Federal Criminal Complaint Charges Illinois Man With Traveling To Minnesota To Riot, Possession Of Explosive Devices

United States Attorney Erica H. MacDonald today announced a federal criminal complaint against MATTHEW LEE RUPERT, 28, charging him with civil disorder, carrying on a riot, and possession of unregistered destructive devices. RUPERT, who was taken into federal custody earlier today in Chicago, Illinois, will make his initial appearance later today before Chief Judge Rebecca R. Pallmeyer in U.S. District Court in Chicago, Illinois.

According to the allegations in the complaint, on May 28, 2020, RUPERT posted messages on his Facebook account referencing the public protests occurring in the Twin Cities following the death of George Floyd, including one that stated, “I’m going to Minneapolis tomorrow who coming only goons I’m renting hotel rooms.” On May 29, 2020, RUPERT posted a self-recorded cell phone video to his Facebook account indicating that he was in Minneapolis, Minnesota. In the video, RUPERT can be seen passing out explosive devices he possessed, encouraging others to throw his explosives at law enforcement officers, actively damaging property, appearing to light a building on fire and looting businesses in Minneapolis.

According to the allegations in the complaint, in the video, RUPERT stated, “They got SWAT trucks up there . . . I’ve got some bombs if some of you all want to throw them back . . . bomb them back . . . here I got some more . . . light it and throw it.” RUPERT makes these statements as he hands out an item with brown casing and a green wick to other individuals. The video also depicts RUPERT asking for lighter fluid before entering a Sprint store, followed by his statement, “I lit it on fire.” RUPERT then goes to a nearby Office Depot and states, “I’m going in to get [expletive].” RUPERT can be seen taking items from the store.

According to the allegations in the complaint, on May 30, 2020, RUPERT posted messages on his Facebook account stating that he was headed to Chicago, Illinois. Specifically, RUPERT stated, “comr [sic] with bro Chicago let’s go” and “We will be back bro we can loot til 2:30.” In the early morning hours of May 31, 2020, RUPERT posted multiple videos to his Facebook account showing him in and around the Chicago area. RUPERT can be heard saying “let’s start a riot” and “I’m going to start doing some damage.” At approximately 2:21 a.m., Chicago police officers arrested RUPERT and his associates for violating the City of Chicago’s emergency curfew order. Law enforcement officers searched RUPERT’S vehicle and recovered several destructive devices, a hammer, a heavy-duty flashlight, and cash.

The FBI is urging the public to report suspected arson, use of explosive devices, or violent, destructive acts associated with the otherwise peaceful protests of the last week. Anyone with information can call the FBI at 1-800-CALLFBI (800-225-5324).
This case is the result of an investigation conducted by the FBI Minneapolis Field Office, with assistance from the FBI Chicago Field Office and the Chicago Police Department.

This case is being prosecuted by Assistant U.S. Attorneys Angela M. Munoz and Jordan L. Sing.

The charges contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

I just left the protest here (small town Central FL) It was mostly a legit protest with a bunch of tools yelling fk the police. I saw several Antifa types scouting the area 88 degrees, 80% humidity and they were wearing black hoodies, masks, glasses, backpack, umbrella, water bottle etc. They were not doing much but looking around and walking back and forth in front of all of the businesses several times. They all stayed alone then entire time.

The sheriff was there with a couple dozen deputies along with my sons department and they were not playing. The sheriff said tonight's protest is a legit one but tomorrows is the one that they expect trouble at. A bunch of out of town well known scum bags are sending a bunch of stuff out online for tomorrows riot.

I brought home the AR that I took and left a stack of mags, body armor and radios at the business I was in for tomorrow. I was scanning all FRS radio channels all night and did not hear a peep.

An attorney buddy of mine set up a web cam from 3 stories up so LEO's and business owners with the web address could all watch the situation live from inside.

We will see what tomorrow brings.

Next, in Seattle there is a viral video showing some 9 year old girl who got tear gassed BECAUSED HER FATHER BROUGHT HER TO A F^*(*^% DEMONSTRATION RIOT. SO, THERE ARE NOW 15,000 COMPLAINTS AGAINST THE SEATTLE POLICE. NEXT, 6 ATLANTA POLICE GOT FIRED FIR TAZING TWO COLLEGE STUDENTS.
WE are going to see the Ferguson effect to the max. Cops will simply quit rather than deal with this lack of support.

