In a shocking turn of events, all Republican senators (49), led by Senator Ron Johnson, have formally urged President Joe Biden to withdraw his support in expanding the World Health Organization’s (WHO) pandemic authority.

The letter, sent ahead of the 77th World Health Assembly scheduled from May 27 to June 1, 2024, in Geneva, Switzerland, argues that the WHO’s mishandling of the COVID-19 crisis underscores the need for major reforms rather than granting it more power.

The senators warn that such an expansion could threaten U.S. sovereignty and constitutional rights, emphasizing that any international agreement enhancing WHO’s authority should be treated as a treaty, requiring a two-thirds supermajority vote in the Senate for approval.

Next month, during the Seventy-seventh World Health Assembly (WHA), your administration is expected to commit the United States to two international agreements that would strengthen the World Health Organization’s (WHO) authority to declare public health emergencies of international concern and expand the WHO’s authority over member states during such emergencies. This is unacceptable.

The WHO’s failure during the COVID-19 pandemic was as total as it was predictable and did lasting harm to our country. The United States cannot afford to ignore this latest WHO inability to perform its most basic function and must insist on comprehensive WHO reforms before even considering amendments to the International Health Regulations (IHR) or any new pandemic-related treaty that would increase WHO authority. We are deeply concerned that your administration continues to support these initiatives and strongly urge you to change course.

Article 55 of the IHR requires the text of any IHR amendment to be communicated to member states at least four months before the WHA at which they are to be considered. As the WHO has still not provided final amendments text to member states, we submit that IHR amendments may not be considered at next month’s WHA. Some of the over 300 proposals for amendments made by member states would substantially increase the WHO’s health emergency powers and constitute intolerable infringements upon U.S. sovereignty. As such, it was essential that the WHO abide by the four-month notice period to allow member states time to ensure that no traces of such proposals were included in a final amendment package for consideration by the WHA. Having failed to do so, amendments are not in order.

The WHO’s most recent publicly available draft of its new pandemic response treaty is dead on arrival. Instead of addressing the WHO’s well-documented shortcomings, the treaty focuses on mandated resource and technology transfers, shredding intellectual property rights, infringing free speech, and supercharging the WHO. Moving forward with a new pandemic preparedness and response treaty ignores the fact that we are still unsure of COVID-19’s origins because Beijing continues to block a legitimate independent investigation. We strongly urge you not to join any pandemic related treaty, covenant, or agreement being considered at the Seventy-seventh WHA. Should you ignore this advice, we state in the strongest possible terms that we consider any such agreement to be a treaty requiring the concurrence of two-thirds of the Senate under Article II Section 2 of the Constitution.

In light of the high stakes for our country and our constitutional duty, we call upon you to (1) withdraw your administration’s support for the current IHR amendments and pandemic treaty negotiations, (2) shift your administration’s focus to comprehensive WHO reforms that address its persistent failures without expanding its authority, and (3) should you ignore these calls, submit any pandemic related agreement to the Senate for its advice and consent.

I've been relating this news for the last month or so, and have come off as a weirdo, so I feel vindicated.

Also I don't think anyone needs to panic, just be prepared. There is absolutely nothing you can do to stop it. The Republican letter, as stated, is all theater.

Plus the Republican letter is only to permit non-adoption UNTIL reforms are done first. Not withdrawal from the WHO.

Noncompliance will mean hardship.

The WHO chief on Friday begged countries negotiating a global agreement on handling future pandemics to "get this done", as they prepare for one final week of last-ditch talks.

World Health Organization member states have spent the last two years drafting an international accord on pandemic prevention, preparedness and response.


However, negotiations have gone into overtime -- and even that is now running out.

Countries decided to return Monday to the WHO headquarters in Geneva for a fortnight of do-or-die extra talks, to try to break the deadlock over issues such as equitable access to vaccines, and how to share data on emerging pathogens.

Five days in, WHO chief Tedros Adhanom Ghebreyesus acknowledged that for some, the agreement is either too specific, not specific enough, too strong, or too weak.

But he urged naysayers not to block everyone else from coming to a deal.

"I have one simple request: please, get this done," Tedros said, in a direct appeal in the negotiating room.


"I appreciate that it has been a difficult and sometimes painful process, and that it's not over. I appreciate that all of you are making compromises you did not want to make.

"I recognise that there may be delegations who despite their good faith efforts, may not be in a position to join a consensus, but they have a choice: they can choose not to block consensus."

The first thing I would say is don't expect The Senate to disapprove it even after the letter of the 49.

Second thing I would say is know your laws:

The Senate does not ratify treaties. Following consideration by the Committee on Foreign Relations, the Senate either approves or rejects a resolution of ratification. If the resolution passes, then ratification takes place when the instruments of ratification are formally exchanged between the United States and the foreign power(s).

The Senate has considered and approved for ratification all but a small number of treaties negotiated by the president and his representatives. In some cases, when Senate leadership believed a treaty lacked sufficient support for approval, the Senate simply did not vote on the treaty and it was eventually withdrawn by the president. Since pending treaties are not required to be resubmitted at the beginning of each new Congress, they may remain under consideration by the Senate Foreign Relations Committee for an extended period of time.

