The Plan was to use migrants to rapidly increase populations in blue states, giving them additional House of Rep seats, thus more Electoral College seats. The dems made sure to re-define the US Census as counting people rather than citizens. Easier than eliminating the Electoral College altogether. Simply weaponize it
