Faithful Steed
Owner reports that his friend from Keene, NH (who drives for a Limo service part time) was stuck in an I95 "backup" in this area. Backup was 6 hours. He finally got home to Keene about 1:40 a.m.

Worst part for him was Limo company only pays a maximum of 14 hours road time for "time driven." (Does this mirror DOT regulation?)

Kinda.

A CDL driver's workday is 14 hours spent on-duty & driving hours after his clock starts, a maximum 11 which can be spent driving.

There is an exception known as the "100-mile radius rule" where a driver is simply on-duty for 14 hours staying within 100 miles of his home terminal (think Fed Ex or UPS delivery). But there is no crossing of state lines for drivers operating under the 100-mile radius rule.

Hope your buddy's company never gets a DOT audit, because being quasi-legal can get expensive when they're poking around.
