DOJ Inspector General reviews alleged FISA abuses by DOJ, FBI

Justice Department Inspector General Michael Horowitz announced Wednesday he will review potential Foreign Intelligence Surveillance Act (FISA) abuses by both the Justice Department and the FBI, following requests from Congress and Attorney General Jeff Sessions.

The Office of the Inspector General released a statement Wednesday outlining the start of the review.

“The OIG will initiate a review that will examine the Justice Department’s and the Federal Bureau of Investigation’s compliance with legal requirements, and with applicable DOJ and FBI policies and procedures, in applications filed with the U.S. Foreign Intelligence Surveillance Court (FISC) relating to a certain U.S. person,” the statement obtained by Fox News read. “As part of this examination, the OIG also will review information that was known to the DOJ and the FBI at the time the applications were filed from or about an alleged FBI confidential source.”

The OIG statement added that Horowitz also would “review the DOJ’s and FBI’s relationship and communications with the alleged source as they relate to the FISC applications.”

The statement continued, “If circumstances warrant, the OIG will consider including other issues that may arise during the course of the review.”

Last month, Sessions directed Horowitz to probe the allegations of government surveillance abuse, in light of memos released on Capitol Hill by the House Intelligence Committee about FBI and DOJ efforts to obtain FISA warrants to surveil Trump campaign adviser Carter Page.

“We believe the Department of Justice must adhere to the high standards in the FISA court,” Sessions said in February at a news conference. “Yes it will be investigated. And I think that’s just the appropriate thing the inspector general will take that as one of the matters he’ll deal with.”

House Intel Republicans released a memo in late February detailing the DOJ's and FBI’s surveillance of Page, saying the infamous anti-Trump dossier funded by Democrats “formed an essential part” of the application to spy on him.

The dossier, authored by former British spy Christopher Steele and commissioned by Fusion GPS, was funded in part by the Democratic National Committee and Hillary Clinton’s presidential campaign through the law firm Perkins Coie. It included salacious and unverified allegations about President Trump’s connections to Russia.

The Republican memo stated that former FBI Deputy Director Andrew McCabe testified that “no surveillance warrant would have been sought” from the FISA court “without the Steele dossier information.”

The memo also said Steele, who worked as an FBI informant, eventually was cut off from the bureau for what the FBI described as the most serious of violations, “an unauthorized disclosure to the media of his relationship with the FBI.”

The memo noted that the FBI and DOJ obtained “one initial FISA warrant” targeting Page and three FISA renewals from the FISC. The statute required that every 90 days, a FISA order on an American citizen “must be reviewed.”

Former FBI Director James Comey signed three FISA applications for Page, while McCabe, current Deputy Attorney General Rod Rosenstein who leads the Russia probe, former Deputy Attorney General Sally Yates and former Acting Deputy Attorney General Dana Boente signed at least one, according the Republican memo.

Democrats, then, released a rebuttal memo.

The White House said the GOP memo raised “serious concerns about the integrity of decisions made at the highest levels of the Department of Justice and the FBI to use the government’s most intrusive surveillance tools against American citizens.”

Republican lawmakers and Sessions had been pressing Horowitz to probe the alleged FISA abuses.

Just this week, FBI Director Wray announced plans to “double the number” of agents handing records for the House Judiciary Committee after it subpoenaed the Justice Department for documents on FISA, the Clinton email investigation and the firing of McCabe.

Over the last year, Horowitz has been conducting a review of the FBI's and DOJ’s actions related to the investigation into Clinton’s use of a private email server while she was secretary of state. A final report on the investigation is expected in several months.

DOJ Inspector General Michael Horowitz has released a public statement stating the OIG intention to investigate the fraudulent FBI FISA Title-1 surveillance application submitted to the court against U.S. person Carter Page; and the surrounding issues of the FBI using Christopher Steele to underwrite their evidence therein:

There are likely to be voices wondering why this OIG investigative avenue is only just now being announced and/or explored. However, a careful review and reminder of the process explains what is happening.

Inspector General Horowitz initial investigation focused on the politicization of the FBI and DOJ surrounding the Clinton investigation. However, that original announcement also included the disclaimer that he would follow “other issues that may arise”. To say there were “other issues”, that indeed did “arise”, would be the understatement of the decade.

After looking at the myriad of issues and releases since MSM attention began noticing the IG investigation on December 2nd, 2017, there’s been a very specific pathway evident. Hence yesterday, in anticipation of the first part of the IG report being released next month, we shared the following:

Horowitz has assembled all of the information for his report but the scope of the report is so exhaustive it will most likely be released in segments according to the subject material and the myriad of issues involved.

The first section of the IG report, encompassing the DOJ/FBI political activity -specifically surrounding leaks to the media and fired Deputy FBI Director Andrew McCabe- will likely come out first in April.

The McCabe release should be followed by a release of the IG findings on the topic of FBI and DOJ conduct, and the politicization therein, within the Hillary Clinton email investigation.

The issues with the DOJ/FBI representations to the FISA Court, the October 21st DOJ/FBI application therein and other issues, will flow thereafter; there may be sub-chapter reports released supplemental to the FISA investigation surrounding Christopher Steele, Fusion-GPS and/or the private contractors and abuse of FBI and DOJ databases. Most of the critical principals attached to the FISA Title-1 application, and the downstream issues, are still within the DOJ. This is a key point to reference.

