New Jersey Democrats Sen. Bob Menendez and Rep. Bonnie Watson Coleman on Thursday introduced legislation to ban gun silencers.

The 2021 Help Empower Americans to Respond (HEAR) Act, which Menendez first introduced in 2019 after the Virginia Beach mass shooting that killed 12 people, bans the sale, manufacturing, importation, transfer and possession of gun silencers.

"Gun silencers are dangerous devices with one purpose and one purpose only – to muffle the sound of gunfire from unsuspecting victims," Menendez said in a Thursday statement. "The sound of gunshots is what signals you to run, hide, take cover, call the police and help others save themselves; however, this is nearly impossible when a gun silencer is used."

He described the bill as "commonsense legislation that will prevent armed assailants from using these deadly devices to make it easier to shoot and kill another person."

The HEAR Act would also authorize a silencer buyback program, give Americans a 90-day grace period after the legislation is enacted to comply and provide limited exceptions for law enforcement and Atomic Energy personnel.

Cosponsors include Democratic Sens. Dianne Feinstein of California, Richard Blumenthal of Connecticut, Cory Booker of New Jersey, Ed Markey of Massachusetts, and Alex Padilla of California.

Aidan Johnston, director of federal affairs for the gun rights organization Gun Owners of America, condemned Menendez and cosponsors of the HEAR Act as displaying "ignorance about firearms technology" and Second Amendment Rights in a statement to Fox News.

This is the reason that we must resist any form of licensing, registration, or additions to the NFA. All legally owned suppressors are fully documented as to the ownership and current location of the owner. Those folks have no choice but to comply with their confiscation plans. This is another reason I don't own any NFA items.

I will not comply.

OBVIOUSLY they must . . . it seems like just days after the STOLEN SELECTion we were making book on how soon the false flag/programed shooters would be deployed on the Joe and HO show . . . and . . . low and behold - HERE WE ARE! its not at all difficult to go back over the past 6-8 weeks and randomly choose any consecutive 10 day period during which there have been more "active shooter" events that during the ENTIRE TRUMP administration

Yeah, I noticed that also.

Now many don't know that in parts of Europe silencers are required just for target shooting.
In Europe, using a suppressor is considered neighborly.

and where is the statistics that silencers are used in homicides.
They had to wait over 80 years after NFA was passed for a suppressor to be actually used in a crime. People are fairly regularly popped for having an illegal suppressor. Usually criminals who don't even know how to attach it to a firearm or some slug who had a maglight tube and some flat washers.

Suppressors are nowhere near movie silent. they do some good in hunting situations, open country. In towns they are only less noisy than an unsuppressed firearm. Supersonic bullets are noisy. These people are ignorant and every time they come up with this crap they show it.

Senator Dianne Feinstein posted a press release for her support of a bill to ban suppressors.
She wants them removed from the NFA and totally banned for civilian sales.
Senator Dianne Feinstein (D-Calif.) joined Senator Bob Menendez (D-N.J.) and Congresswoman Bonnie Watson Coleman (D-N.J.) along with a group of their colleagues to reintroduce the Help Empower Americans to Respond (HEAR) Act, federal gun safety legislation to ban the importation, sale, manufacturing, transfer and possession of gun silencers or suppressors.

I’m not going to go into the “but suppressors are not that quiet” bullshit because it’s a red herring.
It’s meaningless.

Biden issued an executive order to reclassify arm braces as stocks and guns with braces as SBRs.
Feinstein and her fellow gun-haters want to take you cans.
These are the kinds of firearm accessories that are purchased by a particular subset of the gun community.
Firearm enthusiasts. Gun nuts. Second Amendment true believers.
Not just the guy who has a gun and goes shooting every once in a while.
I highly suspect the Venn diagram of guys running braced ARs and cans and guys who love liberty and drive trucks with American flag stickers on them approaches a perfect circle.
They know how the firearm enthusiast community is and they want to punish the shit out of us. Make us extra double super secret felons, take all the best toys away from us, disarm us the most, because of who we are.

This bill wouldn’t change a thing about violent crime on the street. They know it. What it will do is turn lots of gun rights enthusiasts into felons overnight. That’s the point.
The Left is going gangbusters on creating every possible new law and regulation to crush the shit out of the people that voted and rallied against them for the last four years.

A question that maybe Thinwater can answer; since an empty 2 liter soda bottle does not have internal baffles, is it legal to use as a sound moderator, on a .22, for example? Would using the 2 liter bottle require form 4? These are serious questions.

Years ago I saw someone using one and it was very quiet, though not suppressor quiet.

Silencers are so dangerous and work so well no one realizes there is a "Mass Shooting" happening. Someone walks into a place and sees dead people full of holes and never heard a thing.
I know 'Silencer' is a misnomer-never seen on in Meatworld but have watcheda lot of people using real Silencers on different weapons and they aint 'Silent'.

Can anyone link me to an article where someone shot up some people using a Silencer and no one heard the gunfire?

I tried out the MP5, 9mm with a full silencer on the range one day.
I wasn't impressed with the noise reduction. It mostly just took the
loud bark out.

I have a surefire can on one of my AR's. When shooting off my deck at coyotes with 77grain supersonic, the "crack" is still loud enough for the Mrs to throw on her emuffs.
I'm already on my way to being deaf, but I can see where she's coming from.

Years ago I saw someone using one and it was very quiet, though not suppressor quiet.
It can and would be considered a silencer. If it causes a reduction in decibels, or the individual percieves or intends to reduce the sound, then is a silencer, whether it's effective or not, just like if you buy powdered sugar thinking it was coke, you're still screwed.

What is, and what is not a silencer is a technical question. I know a guy who makes muzzle breaks for rifles. One of the things he tests for during the development process is the reduction in sound levels directly in front of the rifle using the ATF approved testing method. If the sound levels directly in front of the firearm at a specified distance is reduced by a certain percentage, it is classified as a silencer even if it wasn't designed to be.

If it is designed to fit on firearms you will need a permit. If it is designed to fit on an airgun it is just a sound suppressor. There have been some court cases where the judges (at least one was a federal judge) ruled airgun sound suppressors to be legal.

The airguns using sound suppressors are definitly not BB guns. They use pellets of various calibers and bullets up to .50 caliber. An air rifle of .357 caliber can kill a deer up to about 100 yards. They use an air tank of 2000 psi. or more to blow the bullet/pellet out at barely subsonic speeds.

I have seen a target made of 1/2 inch particle board backed with packed hard dirt that was used for target practice with one of those .357 air rifles. The 105 grain bullets went through the particle board and 5-6 inches of hard dirt. It made enough noise to frighten a deer at close range but probably not at a 100 yards. With a suppressor you have a better chance of killing close dear with
a second shot.

Their main fault is that they are EXPENSIVE.