In recent decades, presidents have frequently entered the United States into international agreements without the advice and consent of the Senate. These are called "executive agreements." One of the main points of disagreement is the issue of sharing drugs and vaccines.

The petition, which has since garnered over 150,000 signatures, states: “We believe the public must be furnished with the full ramifications of what and how any pandemic treaty could affect them, and be given a public vote on whether the UK should sign up, before the UK Government signs up to this.”

In line with the UK government’s rules on official petitions, as the document has the threshold of 100,000 signatures, the national Parliament is obliged to consider the motion for debate.


The UN negotiators are in Geneva now. The actual delegates to vote on the "Treaty" (backed by Biden) will be May 27th thru June 1st. Will the US bully it's will on the UN?

A band of state Attorneys Generals are urging President Joe Biden not to hand over several vast pandemic powers to the World Health Organization (WHO), the Daily Caller first learned.

Led by Montana Attorney General Austin Knudsen, 22 state attorneys generals wrote a letter to Biden, obtained exclusively by the Daily Caller, voicing their concern over potential plans to give the WHO a series of powers in response to the COVID-19 pandemic. The state AGs voiced their skepticism of giving more power to the WHO over the handling of a global health crisis, saying that the amendments go too far, the letter reads.

“First, the two proposed instruments would transform the WHO from an advisory, charitable organization into the world’s governor of public health. The WHO currently lacks authority to enforce its recommendations,” the letter says.
“Second, the federal government cannot delegate public health decisions to an international body. The U.S. Constitution doesn’t vest responsibility for public health policy with the federal government. It reserves those powers for the States. Even if the federal government had such power, Article II, Section 2 requires approval by the United States Senate,” the letter continues.

The letter also adds that the state AGs are worried about the amendments paving the way for “global surveillance infrastructure.” The current proposed amendments ask signatories to “cooperate, in accordance with national law, in preventing misinformation and disinformation,” the AGs write.

A coalition of GOP senators previously petitioned the president to ask him to refuse to give such powers to the WHO. Lawmakers will discuss the amendments at the World Health Assembly (WHA), which will take place from May 27 to June 1, Fox News reported. Members could delay the vote on the amendments to have more time to discuss the regulations, though the Biden administration has previously backed the May timeline, KFF reported.

Concerning the amendments, the WHO Director-General Dr. Tedros Adhanom Ghebreyesus believes that the proposal could help create a more “equitable global response” to future pandemics, according to KFF. Some of the elements being considered in the amendments include how different elements, including communications, financing and oversight, would be handled in the event of a global pandemic, KFF reported.

“The COVID-19 pandemic exposed fundamental flaws with the WHO and other public health institutions. These entities breached public trust and are unquestionably in need of reform. The proposed measures, however, would only exacerbate the WHO’s underlying problems and enable more civil liberties violations during future ’emergencies.’ Accordingly, we will resist any attempt to enable the WHO to directly or indirectly set public policy for our citizens,” the letter concludes.

Brexit leader Nigel Farage has vowed to lead the charge against the “mission creep” of the World Health Organization (WHO), joining a campaign to “take back control” from the globalist institution as it pushes for an international Pandemic Treaty.

Vowing to take on the “billion-dollar global health empire”, Nigel Farage said he has joined the Action on World Health (AWH) campaign group to reduce the scope of the W.H.O., calling for its £5.5 billion budget to be dramatically cut and to fight against the implementation of the controversial pandemic treaty being imposed.

“The W.H.O. is proposing a pandemic treaty that would be legally binding on all 194 member states and is pushing for mandatory lockdowns and vaccinations. I have joined forces with Action on World Health to fight back,” Mr Farage wrote on social media.

“The W.H.O. can be a force for good in the world, but only if it returns to its noble principles and core objectives. Its role should be to share information and provide guidance, not dictate policies,” he added in a statement.

“It must reform to respect national sovereignty, stop interfering in people’s lives, and abandon the frankly terrifying pandemic treaty. The WHO can no longer ignore the growing dissatisfaction from people across the world. It either reforms, or countries must leave it altogether!”

Mr Farage has warned that the Pandemic Treaty would enable the W.H.O. to decide when a pandemic is declared and tell national governments when to lockdown.

Action on World Health said that “the first draft of the Treaty made clear that the W.H.O. wants the power to force countries into lockdown and mandate vaccines”.

The campaign is also seeking to launch a petition to try to force Members of Parliament to debate whether or not the government should sign the pandemic treaty.

Additionally, the group argues that the W.H.O.’s budget should be cut by at least 50 per cent, saying that the bloated Geneva-based organisation wastes too much money — mostly from American, British and European taxpayers — on “luxury travel and thousands of staff”.

The group said that despite its massive budget, the W.H.O. has been ineffective in its core mission of preventing the spread of infectious diseases, noting that millions died around the world “after China’s preferred choice of W.H.O. Director-General, Dr Tedros, told the world in January 2020 there was no human-to-human transmission of COVID-19.”
The W.H.O. under Tedros has also faced criticism for failing to heed early warnings from Taiwan about the Chinese virus for fear of angering Beijing, thereby wasting valuable time that could have been used to contain the virus locally within China.