Well, this time there IS support, at the highest Level! I hope that knowing DJT has their backs like never before gets them through what they're having to deal with short term : (

On a good note, my son just called me, they followed a load of what they identified as out of town agitators to a local park after the demonstration was over. They ran the tags, verified they are from a city 30 miles away and one had a warrant. They arrested him and sent the rest back home. They drove all of the way here to start crap and one got to go to jail. :)

WHO CARES if it was tear gas??? So freakin what? There were violent mobs outside the White House trying to breach the perimeter and set buildings on fire for the previous 48 hours. If the president needs to create a net of safety to address the nation and demonstrate his power and authority over the gangs of thugs, so be it!
I can see this as a place to have the Marines protection the Commander In Chief. Let the SS and police be freed up to rest or be deployed elsewhere.

Where is the media outrage on these deaths and shootings?

All Americans were rightly sickened by the brutal death of George Floyd in Minneapolis last week, President Trump says. “My administration is fully committed that, for George and his family, justice will be served. He will not have died in vain.”

Four days ago, another African-American man was killed, this time gunned down while standing outside the Ronald V. Dellums Federal Building and U.S. Courthouse in Oakland, California.

Dave Patrick Underwood isn’t a household name. His death didn’t make nearly as many headlines. But his life mattered, too, and his murder should sicken every American.

Underwood was a law enforcement officer in the Federal Protective Service. He and a colleague were standing guard when the gunshots came, killing Underwood and sending his fellow officer to the hospital in critical condition. Oakland’s interim police chief says the shooting was most likely an attack that deliberately targeted uniformed officers.

All across America, violent domestic terrorists have exploited the real hurt and pain felt by thousands of peaceful protesters. The need to save innocent lives and protect our most vulnerable communities from these criminals should be obvious to every peace-loving citizen. Yet media talking heads and opportunistic politicians would rather keep exploiting fear instead of solving the problem and restoring order. That’s unacceptable.

“If a city or a state refuses to take the actions that are necessary to defend the life and property of their residents, then I will deploy the United States military and quickly solve the problem for them,” President Trump said in an address last night.

Ending domestic terrorism shouldn’t be a partisan issue that Democrats leave to Republicans. Neither should loudly supporting the thousands of decent, brave law enforcement officers who put themselves on the line every night to keep us safe.

Violence against police officers is an affront to everything America stands for. Stories about the assaults against them over the past week need to be told, even if corporate media executives decide that it isn’t the “right” narrative to push:

How does any of this help our nation heal from the tragedy in Minnesota?

It doesn’t. No American, from any community, should ever feel unsafe on our streets—and that includes those who risk their lives to protect us. The rule of law applies to everyone, from bad cops who abuse their power to violent rioters who attack the police.

President Trump wants justice for all, with no exceptions. The actions he announced last night will bring order to our streets and get us closer to making sure that happens.

The ACLU demanded an immediate investigation into the president's approval of "politically-motivated and life-threatening use of indiscriminate weapons" against the crowds of protesters.

After police officers and military personnel forcefully removed demonstrators from his path, Trump arrived at the church and hoisted a Bible for the cameras. The White House Monday night posted an edited video of the president's walk on Twitter which includes zero indication that, as Trump casually strolled to St. John's, protesters were being brutally attacked for his benefit.

Will Bunch of the Philadelphia Inquirer wrote in a column late Monday that Trump's speech in the Rose Garden represented "the moment we've been dreading since that escalator ride down Trump Tower five years ago this month—that's been slowly building brick by brick as Donald Trump tore down the rule of law, abused the presidency to enrich himself, and grabbed the bully pulpit of the White House to divide America with racism, sexism and xenophobia."

"Backed into a corner after his incompetence and distrust in science was trampled by a virus that's killed 105,000 Americans, compounded by 40 million unemployed, and now massive, chaotic protests over the police brutality and racism that he has nurtured instead of combating, the president of the United States declared war on the American people," Bunch wrote. Explosives planted in an attempt to break into a Philadelphia ATM detonated Tuesday morning, leaving a 24-year-old man dead, according to local reports.

The blast damaged the machine’s electronic components but left its safe intact, according to Fox 29. Police found live explosives at the scene.

