Declaration of North America (DNA)​





Today, President Andrés Manuel López Obrador, President Joseph R. Biden, and Prime Minister Justin Trudeau met in Mexico City for the 10th North American Leaders’ Summit (NALS). The leaders are determined to fortify our region’s security, prosperity, sustainability and inclusiveness through commitments across six pillars: 1) diversity, equity, and inclusion; 2) climate change and the environment; 3) competitiveness; 4) migration and development; 5) health; and 6) regional security.

North America shares a unique history and culture that emphasizes innovation, equitable development, and mutually beneficial trade to create inclusive economic opportunities for the benefit of our people. We are not just neighbors and partners. Our people share bonds of family and friendship and value – above all else – freedom, justice, human rights, equality, and democracy. This is the North American DNA.

Diversity, Equity, and Inclusion
Diversity, equity, and inclusion is foundational to the strength, vibrancy, and resilience of our countries. We focus on providing marginalized communities opportunities for their full, equal, and meaningful participation in our democracies and economies. To advance these objectives, President López Obrador, President Biden, and Prime Minister Trudeau reiterated their joint commitment to protect civil rights, promote racial justice, expand protections for LGBTQI+ individuals and deliver more equitable outcomes to all.

In partnership with Indigenous Peoples, we will promote innovative and sustainable solutions that honor traditional knowledge, foster Indigenous-led growth and drive job creation. We will continue our cooperation to build societies where Indigenous women and girls can live, learn, and lead without fear through the Trilateral Working Group on Violence Against Indigenous Women and Girls. Indigenous women from all three countries will convene in the coming weeks to facilitate discussions about priorities and best practices including in areas of political, economic, and social development. The three countries also reaffirm our commitment to gender equality and empowerment of women and girls, in all their diversity by aiming to improve financial and political support for women’s and girl’s rights.

Climate Change and Environment
Mexico, the United States, and Canada recognize the critical nature of taking rapid and coordinated measures to tackle the climate crisis and respond to its consequences. This includes achieving our respective 2030 nationally determined contributions under the Paris Agreement, and working together and with other countries to keep a 1.5-degree C temperature limit within reach. To promote buy-in for ambitious cuts to emissions, we will come together to align approaches on estimating the social cost of greenhouse gas emissions.

We will continue to implement and build on commitments from the 2021 North American Leaders’ Summit on climate mitigation, adaptation, and resilience, while renewing our focus on reducing methane emissions from all sources, with a new focus on waste methane. We will explore standards to develop hydrogen as a regional source of clean energy. We will move swiftly to accelerate the energy transition by deploying clean energy solutions, increasing the production and adoption of zero-emission vehicles in North America and transitioning to cleaner fuels. In partnership with Indigenous Peoples, we reiterate our pledge to protect biodiversity, to work toward ending deforestation, and doing our part to conserve 30 percent of the world’s land and waters by 2030.

Competitiveness
We seek to deepen our regional capacity to attract high quality investment, spur innovation, and strengthen the resilience of our economies, recognizing the benefits brought by the United States-Mexico-Canada Agreement. To boost regional competitiveness, the three countries will seek to forge stronger regional supply chains, as well as promote targeted investment, in key industries of the future such as semiconductors and electric vehicle batteries, which will be critical to advance electric vehicle development and infrastructure. We will convene public-private dialogues and map out supply chains to address common challenges and opportunities.
Critical minerals are an essential component to accelerating North America’s clean energy transition. Each country will review and map out existing and potential reserves of critical mineral resources in the region, while taking care of the environment, respecting local communities, and adhering to high ethical standards.

To support innovation, job creation, and workforce development, the three governments commit to working with the private sector, civil society, labor and academia across North America to foster high-tech entrepreneurship, promote small and medium-sized enterprises, and strengthen technical education. We will also consider trilateral approaches to promote sustainable, inclusive jobs and develop the workforce to meet our climate commitments.

Migration and Development
Today marks the six-month anniversary of the Los Angeles Declaration on Migration and Protection, a bold new framework for regional responsibility-sharing that 21 leaders endorsed on the margins of the Ninth Summit of the Americas. The three countries of North America each made ambitious commitments under the Los Angeles Declaration, including working together to advance labor mobility in North America, particularly regarding regular pathways, and have been delivering on these commitments.

Since June, Mexico, the United States and Canada have collectively welcomed record numbers of migrants and refugees from the Western Hemisphere under new and expanded labor and humanitarian programs. Today, we affirm our joint commitment to safe, orderly, and humane migration under the Los Angeles Declaration and other relevant multilateral frameworks. This includes assisting host communities and promoting migrant and refugee integration; providing protection to refugees, asylum seekers, and vulnerable migrants; strengthening asylum capacity in the region; expanding and promoting regular pathways for migration and protection; addressing the root causes and impacts of irregular migration and forced displacement; and collaborating to counter xenophobia and discrimination against migrants and refugees.