The same cannot be said for the principal members of the “small group” surrounding the FBI/DOJ politicization of the Clinton investigation. Look at the “small group” officials who quit the DOJ and FBI. Those officials are closely connected to the Clinton operation, but not necessarily the Trump-Spying-Operation: Sally Yates (DOJ), Mary McCord (DOJ), David Laufner (DOJ), along with James Comey (FBI), Andrew McCabe (FBI), Jim Rybicki (FBI), Michael Kortan (FBI). These are the principals involved in the Clinton operation.

Yes, there is some aggregate overlap amid the top tier (Lynch, Yates, Comey, McCabe) but that’s to be expected. Remember the BIG PICTURE of corruption was actually three phases:

First, exonerate candidate Hillary Clinton. [email investigation]
Second, conduct surveillance on candidate Trump. [fisa application]
Third, the insurance policy. [fabricated Russia Collusion investigation]​

The second phase of the FBI/DOJ small group plan was the “Trump Operation”, and the third phase was the “Insurance Policy”. For phase two and three there was increased specialty. Also, phase #3 involved the larger IC (CIA, ODNI, etc.)

FBI Agent Peter Strzok was involved in all three phases along with his co-hort Lisa Page. However, James Baker, Bruce Ohr and Bill Priestap were more involved in phase-2 (counterintelligence operation, surveillance etc.), and phase-3 (muh Russia Conspiracy) the insurance policy. Those officials are still employed within the FBI; and as we have shared, likely cooperating.

Horowitz is releasing an investigative report on his review of “phase #1” very soon. This is the Clinton email investigation, the pre-planned exoneration, the media leaks, and the political corruption to attain the objectives therein. Again refer to the original January 2017 (pre-inauguration) public information release:

It is in the course of this original investigation, and the surrounding interviews, where the evidence of Phase-2 (spy on Trump) and Phase-3 (Russia Collusion) was discovered. Hence the outcome of the IG report will predictably follow the same sequence.

Here’s the important part to remember – The evidence already exists. The documentation, interviews and gathering of evidence of what happened in Phase-2 and Phase-3 already exists. However, the IG has never announced the opening of that investigation avenue. (Because 2, and 3, were an outcropping of original intent)

Horowitz is not announcing this investigative avenue from a position of only now starting to gather evidence; he already has the evidence. He is now announcing the context for him to drop a report summarizing findings of content from the investigation; a report that has nothing to do with the original launch of the OIG investigation.

In essence he’s announcing the need to write a report based on investigative material he has already gathered. Horowitz already has the material.

We can just as likely anticipate another DOJ OIG notice of review for an investigation into how the DOJ and FBI collaborated to manufacture the “vast Russian Conspiracy/Collusion” narrative. However, that phase-3 “insurance policy” also involves the CIA (Brennan), ODNI (Clapper), and additional elements of the U.S. Intelligence Apparatus. As a consequence Phase-3 accountability is better handled by congress.

I have a communications in to Huckabee to confirm that earlier there was a second grand jury empaneled in Little Rock. I have confirmed there is a PROSECUTOR there.

Now we have a grand jury called in Little Rock. Again, might be routine, or might be that the prosecutor will use this grand jury.

Oh, and another leaker arrested today. That’s two (remember Reality Winner?)


Note: Grand Jury summons went out in Little Rock on Mar. 9. Sessions named a prosecutor in January for the Little Rock prosecutor’s office to look into the Clinton Crime Family Foundation.

1) Learned a little something. Grand juries are regularly cycled up in every district. So news that one is called up in Little Rock may, or may not, mean something.

it's about 2 months after the prosecutor was sent there. So the hammer dropping on Clinton associates . .

2) is timed about right. Note the NXIVM people connected to Cankles.

Coincidence? Perhaps.

3) But then there are special, specific grand juries such as DOJ has empaneled. This is a VERY special one because they will look at FISAs.

4) I am told---have to confirm---that the grand jurors themselves must be security cleared for FISA cases.

The avalanche has now started.

One: The Nixvm story is a huge dot connecting sexual slavery, pedophile rings to the highest levels of government and also the Clinton's. What a surprise.

Two: The IG has been stalking the DOJ and the FBI like a lion slinking through the grass towards the herd of zebras. It has taken him nearly 14 months to get into position to get into position, if you get my drift.

Three. Sessions is still worthless, and has been worthless since the day he was put in. However, his political sensors may have finally figured out he needs to at least look like he is doing something to restore the rule of law here in the USA.

The combinations of Trump's human trafficking order in January, the state of the union speech, and all the leaks related to just how corrupt the DOJ, the FBI, the media really are, has now reached critical mass.

We have too many scandals, covering too many areas, involving too many people, and of such obvious criminal behavior that even a worthless yahoo like Sessions finally had to get involved.

AT any rate, this is very good news, in my opinion. By the way, the famous Q is saying that it ALL WILL BE DEALT WITH OVER THE NEXT 30 DAYS. We have a lot of various threads, tributaries coming to a focal point, from multiple directions.

Sessions should have/could have moved MONTHS AGO but he has been dorking around like an ignorant yahoo. The IG report has apparently gotten him awake from his slumber, but I place no trust in Sessions at all, much less Wray of the FBI.

The IG seems to be actually doing something, or maybe he is just going to stall us yet again.

If you recall, I said last year that one purpose of the Special Counsel was to stop the leaking from Congress. Nunes, Goodlatte, Grassley, et al are understandably frustrated about not getting docs from DOJ.

There is a reason Sessions & Horowitz don’t want to give Congress docs:

Schifty & the DemoKKKrats leak them the minute they get them. This ENDANGERS prosecution and destroys cases.
