Actually I have quite a bit of English, or rather Welsh, in me too.
My Grandfather was a welder on the Union Pacific Railroad from about 1900 to 1950 and he went everywhere in the USA!!
He, I am told, left many descendants along the way!!

I don't know where you live but I'm in rural western Pa.
My township is real lenient on permits but that is a state/county requirement.
What happens if you don't pay your property taxes?
Not sure if it's still true here or not but it used to be that if I had 10 acres or more I could put any kind of septic in I wanted.

If you pay property taxes on your land, you really don't own it... you rent it from the government.

Maybe back in the 1700's people actually did own their land. Then came property tax and more civilization ie. taxes. But I don't really know.
The king gave William Penn the land for Pennsylvania. But I'm not sure of the ownership details.

Well, lmao, the 3 counties around me are 98% white, rural, farm families, Mennonite and Amish. Lazy and ignorant don't know skin color.
For the black population only being 13% of the US population, they sure do seem to have a lot of influence over the other races. I seem to remember not that long ago poor language skills were the fault of "inbred hillbillies in banjo picking country."
I would say sorry you live in a ghetto infested city and perhaps you should move more rural but you wouldn't last around here. The 2% other races include Black, Hispanic, Asian, and Native American and they work just as hard and volunteer just as much as the rest of us.
As for where I think ghettos come from, that'd be democrat controlled inner cities, and failed politicians who decided that a dumbed down population would be easier to control, looks like they were correct, just sayin'.