Now more than ever, we need to identify and address the root causes of irregular migration and forced displacement. Mexico, the United States, and Canada commit to supporting countries across the Western Hemisphere to create the conditions to improve quality of life, especially in marginalized communities that are vulnerable to both forced internal and regional migration and displacement. To that end, we will continue to work together and with our respective private sectors to promote responsible business practices, implement obligations under the USMCA and international labor conventions, and cooperate to eradicate the use of forced and child labor in our supply chains.

Health
Trilateral health cooperation will focus on launching an updated North American Plan for Animal and Pandemic Influenza (NAPAPI) to improve prevention, preparedness, agility, and to provide rapid response to health emergencies in North America. The North American Health Security Working Group will develop and launch a new, revised NAPAPI as a flexible, scalable, and cross-sectoral platform to strengthen regional prevention, preparedness and response to a broader range of health security threats that include influenza and beyond. As we emerge from the acute phase of the COVID-19 pandemic, we also recognize that resilient health systems, including a strong health workforce, are the foundation upon which effective pandemic preparedness and response will be built. We will continue efforts to build stronger and more resilient health systems that meet the broad range of health needs in our countries.

Regional Security
Mexico, the United States, and Canada will focus on strategies to bolster our shared continental security against domestic, regional, and global threats, including cyber threats. Security cooperation will continue to abide by our common understanding that respect for human rights and the rule of law contribute to a more secure North America. Our security cooperation includes actions to disrupt criminal actors and associated crimes across our shared borders, including money laundering, child sexual exploitation, firearms and human trafficking. We also are taking a consistent approach to the collection, use, processing, retention, and protection of Passenger Name Record (PNR) data to strengthen our shared security perimeter and the safety of our citizens, including advocating for the global adoption of standards and recommended practices of the International Civil Aviation Organization on PNR data.

We will continue our North American Drug Dialogue and further advance our cooperative international efforts to address the growing global synthetic drug threat as the United States takes the chair in 2023. We will enhance trilateral work to address the use of precursor chemicals in the production of illegal substances in North America and to disrupt drug trafficking, as well as strengthen public health approaches to prevention, harm reduction, treatment, and recovery.
As both natural and human-induced hazards and disasters increase risks to vulnerable populations, we will continue to work together to share training and best practices to keep our people safe and address emergencies including natural and other disasters. Recognizing the differentiated impact disasters have on women and girls, we aim to integrate a gender perspective in these efforts.

Looking forward
The commitments made during this summit are rooted in a shared vision for a more equitable, just, inclusive, resilient, secure, and prosperous North America and a shared responsibility to achieve more equitable outcomes responsive to the needs and aspirations of our citizens. As we work to implement these commitments in the upcoming year, we seek to model a democratic and sustainable path based on trust to promote inclusive prosperity and security. Mexico, the United States, and Canada look forward to building on this progress at the eleventh NALS (NALS XI), to be hosted by Canada.

The DNA is a declaration centered around six pillars: 1) diversity, equity, and inclusion; 2) climate change and the environment; 3) competitiveness; 4) migration and development; 5) health; and 6) regional security. The action-oriented outline provides the roadmap for the ideological intentions of the three governments.

I would strongly urge everyone to review the declaration [READ HERE], because just like a 5-year financial plan, every family should first know the scale of the chaos they are going to encounter in order to make plans to secure their life.

The declaration does not need much interpretation to be understood, this is the framework for how the United States, Canada and Mexico see the future of North America.

Unfortunately, only a miniscule number of Americans will read the Declaration, and yet it is information like this that tells you the intent of government in our life.

As an example, ask the next person you see advocating for Harmeet Dhillon as RNC Chairperson, or Ron DeSantis as a viable 2024 candidate, what the Declaration of North America means and how will Dhillon or DeSantis operate to change the direction of the DNA intent.

I guarantee you not a single person will have any clue what you are talking about, and every single one of them will look at you like a cow just licked them on the forehead. If my assumption is incorrect, I will eat a plain rice cake live on your selected TV show or podcast.

CTH will never stop fighting against the totality of the corrupt system, yet it is increasingly frustrating to see decent people maintaining the cycle of abuse from both the Republican and Democrat wing of the UniParty.

(1) We need to get as self-sufficient as possible.

(2) We need a worker’s rebellion, a movement similar in effect to the Solidarity movement.

All cultural and social issues are downstream from the ability of an American to live in a sovereign nation as a sovereign individual. If we do not have control over our personal economic decisions, we are serfs.

Focus discussions with the working-class community; focus on the principles of economics and national stability that comes from economic security. I am increasingly convinced the working-class is where the solution to this mess is going to come from.