First responders rushed the man from the sidewalk outside Sidekicks Sports Bar on North 2nd Street to Temple University Hospital around 6:15 a.m., according to Philly Voice. He was later pronounced dead.

Investigators examined debris from the blast and a vehicle parked near the damaged ATM, NBC 10 Philadelphia reported.
There were reports of similar explosions in other parts of the city as well, events that the city’s police commissioner reportedly labeled as “organized” and “coordinated.” Photos and videos posted to social media show some of the damage.

In one video, a group of men rush over following a small explosion. A crowd begins to gather at the scene, and eventually they take off.

Protests have popped up in Philadelphia and other cities in response to the Minneapolis death of George Floyd, who died in police custody after an officer appeared to pin him by the neck to the ground with a knee for more than eight minutes in an incident caught on video.

From what I have seen so far on RF bulk surveillance in Richmond, very few are on FRS/GMRS. Some are on odd business band frequencies, but most of the interesting tidbits are on 900MHz and either digital or FHSS. Someone has some money that they have spent on this. They aren't using crypto so far, but a good mix of 900MHz and cellphone apps as their main comms. I have also noticed that there are a few extra wifi hotspots popping up when they arrive...

Get a good 800-900MHz capable scanner that supports "Close Call" and you should be able to detect their signals even if you can't listen to them (digital or chopped because of FHSS).

Well, that furtive Mrs. Clinton is no match for my Google-Fu! I found a .pdf image file of her thesis and a text-based .pdf file of her thesis generated using optical-character recognition software.

Some industrious soul ought to use that OCR version to generate a plain-text file to make sure that the secret thesis gets maximum exposure.

Late Monday night, helicopters were seen doing slow, low-level passes over crowds, and hovering in what appeared to be attempts to disperse the protesters.
Pentagon spokesperson Lt. Col. Chris Mitchell told CNN on Tuesday that the UH-72 aircraft had been flying to "provide observation of DC National Guard positions as they conducted civil unrest operations," and had not been dispatched as part of law enforcement operations.
The DC National Guard tweeted Tuesday night, “DCNG Commanding General has directed an investigation into the actions of our rotary aviation assets June 1. Our priority is the safety of our Guardsmen who support civil authorities. We are dedicated to ensuring the safety of citizens and their right to protest.”

Further south, protesters have gathered on the Manhattan Bridge. Police were on both ends, but it appears they are allowing protesters to walk off peacefully.

Scuffles break out between police and protesters in New York's Chelsea
In New York, protesters and police faced off tonight in Manhattan's Chelsea neighborhood.
The demonstrations had been largely peaceful throughout the day, but tensions rose toward the evening, as the 8 p.m. curfew came and went, and looters began targeting stores in Manhattan.
"Looters and came and busted through the store glass," said CNN Correspondent Shimon Prokupecz at the scene. "I saw them running out with bottles of wine ... They have been using rocks in some cases to break the glass."
He added that the group of looters had joined in with another group of peaceful protesters, which then led to a confrontation with police in Chelsea.
"There were at least two or three arrests there. They were holding four individuals with their hands on the car," Prokupecz said.
"It looks like (police) also used pepper spray. We can kind of sense it in our eyes, and you can kind of smell it. Then one of the males they arrested, he was asking for milk for his eyes, which supposedly helps. He was feeling pain."

Get a good 800-900MHz capable scanner that supports "Close Call" and you should be able to detect their signals even if you can't listen to them (digital or chopped because of FHSS).

I have a wide band AOR8000 scanner with scan banks set up for every freq range but it would not power up tonight. I used to listen to cell phones on it before they went digital, back when it was still legal :)

Police in Los Angeles arrive at mayor's residence where protesters have been demonstrating all day

The protesters in Los Angeles have dwindled significantly from their peak of thousands earlier today -- but a small group is still demonstrating outside the mayor's residence, hours after curfew.
The group has been largely peaceful all day, but tensions are rising following the arrival of police, said CNN Correspondent Kyung Lah at the scene.
Police have lined up in formation, and appear to be preparing to try and clear the protesters, who are kneeling on the ground with their hands up.

"You can hear the siren as the police are clearly about to start making arrests, because they are in violation of curfew," said Lah.
Earlier today, Los Angeles Mayor Eric Garcetti said he was "proud" of the peaceful protesters, and said he embraced the right of protest and free expression.