Although the W.H.O. was one of the chief spreaders of Chinese disinformation, an October draft of the proposed pandemic treaty stated that member states should seek to “combat false, misleading, misinformation or disinformation, including through effective international collaboration and cooperation.”

Director-General Tedros previously argued that increased global cooperation will be critical in confronting what he has termed “Disease X“, a catchall phrase for a future “serious international epidemic.”

The W.H.O. chief has previously demanded that the Pandemic Treaty should be “legally binding” for the 194 member states. However, he later attempted to claim that it was “absolutely false” that it would give the U.N. organisation the power to force signatory states to go into lockdown or mandate vaccines while complaining that a “torrent of fake news, lies, and conspiracy theories” were putting the treaty in jeopardy.

While the British government has previously expressed a desire to join the Pandemic Treaty, it now insists that national sovereignty must be maintained, with a Department of Health and Social Care spokesman telling The Telegraph: “We will only support the adoption of the accord and accept it on behalf of the UK, if it is firmly in the UK national interest and respects national sovereignty.”

WHO Makes Key Concessions Ahead Of Pandemic Treaty Vote​

The World Health Organization (WHO) has watered down some provisions of its pandemic agreements ahead of the upcoming World Health Assembly on May 27. Critics in the United States, however, say the changes don’t do enough to address the concerns over the policy.

Provisions in prior drafts of the WHO pandemic treaty and International Health Regulations (IHRs) together aimed to effectively centralize and increase the power of the WHO if it declares a “health emergency.” (all that is needed is a trigger)

The release of the latest draft of the amendments, dated April 17, are the first public update on the IHR draft, which was initially made public early 2023. (and was what triggered the outcry of the QR Code and sovereignty issues)

In most areas, and for all of those which most concerned us from a legal perspective, the interim draft reflects a major retreat by the WHO Working Group from the text of the original proposals,” write English solicitors Ben and Molly Kingsley in an April briefing paper regarding the new amendments.

Some WHO-watchers remain wary, however.

“Practically all the bad things are still there,” Dr. Meryl Nass, a U.S.-based physician and vocal critic of the WHO agreements, told The Epoch Times. (snucker talk? When it can be "interpreted" in different ways the PTB will interpreted it the way that best suits them, not us)

“The language is gentler, but since there is so much to be decided later it is not clear the gentler language is meaningful,” Dr. Nass said.

My best guess is that they are desperate to get something passed, so the options are likely to be either a vanilla version of the treaty … or a delay. But they fear delay because people are waking up.”

The WHO and its advocates—including celebrities, politicians, and religious groups—have launched a global campaign urging the 194 member states to sign the documents.

“Give the people of the world, the people of your countries, the people you represent, a safer future,” WHO Director-General Tedros Adhanom Ghebreyesus said at a May 3 Geneva meeting. “I have one simple request: please, get this done, for them.”

He urged any countries that don’t support the agreements to refrain from encouraging other states to oppose it.
WHO ambassador and former U.K. Prime Minister Gordon Brown on March 20 lauded “a high-powered intervention by 23 former national presidents, 22 former prime ministers, a former U.N. general secretary, and 3 Nobel Laureates … to press for an urgent agreement from international negotiators on a Pandemic Accord.”

Mr. Brown called for unified global action to “expose fake news disinformation campaigns by conspiracy theorists trying to torpedo international agreement for the Pandemic Accord.”

He refuted criticisms that the pandemic treaty and IHR amendments would cede any sovereignty from member nations to the WHO.

Critics Remain Unconvinced​

Despite these assurances, however, the efforts to vest more power within the WHO continue to face resistance.
In recent months, Louisiana and Florida passed laws stating that state officials will not obey WHO directives, and other states, such as Oklahoma, are considering similar legislation.

On May 8, attorneys general from 22 states signed a letter to President Joe Biden urging him not to sign the WHO agreements, and stating that they will resist any attempts by the WHO to set public health policy in their states.

“Although the latest iteration is far better than previous versions, it’s still highly problematic,” the attorneys general wrote. “The fluid and opaque nature of these proceedings, moreover, could allow the most egregious provisions from past versions to return.

“Ultimately, the goal of these instruments isn’t to protect public health. It’s to cede authority to the WHO—specifically its director-general—to restrict our citizens’ rights to freedom of speech, privacy, movement (especially travel across borders), and informed consent.”

Amid this recalcitrance, the WHO has stepped back from some of the more controversial measures. The Biden administration is involved in negotiating the WHO treaty and have expressed support for it, but haven’t stated a definite intention to sign.

The Latest Draft​

Struck from the latest draft is a provision that member nations “recognize WHO as the guiding and coordinating authority of international public health response” and commit to follow the WHO’s directives during a health emergency. The latest draft also states that WHO recommendations are non-binding.

One of the things I'm watching and wondering about is: Just in time for the bird flu.

ETA: IF this passes and the US is a signee, AND we have a Bird Flu declared, just "declared" is all that is needed, WHO will have shutdown capabilities of the US, would it include voting?
