BEIJING (AP) — China has called for a cease-fire between Ukraine and Russia and the opening of peace talks as part of a 12-point proposal to end the conflict.


The plan issued Friday morning by the Foreign Ministry also urges the end of Western sanctions imposed on Russia, measures to ensure nuclear facilities, the establishment of humanitarian corridors for the evacuation of civilians and steps to ensure the export of grain, after disruptions caused global food prices to spike.
China has claimed to be neutral in the conflict, but it has a “no limits” relationship with Russia and has refused to criticize its invasion of Ukraine over even refer to it as such, while accusing the West of provoking the conflict and “fanning the flames” by providing Ukraine with defensive arms.


The peace proposal mainly elaborated on long-held Chinese positions, including referring to the need that all countries’ “sovereignty, independence and territorial integrity be effectively guaranteed.”
It also called an end to the “Cold War mentality” — it’s standard term for what it regards as U.S. hegemony and interference in other countries.


China abstained Thursday when the U.N. General Assembly approved a nonbinding resolution that calls for Russia to end hostilities in Ukraine and withdraw its forces.

"It seems likely to me that in the coming weeks Russia’s ally, China, will offer a peace deal which freezes the Ukraine conflict within the current lines of contact, i.e. Ukraine conceding lost territory to Russia.

If the West rejects the offered peace, which seems fairly likely, then all of the conditions for a nuclear war will be in place. All it will take is a new provocation by NATO to trigger a first strike by Russia. Or worse, if both parties realize this is the case, both will have the incentive to strike first."

Would like to see the source docs/actual presentation from China. I know China-Russia-Orange-Man-BAD but I also know what I watched with my own two eyes, which is our dot-guvs pizzin' gas on this conflict at every opportunity, and at every hint that peace might break out- and never ever even pretending to seek to deescalate the situation.

I also well recall Hillary's mad-on for RU, and clear signalling that she was planning to lead us into further conflict with them when she took her pre-ordained throne.

I can't believe that is openly on the Chinese embassy site. The US is being told to step aside. They have the stronger allies, more resources, and they put Biden in as a mockery. Are we now the Soviet Union with its inferiorities?

French President Emmanuel Macron has said he will visit China in April to seek the Chinese government’s help with ending Russia’s invasion of Ukraine.
The announcement on Saturday came after China published a 12-point position paper that called for a ceasefire and a “political settlement” to end the year-long conflict.

Macron, speaking on the sidelines of an agricultural show in Paris, said he would visit China in “early April”.
“The fact that China is engaging in peace efforts is a good thing,” the French leader said, stressing that peace was only possible if “Russian aggression was halted, troops withdrawn, and the territorial sovereignty of Ukraine and its people was respected”.

“China must help us put pressure on Russia so that it never uses chemical or nuclear weapons … and that it stops its aggression as a precondition for talks,” he added.
Beijing has sought to position itself as a neutral party on the conflict, even as it has maintained close ties with Russia and helped scuttle a joint statement condemning the war at a G20 gathering in India.
The Chinese position paper, published on the anniversary of the conflict, said war benefits no one and urged all parties to “support Russia and Ukraine in working in the same direction and resuming direct dialogue as quickly as possible”.
Released by the foreign ministry, the plan urges an end to Western sanctions against Russia, the establishment of humanitarian corridors for the evacuation of civilians and steps to ensure the export of grain after disruptions caused global food prices to spike last year.

It also made clear its opposition to the use and threat of deploying nuclear weapons after Russian President Vladimir Putin threatened to use Moscow’s atomic arsenal in the conflict.



Ukrainian President Volodymyr Zelenskyy welcomed China’s efforts on Friday, saying Kyiv needed to cooperate with Beijing to put an end to the war.

China's mistake is they are using the framework to prevent the west from interferring when they go after Taiwan later this year. All China has to do is team up with Russia with troops and decimate Ukraine military aid. China needs the military experience more than Russia does at this point. China has enough troops to decimate western Europe.

Not just that. China is laying ground work to get off scott free when they invade Taiwan. Some of the other things I have read that the CCP said about things lead me to believe that they are trying to minimize all economic reprecussions from invasion ahead of time.

Better for Ukraine to surrender the Donbass area which they were trying to destroy before Russia came in and which is basically Russian anyway than to find their entire country nothing but an ash heap.

Not to mention the hundreds of thousands if not millions of lives that would be saved on both sides. Or the millions which will be lost from the first day Nukes began to be used. Or the billions that will die in the aftermath of starvation, riot and murder.

Well, it is a little colder than central Texas. And the electric bill is a little higher than Texas in winter but it is a little cooler here in the summer. I used a little less electric last month than last year.