Those who control government, the corporations who pull the strings, know a worker’s strike is risk to their effort and they are doing everything to create systems and processes that would avoid one. Uncontrolled mass economic migration is a countermeasure to dilute the ability of a worker’s strike to impact political outcomes.

They are few, we are still many – but losing ground and need to work with urgency.

Instead of trying to plug the dam with fingers and toes, invest in scuba gear for your family. Once secured, then move upstream to the origination of the inbound flows.

You just have to understand that the United States (1789-1861) is We The People. The Corporate Shell "The United States of America Inc." was created in 1861 after bankruptcy, that runs outside the constitutional authority and is the evil part.

Lincoln was the president of the BAR association and did not qualify for president due to being an esquire. He was voted in with 30% which was controlled by the bankers and lawyers. After he bankrupted the US, he created a corporation, made himself president of that corporation, created the first EO for the corporation and finished the 100th EO within 30 days. The 100th EO, is the Lieber Code which is Marshall Law. It has never been rescinded and we are still under it today. He put the Grand Army of the Republic under the Corporation. Instigated war and we have been at war ever since.

The Corporations have been bankrupted many times. Currently Joe Biden is the President under "The White House Office Inc."

The cartels versus the Mexican and U.S. governments - a state of war


Two recent articles have highlighted the fact that the security situation on the US-Mexico border amounts to nothing less than a de facto state of war.

Real Clear Wire describes it as "The Invasion Equation".




Rape trees, river floaters, skeletal remains, and fentanyl candy. The new vernacular of illegal immigration is an indictment of the U.S. Department of Homeland Security’s (DHS) loss of operational control along the U.S.-Southern border. A consequence of this is the transformation of cartel insurgencies into well-formed armies that recruit and employ uniformed soldiers, have supporting intelligence operations, and control terrain. The challenge now confronting state and federal law enforcement is no longer how to deter an insurgency; it’s how to defeat an army.

Modern armies are resourced by nation-states who provide moral leadership in times of war. But the accountable governments of nation-states can falter and fail. Mexico in particular has a compromised central government that is not protecting its own homeland from subversive actors. When this happens, a conglomerate of paid professionals, mercenaries, conscripts, and criminals fills the void to either protect or exploit the resources of a community. It was true within the first communities of Mesopotamia, and it is happening now in communities across Mexico. This is how armies begin. A state is incapable of securing its communities, accountable governments lose legitimacy, and subversive actors start vying for control of terrain to exploit resources.

The hallmark of any effective army is its ability to control terrain. The cartel armies have done that by co-opting the gangs of the U.S. and operate the world’s largest crime syndicate complete with narco distribution hubs throughout the U.S.. In Mexico they cordon cities and run roadblocks to collect information and extort residents. To date, as much as 20 percent of Mexico has come under control of the cartels as previously reported by CIA analysts. Their center of gravity is the illicit drug and human trafficking revenues from which they derive their strength. The illegal aliens that they infiltrate, the drugs that they smuggle, and the terrorist that they give safe passage each infiltrate the Southern border under their control and further empower their control of terrain.

December 2018: Andres Manuel Lopez Obrador (AMLO) becomes president after winning an overwhelming electoral victory. In his inaugural address he invoked a word that transfixes Mexico: Impunity. Under his administration "Corruption and impunity" will end he said.

For angry and disenchanted Mexican citizens, "impunity" means embedded injustice within their nation's governing institutions and society.

Donald Trump gets credit for understanding a border wall not only hindered illegal immigration it obstructed cartel smuggling. AMLO eventually agreed that Trump's U.S.-Mexico-Canada Agreement was a good deal for Mexico -- real jobs and honest income.

The Jan. 5 shootout in Sinaloa state is a warning for Mexico that it still faces well-armed and well-financed internal enemies. Three days before Biden's El Paso photo op, 3,600 Mexican soldiers and security personnel captured Ovidio Guzman, the son of jailed Sinaloa (aka Pacific) cartel kingpin Joaquin Guzman. The operation resulted in a 10-hour battle with gunmen in a town near Culiacan. Security forces captured 50-caliber sniper rifles and two dozen vehicles with add-on armor.

Culiacan is 500 miles from the US-Mexico border but the cartel wages war throughout North America -- yes, the border war now reaches New York City. In December the DEA announced during 2022 the U.S. seized 50 million fentanyl-laced pills and 10,000 pounds of powder -- "379 million potentially deadly doses." The Sinaloa and Jalisco New Generation cartels produced most of the fentanyl at "secret factories in Mexico with chemicals largely sourced from China."

An undefended U.S. border increases cartel profits and makes Mexico more vulnerable. Drugs, crime and social support costs sap the U.S. The demographic shifts present additional challenges.

