It can be judged by how big the psychological/market fall and how much public anger must needs be redirected at some external enemy (and/or internal!) -rather than at the leadership. The intensity of the forthcoming animal disease and bio-war scares that run in the US media will be a good indication of the intensity of oncoming war. The target(s) of the war will be discussed in a further article soon.