But people here complain about the weather as much here as they do in Texas, so it evens out.

Pistorius was echoing comments by NATO and the European Commission who both raised doubts on Friday about Beijing's credibility as a mediator after it published a ceasefire proposal.

Beijing offered the proposal on Friday, the first anniversary of Russia's invasion of Ukraine. President Volodymyr Zelenskiy welcomed some elements of the Chinese proposal but said only the country where a war is being fought should be the initiator of a peace plan.

Zelenskiy says his troops will eventually drive Russia from all the captured territory, including the Crimea peninsula.

Chinese Foreign Ministry spokesperson Mao Ning said this at a briefing on Monday, commenting on the possibility of a meeting between Ukraine's President Volodymyr Zelensky and Chinese leader Xi Jinping, according to Reuters.

Kremlin says China's peace plans 'deserve attention'​

A peace plan put forward by China that it believes could resolve the Ukraine war should be given attention, the Kremlin's spokesman Dmitry Peskov said Monday.
"Any attempts to develop plans that will help transfer the conflict to a peaceful course deserve attention," Peskov told reporters, Russian news agency Ria Novosti said.

"We treat the plan of our Chinese friends with great attention. As for the details, of course, the details should be the subject of careful analysis, taking into account the interests of the parties," he added.
Russia counts China among the last of its powerful international allies, having burned bridges with much of the global community following its invasion of Ukraine a year ago.

On the first anniversary of the war last Friday, China called for a comprehensive ceasefire in Ukraine and promoted its own 12-point peace plan that called for a cessation of hostilities, the sovereignty of all countries to be respected, warned against the use of nuclear weapons, and called for nuclear power plants to be kept safe as well as calling for a Cold War mentality to be abandoned.
Ukraine's President Volodymyr Zelenskyy said he was open to considering parts of Beijing's proposed peace plan.

Is China gonna get involved in the Ukraine war?

A (short) thread.

The short answer is no.

The Russian invasion of Ukraine has been a complete pain for China.

China had previously announced a friendship with ‘no limits’ with Russia, and felt that it got bounced into the Feb 2022 invasion - it wasn’t explicitly told it was going to happen.

But there are two other important factors to consider.

The Russian invasion has been a failure, and more than that it has unified the West and made the West realise that the world is not as benign as they were self-deluding themselves about.

This, more than anything, makes Chinese designs on Taiwan much more difficult

The Russia-Ukraine and China-Taiwan situations are pretty analogous, no matter what the Chinese government insists.

The world is not that keen on invasions of sovereign countries, judging by the recent votes at the UN (141 countries condemned the Russian invasion of Ukraine and demanded a withdrawal)

And this sense of world outrage, coupled with the West being much more unified, is making the Chinese think much more carefully about Taiwan

The second thing is China is taking a long hard look at its military.

Russia and China have both been on similar military journeys over the last 20 years:

They are both trying to move from manpower intensive militaries to technology-enabled ones (like the west has) that are able to fight short decisive wars.

Look at the Russian attempt - they failed to gain air control, their armoured columns for bogged down, and now they are back to fighting an infantry / artillery war. Same as World War 2.

It goes to show that you can buy all the kit you like, but if your army doesn’t train properly and - critically - fight wars, then you never know if it’s gonna work when it comes to the crunch.

(One reason the US and the UK are military powers is that they fight a lot of wars. Practice makes perfect.)

So the Chinese are reassessing how good their military is - especially in light of the fact that crossing 100 miles of Taiwan Strait (patrolled by enemy submarines) is a LOT more difficult that rolling over the border into a neighbouring country that has connected up railways.

So where does all this analysis leave China now?

They really don’t want Russia to lose. That would be embarrassing.

But it is clear that Russia can’t win. And this is more probably true even if China floods them with weapons: the Russian military is too corrupt, to poorly trained, and with too low morale.

And giving weapons to Russia means that China will destroy its relationship with the US and Europe - to whom it wants to sell all of its goods.

So China isn’t going to give weapons to Russia.

So China is trying to find a landing zone between its friendship with Russia, and its need to trade with the West.

Hence it’s new peace plan. It’s trying to act like an honest broker.

If I had to guess - the landing zone for any Chinese involvement will be diplomatic cover for Russian withdrawal, and further subjugation of Russia in the Russia China relationship, BUT critically - this keeps Putin in charge.

This keeps the West happy:

Russia withdraws
Putin stays in power (the west is scared of what comes after Russia)

It keeps China happy:

Gets Russian resources on the cheap

Keeps Putin happy - he stays in power.