Who benefits? Communist China, drug cartels and corrupt politicians. Quite a strategic consequence.

Our border security is like most other problems tackled by the US government. It's been addressed more in the breach than in the observance. Partisan political interests, pressure groups and the influence of outside funding on politicians (a.k.a. "re-election fund contributions") have neutered any effective response. The can has been kicked down the road far too often, so that a problem that could have been addressed relatively easily in its early years has now ballooned out of control. There is no longer any easy fix for our border problems. Even a full-scale border wall would now face military-style breaches by the cartels, who have more than enough weapons and gunmen to do the job. Perhaps the only thing that would now work is a "no-mans-land" along the border; two border walls, one about 10 miles inside Mexico, the other about 10 miles inside the USA. Anything and anyone moving between those walls would be targeted, if necessary by "shoot-on-sight" automated defenses. If there's any other practical, effective way to stop the current invasion, I can't think of it.

Folks, we're in a state of war with the Mexican drug cartels. They're now making almost as much money out of illegal alien smuggling as they are out of drugs. They're rolling in money, and money talks. We can't cut off the money, thanks to feckless politicians who worry more about lining their own pockets than about securing our borders. Therefore, we have to face up to the fact that this is a war, and right now we are being defeated in detail.

How to fix it? Well, I know how to fix it. Any military veteran can tell you how to fix it. However, the politicians will never allow that solution - so we're stuck.

The Treaty Clause of the United States Constitution (Article II, Section 2, Clause 2) establishes the procedure for ratifying international agreements. It empowers the President as the primary negotiator of agreements between the United States and other countries, and holds that the advice and consent of a two-thirds supermajority of the Senate renders a treaty binding with the force of federal law.

A distinction was made between self-executing and non-self-executing agreements, one of which is permitted since it is not pending on states, and the other which is not.

A special distinction was made for external treaty affecting "human right" (i.e. first 10 amendments) which CANNOT be negotiated or given away by your government.

Write, Email or Call your Senator now and tell them you're opposed to "foreign entanglements." I believe the Congress is on Easter Break this week and next.

I could deal with Canada in terms of climate and so forth, and similarly the mountains of Mexico. But the politics of this "Declaration" is a broad serfdom and shared misery that I'll not, CAN not abide. They are throwing in every kitchen sink now, before they lose their chance at domination. What DNA (Biden, Trudeau and AMLO Release the "Declaration of North America" - Prepare your Affairs Accordingly - The Last Refuge ) shows me is an alternative blue print to merge three countries into one and, based on one person. one vote (one time only per cycle) a much larger, fairly resource rich one.

I can see every NAFTA Marxist foaming at the mouth, figuring out how to jockey into the new Elite ruling class.

1. Canada does NOT have a Won & Paid for in Blood Constitution.
2. No Canadian Judge or prosecutor is elected.
3. Canada's Upper House (the Senate) is appointed by the Party in Power as they see fit. Essentially it's an old boys club of political hacks.

Add that up and it comes out " Sounds like a still born birth to me".

I doubt there'll ever be a warrant to arrest issued.
I sincerely doubt any Canadian AG (Minister of Justice) is going to charge and prosecute the head hack, his/her/it's boss.

As an example, ask the next person you see advocating for Harmeet Dhillon as RNC Chairperson, or Ron DeSantis as a viable 2024 candidate, what the Declaration of North America means and how will Dhillon or DeSantis operate to change the direction of the DNA intent.

I guarantee you not a single person will have any clue what you are talking about, and every single one of them will look at you like a cow just licked them on the forehead. If my assumption is incorrect, I will eat a plain rice cake live on your selected TV show or podcast.

CTH will never stop fighting against the totality of the corrupt system, yet it is increasingly frustrating to see decent people maintaining the cycle of abuse from both the Republican and Democrat wing of the UniParty.

(1) We need to get as self-sufficient as possible.

(2) We need a worker’s rebellion, a movement similar in effect to the Solidarity movement.

All cultural and social issues are downstream from the ability of an American to live in a sovereign nation as a sovereign individual. If we do not have control over our personal economic decisions, we are serfs.

Focus discussions with the working-class community; focus on the principles of economics and national stability that comes from economic security. I am increasingly convinced the working-class is where the solution to this mess is going to come from.

Those who control government, the corporations who pull the strings, know a worker’s strike is risk to their effort and they are doing everything to create systems and processes that would avoid one. Uncontrolled mass economic migration is a countermeasure to dilute the ability of a worker’s strike to impact political outcomes.

They are few, we are still many – but losing ground and need to work with urgency.

Instead of trying to plug the dam with fingers and toes, invest in scuba gear for your family. Once secured, then move upstream to the origination of the inbound flows.
