thanks. interestingly enough, my state does not recommend mandatory anything, especially quarantine for all the reasons we've talked about here..

Sadly, residents of Oklahoma know first hand the devastation, fear and chaos caused by terrorist acts and natural disasters. These situations create fear and chaos, which in turn can hinder emergency response efforts. If a bioterrorist agent was released in southwest Oklahoma, residents would need medication quickly and safely, which is the purpose of the Mass Immunization/Prophylaxis Strategy, or MIPS. To ensure the most rapid, efficient response possible to a terrorist attack in Southwest Oklahoma, emergency response partners from Greer, Harmon, Jackson, Kiowa and Tillman counties will conduct a bioterrorism exercise on Thursday, April 5th. The Mass Immunization Prophylaxis Site will be located at the Jackson County Expo Center, with task forces sent to communities in the other counties.

Thirty seven cities in Oklahoma including Altus, were selected as MIPS sites, with each city having set locations, knows as Points Of Dispensing or PODS, to dispense medications to citizens in the area. POD sites are staffed with both medical and non-medical personnel, as well as traditional emergency personnel (police, fire and EMS), and may require over 100 personnel per shift, depending on the situation, and may be required to stay open 24 hours a day for several days. Volunteers are crucial to the local MIPS, for both medical and non-medical aspects of the POD operation; these volunteers are assigned a position in the emergency response structure and could be called on in the event of an actual emergency situation, not just asked to assist during exercises.

As demonstrated by the response to Katrina and other natural disasters in the past several years, merely having a plan and structure for disaster response does not always guarantee things will go smoothly. The scheduled MIPS exercise is designed to uncover any flaws in existing emergency response plans, which include setting up clinics to dispense medication or immunizations in the event of a bioterrorist attack or other disaster to prepare participants for a real event. The MIPS exercise will also serve to increase the public's awareness of the emergency response structure and give them advance knowledge of what would happen in the event of an actual bioterrorist attack or other disaster. Public participation, whether as volunteers within the response structure or merely as persons receiving medication, is an important part of the exercise. The greater the public participation, the more effective the exercise will be in preparing the emergency response partners to respond swiftly and efficiently to a bioterrorism attack or other disaster. Citizens of the county will also benefit by knowing that procedures are in place to deal with the situation, as well as what they should do if such an incident occurs.
